1 Introduction Operators interested in subscribing to the Proximus MVNO Offer will find in this document, high level information for a successful implementation of the mobile services. Roles and responsibilities in a MVNO partnership Note that in case the information provided in this document differs from the MVNO Offer, the latter always prevails. 2 What is the MVNO wholesale Offer? The MVNO wholesale offer consists of a set of services and interfaces enabling Mobile Virtual Network Operators to grant their customers, access to Mobile Services such as voice, SMS and data. The MVNO wholesale offer provides a large scale of products for both prepaid and postpaid customers and allows the MVNO to maintain its own separate brand identity and creativity. The MVNO wholesale offer MVNO portfolio evolves based on market conditions, technological evolution and requests of the MVNO partners. This will allow the MVNO to create competitive offers in a fast moving mobile market. The MVNO will interface with Proximus by using the Enhanced Service Provider in hosted model or in telco model. The Enhanced Service provider model enables the MVNO to take on responsibility for its own marketing, sales structure, billing, customer management, service set-up and provisioning. The Proximus network offers an innovative and advanced wireless technology which is continuously being upgraded. It is reliable and powerful, offering excellent penetration in buildings, along with a high capacity and superior quality. To be able to continue to ensure this level of permanent high quality for voice and data, Proximus deploys considerable means in terms of services, resources, equipment and procedures. These include: continuous monitoring of the network optimization of the network implementation of redundancy on all critical network elements implementation of a disaster recovery plan capacity management on all levels of the network (voice, data, radio access, core and backhauling) For more information on the Proximus network: http://www.proximus.be/en/private/customer-advantages/the-proximus-service/make-the-most/ofmy-network?page=p_cz_res_network 2.2 MVNE Platform In order to support dynamic and flexible end-to-end solutions for the MVNO Enhanced Service Provider model, Proximus has an in house MVNE (Mobile Virtual Network Enabler) platform, designed by Artilium N.V. The MVNE services are built onto the 3 layers of the ARTA Service Delivery Platform: the telecom, application and presentation layers. The ARTA Service Delivery Platform is a dynamic and flexible end-to-end solution for MVNO. Its main focus is on the management and handling of the real time processes and on the offering of a Multi Layered solutions model. The multi layered model contains different modules on the telecom, database (application) and presentation layer; built in a modular way: The Telecom Layer supports different technologies combining mobile environments The Application or Database Layer creates complete transparency for the operator to manage its services independent of the technology by means of one centralized user interface. Finally the Exposure or Presentation Layer extends this transparency towards the customer care agents and subscribers accessing the selfcare via web. Graph 2: the multiple layers on the Service Delivery Platform The ATA Service Delivery Platform is connected to the Proximus network infrastructure using real-time interfaces based on SS7 and IMS standards for real-time call control and interaction with the end users. In addition, existing API s can connect the MVNO existing OSS/BSS environment to the MVNE. 3 Roles and responsibilities in a MVNO partnership This chapter provides a high level overview of the roles and responsibilities in a MVNO partnership.
