Absentee Voting/Vote by Mail Requirements Alabama Alaska Arizona Who is eligible for Absentee Voting? - Anyone that will be absent from their registered county on Election Day - An individual that is ill or physically unable to reach their assigned polling place - An individual voter that is living outside their registered Alabama county - If the individual is an election official or pollworker outside their assigned polling place - An individual that works more than 10 hours that conflicts with polling hours on election day. Kentucky Eligibility based on the following: - Voter is of advanced age - Voter has a physical disability - Voter is suffering from an illness - Voter is a member of the Armed Forces - The dependent of a member of the Armed Forces - Voter is military personnel confined to a military base on election day - Voter is temporarily residing overseas but still eligible to vote in Kentucky - Voter is temporarily residing out of state but still eligible to vote in Kentucky - Voter is a student attending school outside voter s county of residence - Voter is incarcerated in jail and charged but not convicted of a felony - Voter is working outside the county and unable to vote early in the county clerk's office or in voter s polling place on election day. - Gov t issued handgun license - US Passport - Government Employee Badge/ID - Military ID - Student ID from any KS accredited university - Government issued public assistance ID None required 6

Louisiana Michigan First time voters CANNOT vote by absentee Other voters can vote absentee in the following circumstances (which are very specific) - If you are a student, professor or instructor in higher education - Voter is in a Clergy - Voter is temporarily absent - Voter moved out of Parish - Voter is in involuntary confinement - Voter Hospitalized - Voter is offshore on election day - Incarcerated - Voter is part of Address Confidential Program - Voter is a juror for a trial - Voter is Senior Citizen - Voter is Disabled/homebound/Nursing or Veteran's home First-time voters in Michigan CANNOT vote absentee All other voters must meet one of the following: - 60 years old or older - unable to vote without assistance at the polls - expecting to be out of town on election day - Current in jail awaiting arraignment or trial None required EXCEPT for first time voters that are students (students have to send a copy of their student ID) None required which presumes that voter has been verified. 7

Missouri Montana - unable to attend the polls due to religious reasons - Appointed to work as an election inspector in a precinct outside of your precinct of residence. Must meet one of the following: - Will be absent from your voting jurisdiction on election day - Are incapacitated or confined due to illness or physical disability, or caring for an incapacitated person - Are restricted by religious belief or practice - Are employed by an election authority - Are incarcerated but have retained all your voting qualifications Any registered Montana voter ID NOT required if voter has voted in Missouri before ID is required if voter did NOT submit ID at the time of voter registration. The following are acceptable forms of ID: - Driver s License from any state - State ID from any state - ID issued by the US government - Student ID from a Missouri university, college, vocational school or technical school - Current utility bill (name and address) and address - Government paycheck with voter s name and address If voter has voted in Montana at least once before, ID is not required to vote absentee If voter is a first time MT voter and did not provide ID at voter registration, voter 8

New Hampshire Must meet one of the following: - Voter will be absent on the day of any state election from the county, city, or town in which voter is registered to vote in - Voter has a religious commitment on election day - Voter is physically disabled - Voter is in the military - Employment obligation does not allow voter to go to the polls - Voter is in transit to or from work from the time the polls open until after the time the polls close MUST provide one of the following - Any photo ID with the voter s name name and MT address and MT address - Paycheck with voter s name and MT address - Government paycheck with voter s name and MT address - NO ID is required for NH voters that have voted before OR is already a registered voter of NH First time NH voters that did not present ID at the time of voter registration. North Dakota Ohio Oklahoma Any registered North Dakota voter can vote absentee Any registered Ohio voter can vote absentee Any registered voter can vote absentee name and NH address Driver s License Driver s License or Last 4 digits of Social Security number If voter CANNOT provide a driver s license or SSN, then must provide one of the following: - Any Photo ID with the voter s name - Military ID name and NH address and NH address - Paycheck with voter s name and NH address - Government paycheck with voter s name and NH address NO ID is required for OK voters that have voted before OR is already a registered voter of OK First time OK voters that did not present ID at the time of voter registration. Pennsylvania In the following circumstances (PA is very specific) - - A person who is or may be in the military service of the United States, regardless of whether at the time of voting the person is present in the election district of residence or in the Commonwealth and regardless of whether he or she is registered to vote. - - A spouse or dependent residing with or accompanying a person in the military service of the United States and who expects on Election Day to be absent from his or her municipality of residence during the entire period in which the polling places are open for voting (7 a.m. to 8 p.m.). - - A member of the Merchant Marine and his/her spouse and dependents residing - Any Photo ID with the voter s name name and OK address and OK address - Paycheck with voter s name and OK address - Government paycheck with voter s name and OK address - ID Required Acceptable forms of ID - A photo ID issued by the U.S. Federal Government or the Commonwealth of Pennsylvania, including: - a PA driver s license or non-driver s license photo ID (IDs are valid for voting purposes 12 months past expiration date), - a valid U.S. passport, - a U.S. military ID (active duty and retired military a military or veteran s ID must designate an expiration date or designate that the expiration date is indefinite), - a military dependents ID that 11

with or accompanying the Merchant Marine, who expect on Election Day to be absent from the Commonwealth or the municipality of residence during the entire period in which the polling places are open for voting (7 a.m. to 8 p.m.). - - A member of a religious or welfare group attached to and serving with the armed forces and his/her spouse and dependents residing with or accompanying him or her, who expect on Election Day to be absent from the Commonwealth or the municipality of residence during the entire period in which the polling places are open for voting (7 a.m. to 8 p.m.). - - An individual who, because of the elector's duties, occupation or business (including leaves of absence for teaching, vacations and sabbatical leaves), expects on Election Day to be absent from his/her municipality of residence during the entire period the polls are open for voting and the spouse and dependents of such electors who are residing with or accompanying the elector and for that reason also expect to be absent from his/her municipality during the entire period the polls are open for voting (7 a.m. to 8 p.m.). contains an expiration date; - An employee photo ID issued by Federal, PA, County or Municipal government; - A photo ID cards from an accredited Pennsylvania public or private institution of higher learning; or - Photo ID cards issued by a Pennsylvania care facility, including long-term care facilities, assisted living residences or personal care homes. - 12

