4 How we do it As your education policy team, we research, report, counsel and convene: Research key education topics. Report on education policies. Counsel as third-party experts. Convene education leaders.
5 Our Approach Don t rank states on policies. Don t tell states what to do or judge what they have done. Can assist with research and best practices if a state wants to advance their education policy goals in a given area.

7 Open Enrollment Intra-district open enrollment allows parents to send their children to a public school of their choice within their school district. Inter-district open enrollment allows them to send their children to a public school of their choice in another school district.

10 Charter Schools Founded by parents, educators, community groups, or private organizations, charter schools are essentially deregulated public schools. Operate under a written contract (or charter). Funded with public taxpayer money. Given greater autonomy exempt from many public school rules.

14 Home Schooling Students taught at home by a parent and largely outside of the public education system. State homeschooling regulations vary widely between states. Few states have policies about homeschooled students participating in state online or virtual schools
15 Tax Credits Allows taxpayers to receive full or partial tax credits when they donate to nonprofits that provide private school scholarships. May include both individuals and businesses. Individual tax credits and deductions allow parents to receive state income tax relief for approved educational expenses, which can include private school tuition, books, supplies, computers, tutors, and transportation. Some states allow homeschooled parents to participate
