The present Indian Labour force in the age group of 20-24 is having only 5% as Vocationally trained. This is far below the global standards. It is 90% in Korea, 82% in Germany and 80% in Japan. Large scale skill development is an imminent imperative. India enjoys a great advantage today of having the largest population of young people in the world. India has the capacity to create 500 million certified and skilled technicians by 2022.
Tamil Nadu is one of the highly industrialized states in India. Many heavy Engineering and Manufacturing companies are located in Tamil Nadu. 5,57,761 Micro, Small & Medium enterprises are in Tamil Nadu.
Key organised sectors contributing to Tamil Nadu s economy include :- - Textiles - Construction - Auto - Food Processing - Leather - IT / ITES - Light Engineering - Banking & Finance These sectors contribute to around 45% - 50% of economy

Craftsmen Training is imparted through the vast network of 60 Government ITIs and 627 Private ITCs in Tamil Nadu. Each trainee is given practical training of 1200 hours in a year. Training is imparted in 39 Engineering Trades and 17 Non Engineering trades Training is imparted in all Government I.T.I.s free of cost. Free Bus pass scheme is available to all Government ITI trainees. During the period of training stipend is paid to the trainees of Government I.T.Is.

To produce World Class multi-skill work force, a new scheme of Centres of Excellence is being introduced. There is a provision of multi entry and multi exit facility with the course curriculum designed in consultation with the Industry. 5 Government ITIs were taken up in 2005 for Upgradation under domestic funding at an outlay of Rs.160 lakhs per centre. In Tamil Nadu, under Centre State Share in the ratio of 75:25, so far, 19 Government Industrial Training Institutes have been taken up for upgradation into CoE with World Bank funding of Rs 3.5 crores to each ITI.
In 2006, 5 Government ITIs under International Development Association (IDA) funding In 2007, 6 Government ITIs and in 2008, 3 Government ITIs were upgraded under World Bank Funding at an outlay of Rs.3.5 crore per centre. Three more ITIs were taken up for upgradtiaon under World Bank funding at an outlay of Rs.2 crores per ITI in 2009. Thus an amount of Rs.63 crores have been sanctioned under the scheme.

NEW CONSTRUCTION - ADVANCED MODULE BUILDING
To involve Industries to adopt the Government ITIs and to improve the quality of the Institute delivery to suit the Industry and market demand the scheme of up-gradation of Government ITIs into Centres of Excellence through PPP mode is introduced. To create interaction between the Institute and the Industry. I.M.C. Society receives Rs.2.5.crores as soft loan from the Govt. of India. So far, 28 I.T.Is have been taken up for upgradation under PPP with a project cost of Rs 70 crores. Upgradation is under progress.
The objective of the scheme is to provide Vocational training 1) to school leavers, 2)existing workers, 3)I.T.I. graduates etc. To improve their employability by optimally utilizing the infrastructure available in Government, Private institutions and the Industry. Existing skills of the persons is also be tested and certified under this scheme. So far,more than 16000 candidates were tested & certified under this scheme. This scheme is implemented in 56 Government I.T.Is, 182 Private ITCs and 34 Corporate training centres& another 37 Private VTP registration is under progress.
State Govt is sanctioning Rs. 8 crores to implement this scheme every year. Training is imparted in 88 short term courses in 60 Government ITIs. Training is imparted in evening hours ( 5 pm - 8 pm) in week days and weekends. All category of candidates ( unskilled & unemployed youth registered in Employment Exchanges, Open candidates, ITI candidates & trainees etc., are admitted in this training. This Scheme was implemented in the State with effect from 13.6.2008. for the implementation of SDI-MES was formed w.e.f. 13.6.08 under the Chairmanship of Principal Secretary to Government, L&E Department. Representation is given to Industrial Association representatives in the State Committee. (CII, FICCI,EFSI, MCCI)
A State Skill Development Mission has been set up in Tamil Nadu. Hon ble Deputy Chief Minister is the Chairman of Skill Development Mission. Industry Representatives are given berth in the Skill Mission. Prime objective is to create a mechanism for the coordination of all Departments Offering skill training & thereby improve the skilled workforce in the State qualitatively & quantitatively..
The State Coordination Committee will meet once in 3 months and will place its recommendations for the approval of State level Mission for Skill Development on the following aspects : Analysis of coordinated action plan to improve the skills of the youths for better employment. Analysis of Skill Gap and arriving at statistics. Action Plan for Skill Development. Fixing of target for Skill training in a qualitative & quantitative aspect. Review of progress of the target and performance of the various Representatives. Review of progress of action plan of various Departments and fixing of target in the State.
To approve the registration of skill training establishments as Vocational Training Providers identified by District Coordination Committee. To register Schools, Colleges, Polytechnics & Engineering Colleges as Vocational Training Providers under Government of India s Scheme of Skill Development Initiative Modular Employable Skills. Raising women s participation to atleast 30% by the end of the XI Plan. Identification of range of infrastructural facilities, including schools community centres and local Government buildings for utilization as training venues. Skill development plans and setting to the targets for XI,XII,XIII five years plans.
Coordination of Skill Training imparted in various Departments & Industries to provide uniformity in testing & certification. Approval of Action Plan of various Departments. Specific budgetary provision for skill development to be arrived at in consultation with CII, FICCI, EFSI & other Industrial Representatives. To achieve the national target to skill 500 million trained persons by 2022, a State level action plan to be formulated by coordinating the action plans of various departments and on approval of the same by the State level Mission for Skill Development will be forwarded to the Planning Commission for seeking funds.
Under the Government of India scheme of Establishing 1500 Industrial Training Institutes and 5000 Skill Development Centres under Public Private Partnership mode in the Country. 37 new I.T.Is are proposed to be set up in 24 Districts mainly in the SC/ST concentration areas, minority concentration areas, Special Economic Zones(SEZs), naxal affected areas and MSME clusters with the Government of India assistance. Similarly, 50 Skill Development Centres for giving Vocational training is planned to be set up preferably in a cluster of about 10-12 villages with the preferred location close to the common service centres(csc) set up by the Department of Information Technology under Public Private Partnership mode.

Employable Skill Training to Unemployed Educated Youth
To commemorate the UN declaration and with a view to upgrading the skills of large number of unemployed educated youth in close collaboration with the private sector. The Hon ble Chief Minister had announced the launching of a new scheme viz. Employable Skill Training for Educated Unemployed Youth on the Independence Day, 1 5 th August 2010. F or implementation of the above scheme Government have sanctioned a sum of Rs.50 crores for this scheme to train and provide employment to one lakh unemployed youth during the year 2010-2011.
This scheme will be implemented in the following three stages. District Level camps will be organized to identify the potential youth based on their educational qualification, aptitude etc., and linked to specific employer. The respective employers will take care of the training of elected candidates and arrange for their employment placement. Immediately after the training is over, the placement of the trained youth by the respective employer will be ensured.
In the first phase it is proposed to conduct District Camps in 4 Districts viz., Thiruvallur, Thirunelveli, Thiruvarur and Krishnagiri. During the camps, right candidate will be selected by the company and placement orders issued.
