MINUTES OF THE EAFMS ESTABLISHMENT MEETING The convention for establishment of EURASIAN ACADEMY OF FORENSIC MEDICINE AND SCIENCES (EAFMS) was called to order at 09.30, by hosting country representative Prof.Dr. Cengiz Haluk Ince of Turkish Council of Forensic Medicine. Prof.Dr. Mohammed Ranavaya was appointed as the Speaker of the house pro temp by unanimous consent of the house. The house appointed Dr. Naim Uka as secretary pro temp of the EAFMS convention. The house adopted Roberts s rules by unanimous consent. The proposed By Laws of the EAFMS were made available to all the delegates of the convention in writing and were read in part by the Speaker. Professor Mete Gulmen moved to adopt the bylaws as presented. The motion was seconded by Prof. Bukenbay Bishmanov. Thereafter a discussion occurred. Dr. Nermin Sarajlic offered amendments that the word nation be replaced with the word country. With the amendment as offered and unanimously accepted by the house the EAFMS convention unanimously approved the By Laws. The house then continued its business by nominating and electing the members of EAFMS Board of Governors of the representative countries. Mete Gulmen nominated Bardhyl Cipi as Member of EAFMS Board of Governors from Albania. Nomination was seconded by Djorje Alempievic. Bardhyl Cipi was unanimously elected as Member of EAFMS Board of Governors from Albania. Rashid Aushev nominated Hamlet Musayev as Member of EAFMS Board of Governors from Azerbaijan. Nomination was seconded by Mete Gulmen. Hamlet Musayev was unanimously elected as Member of EAFMS Board of Governors from Azerbaijan. Bukenbay Bishmanov nominated Iosif Tsybouski as Member of EAFMS Board of Governors from Belarus. Nomination was seconded by Mete Gulmen. Iosif Tsybouski was unanimously elected as Member of EAFMS Board of Governors from Belarus. Davor Mayer nominated Nermin Sarajlic as Member of EAFMS Board of Governors from Bosnia. Nomination was seconded by Mete Gulmen. Nermin Sarajlic was unanimously elected as Member of EAFMS Board of Governors from Bosnia.
Rossen Hadjiev nominated Maria Grozeva as Member of EAFMS Board of Governors from Bulgaria. Nomination was seconded by Coşkun Yorulmaz. Maria Grozeva was unanimously elected as Member of EAFMS Board of Governors from Bulgaria. Mete Gulmen nominated Prasanta Kumar Chattopadhyay as Member of EAFMS Board of Governors from India. Nomination was seconded by Cengiz Haluk İnce. Prasanta Kumar Chattopadhyay was unanimously elected as Member of EAFMS Board of Governors from India. Coşkun Yorulmaz nominated Faik Amin Baker as Member of EAFMS Board of Governors from Qatar. Nomination was seconded by Cengiz Haluk Ince. Prasanta Chattopathyay nominated Naim Uka as Member of EAFMS Board of Governors from Kosova. Nomination was seconded by Mariya Grozeva. Naim Uka was unanimously elected as Member of EAFMS Board of Governors from Kosova. Carmen Barbu nominated Djordje Alempijevic as Member of EAFMS Board of Governors from Serbia. Tatiana Kot nominated Anatoly Dorovskykh as Member of EAFMS Board of Governors from Ukraine. Nomination was seconded by Bukenbay Bishmanov. Bukenbay Bishmanov was unanimously elected Vice president of EAFMS.
Mete Gulmen nominated Naim Uka as Executive Secretary of EAFMS. Nomination was seconded by C. Haluk Ince. Naim Uka was unanimously elected Executive Secretary of EAFMS. Mete Gulmen nominated M. Emin Akbasoglu as Legal Advisor of EAFMS. Nomination was seconded by C. Haluk Ince. M. Emin Akbasoglu was unanimously elected Legal Advisor of EAFMS undertaking the authority of execution for all national and international legal procedures. After these elections, Prof. Dr. Mohammed Ranavaya has ended his participation as appointed pro temp Speaker of the house. The elected Chair of EAFMS Board of Governors, Cengiz Haluk Ince started to lead the meeting.
