The contractor- your company 3) As an emerging company with no experience on submission of returnable documents and page mandatory: 3.1 - if the returnables are bigger, is there a possibility to submit with two separate doc's with the name of the company and can we use any other envelope? 3.2 - pricing outcome on how did we price of each company? No 3.3 - what should I write on page with mandatory and signatory because we have no experience some other appearing information on that page? Please clarify this for me. 4)As an emerging company with no secretory how will I have an Appointment Letter of Signatory. How do I make? Hi at the briefing u said it was not compulsory meaning the bidders are familiar with the substation they are bidding for or because of some other reasons. And if you were saying it is not compulsory your bill of quantity was supposed to be clear to everyone and u also came with the issue of site visit which we requested and u also said it is not compulsory. I do believe the purpose of visiting the sites is to have a common idea about the sites we will be bidding for in terms of requirements for each site as they differ. Now u said is not also compulsory a d if that is the case what is the use to have site register and it will serve for which purpose a use the will be a lot of confusion in terms of scope of work, bill of quality per site and number of days per site for cleaning. Are u also saying that those who never attended a site meeting their documents will be evaluated further.please clarify on this issue. Hi can u provide us with the numbers of cleaners and gardeners u expecting per site so that as service provider will do uniform thing in terms of quantity. By so doing it will be fair enough to every bidder. But if not stated on your bill of quantity what do u expect from us cause this will lead to confusion. There are some questions and clarification I would like to be helped with: 1) For financial returnables - The company hasn't make an income for the past two years and it's establishment is less than a year. - Will the company survive for a fair tender practice if it only have assets? You can only submit what you have. Please then submit management accounts for the period less than a year, please. Your financial officer will be able to assist you in this regard. Please refer to the invitation to tender again- that is the process and please read the scope of work, that is what you have to deliver on. 2) Clarity to be awarded a contract on Mandatory for Evaluation / Mandatory for Contract Award - e.g. The company has not yet have a COID, have acknowledgement letter as a proof from Dept. of Labour. The technical evaluation criteria is stated clearly in the tender evaluation process on the document and also tells how tenders will be evaluted and scored. 3) Page 11 - How do i have weight(w) and score if a company doesn't have point 1.1, 2, 2.1 = Will it still be recognized? We will evaluate strictly according to the set criteria as set out in the invitation to tender. No results will be forecasted at this stage. NEC3 Term Service (Short contract TSSC3) REFERS: LABOUR & EQUIPMENT PRICE LIST Induction is only done after a contract has been awarded to a contractor- therfore no effect at tender stage IRP30 - Please ignore this requirement

Page 39: Do I appoint my own Health & Safety Representative? Should this person per a full time employee or consulting individual? Tenderer to submit rates for all Technical specifications: (New Equipment)- yes complete, please. Gardening and Cleaning contractors working on Transmission substations and Offices will not be required to appoint any of their staff or additional staff as a SHE Representative or First Aider on the site. Each Transmission Substation and office already have relevant Health and Safety Structures for permanent Eskom Transmission staff on site which include a SHE representatives and First Aiders. The Gardening and Cleaning contractors on sites will therefore comply with the existing statutory regulations on each site and do not need to appoint additional services / consultant for this purpose. The appointed Gardening and Cleaning staff on a site will also not be expected to be trained as First Aider or SHE Representative.