- A qualified war veteran elector who is bedridden or hospitalized due to illness or physical disability if the elector is absent from the municipality of his residence and unable to attend his/her polling place because of such illness or disability, regardless of whether the elector is registered to vote. - A person who, because of illness or physical disability, is unable to attend his/her polling place or to operate a voting machine and obtain assistance by distinct and audible statements. (Note: A disabled elector may be placed on a permanently disabled absentee file.) - A spouse or dependent accompanying a person employed by the Commonwealth or the federal government, in the event that the employee's duties, occupation or business on Election Day require him/her to be absent from the Commonwealth or the municipality of residence during the entire period the polls are open for voting (7 a.m. to 8 p.m.). - A county employee who expects that his Election Day duties relating to the conduct of the election will prevent the employee from voting. - A person who will not attend a polling 13

Rhode Island place on Election Day because of the observance of a religious holiday. Any registered voter can vote by absentee Rhode Island Driver s license or Rhode Island ID number (from voter registration) First time RI voters that did not present ID at the time of voter registration. Voter must present ONE of the following - Driver s License - Any Photo ID with the voter s name name and RI address and RI address - Paycheck with voter s name and RI address - Government paycheck with voter s name and RI address South Carolina - Persons who will be on vacation outside their county of residence on Election Day - Members of the Uniformed Services or Merchant Marine, and their spouses and dependents residing with them - Persons who, for reasons of employment, will not be able to vote on election day No ID required for registered SC voters First time SC voters that did not present ID at the time of voter registration. Voter must present ONE of the following - Driver s License - Any Photo ID with the voter s 14

South Dakota - Physically disabled persons - Persons sixty-five years of age or older - Persons serving as a juror in state or federal court on Election Day - Persons admitted to the hospital as emergency patients on day of election or within a four-day period before the election - Persons with a death or funeral in the family within three days before the election - Persons confined to a jail or pre-trial facility pending disposition of arrest or trial - Persons attending sick or physically disabled persons - Certified poll watchers, poll managers, and county election officials working on Election Day Any registered South Dakota voter can vote absentee name name and SC address and SC address - Paycheck with voter s name and RI address - Government paycheck with voter s name and SC address No ID required if absentee voter application can be notarized If it CANNOT be notarized, ID is required, choose from one of the following: - A South Dakota driver s license - Nondriver identification card - A passport or other picture ID issued by the United States government - a tribal photo ID - current student photo ID issued by a South Dakota high school or postsecondary education 15

Tennessee First time TN voters CANNOT vote absentee Choose from ONE of the following: -The voter will be outside the county of registration during the early voting period and all day on election day; -The voter or the voter s spouse is enrolled as a full-time student in an accredited college or university outside the county of registration; -The voter is medically unable and voter s physician must provide a statement to the County Election Commission -The voter resides in a licensed facility providing relatively permanent domiciliary care, other than a penal institution, outside the voter's county of residence -The voter will be unable to vote in person due to service as a juror for a federal or state court -The voter is sixty-five years of age or older -The voter has a physical disability and an inaccessible polling place -The voter is hospitalized, ill, or physically disabled and because of such condition, cannot vote in person; -The voter is a caretaker of a person who is hospitalized, ill, or disabled; -The voter is a candidate for office in the election; institution. NO ID required 16

Texas -The voter serves as an election day official or as a member or employee of the election commission; -The voter s observance of a religious holiday prevents him or her from voting in person during the early voting period and on election day; -The voter possesses a valid commercial driver license and certifies that he or she will be working outside the state or county of registration during the early voting period and all day on election day; -The voter is a member of the military or is an overseas citizen. Eligible to vote absentee from one of the following: - Voter is going to be away from your county on election day and during early voting - Voter is sick or disabled - Voter is 65 years of age or older on election day - Voter is confined in jail, but eligible to vote. ID required for First time voters that forgot to provide Driver s License or Social Security Number must provide ONE of the following: - Driver s License - State ID - US Passport - US Birth certificate - US Citizenship papers name and TX address and TX address - Paycheck with voter s name and TX address - Government paycheck with voter s name and TX address 17

Utah Virginia Any registered Utah voter can vote absentee From the following circumstances, choose ONE: - you will be absent from the county or city in which you are entitled to vote, due to an obligation of business, profession, or occupation or while on personal business or vacation; - Student that is attending school outside of VA - Spouse of a student that is attending school outside of VA - Voter is pregnant - Voter is physically disabled First time voters that forgot to provide Photo ID and proof of residency at the time of voter registration can provide ONE of the following: - Utah Driver s license - Utah State ID - US Passport - Military ID OR provide TWO of the following: name and UT address and UT address - Paycheck with voter s name and UT address - Government paycheck with voter s name and UT address ID required if voter fails to provide ID at voter registration, then voter must provide one of the following - Virginia Driver s license - Virginia Voter card name and VA address and VA address - Paycheck with voter s name and VA address - Government paycheck with voter s 18
