Evans Chapter of TEXAS ASSOCIATION FOR SUPERVISION AND CURRICULUM DEVELOPMENT Constitution and By-Laws Preamble The educators in Region XI of the Education Service Center, in order to promote educational leadership and instructional improvement, do hereby join to form the Leslie P. Evans Chapter of the Texas Association for Supervision and Curriculum Development. ARTICLE I NAME The name of this organization shall be Leslie P. Evans Chapter of the Texas Association for Supervision and Curriculum Development, a chapter of the national Association for Supervision and Curriculum Development. Dr. Leslie P. Evans, longtime Texas Christian University educator who died in 1982, was instrumental in nurturing this unit as the first local chapter of Texas Association for Supervision and Curriculum Development. ARTICLE II PURPOSE The purpose of this organization shall be the promotion of curriculum study; the improvement of instruction and supervision; the stimulation of professional growth; the increased collaboration among members to promote effective problem-solving solutions of school related issues and challenges; and the encouragement of active participation in the stat TX ASCD organization. ARTICLE III MEMBERSHIP Persons involved in supervision and curriculum development or related areas, upon payment of dues as herein provided, shall become members of the Leslie P. Evans Chapter of the Texas Association for Supervision and Curriculum Development. Membership in the Texas and national Association for Supervision and Curriculum Development shall be encouraged and promoted.
2 Any member shall be entitled to vote, hold office, participate in discussions and otherwise receive such benefits and materials, as may be forthcoming from the Association. ARTICLE IV OFFICERS AND EXECUTIVE COMMITTEE The officers of the Association shall consist of a president, vice president, secretary, treasurer, and the immediate past-president. These officers, together with the chairs of the standing committees, shall constitute the executive committee. The treasurer shall be an employee of the ESC 11 staff and have the administrative authority to oversee fiscal responsibilities for Les Evans since ESC 11 will serve as the fiscal agent for the Association. ARTICLE V AMENDMENTS This constitution and the attached By-Laws may be amended at any regular meeting by a two-thirds vote of the membership present, provided the proposed amendment has been presented in writing to the secretary and membership present at the preceding regular meeting. ARTICLE VI BY-LAWS Robert s Rules of Order, Revised or Gregg s Parliamentary Law shall be the authority on all questions of procedure not specifically stated in this Constitution and By-Laws. The By-Laws shall regulate details of the activities of the Association. These may be amended (1) at any meeting for the transaction of official business by a majority vote of the members present, or (2) by a mail vote of majority of the members replying, providing in either case that notice has been given sixty days previous to the time of voting.
3 BY-LAWS ARTICLE I DUTIES AND TERMS OF OFFICERS All officers shall take office on the first day of June and serve for two years. In case a vacancy in an office occurs it shall be filled by the executive committee, excepting the office of president, and the person so chosen shall serve to the end of the expired term. The president shall preside at all meetings of the Association and of the executive committee; shall appoint all committees not otherwise provided for and be an ex officio member of all committees except the nominating committee; and shall approve all official communications sent out in the name of the Association. The vice-president shall assume the duties of the president in case of absence or resignation of the president; shall be chairman of the program committee; and send out notices of meetings. Section 4 The secretary shall keep a record of all meetings of the Association and of the executive committee; shall prepare and keep on file a correct list of the names and addresses of the members of the executive committee; shall notify the Texas Association for Supervision and Curriculum Development of any changes of officers in the Association; and shall be responsible for official correspondence. Section 5 The treasurer shall be responsible for the collection of all dues; shall have charge of all funds of the Association; shall deposit them in the name of the Association through ESC Region 11, who will serve as the fiscal agent as approved by the executive committee; and shall disperse them as authorized by the executive committee. The treasurer also shall be responsible for preparing and keeping on file a correct list of members of the organization. Section 6 The immediate past president shall serve in an advisory capacity to the executive committee, shall coordinate the selection of the Excellence in Teaching award winners; and shall chair the nominating committee.
4 Section 7 In addition to duties specified elsewhere in the Constitution and By-Laws, all other officers shall perform functions incumbent upon them as provided in the Constitution and By-Laws. ARTICLE II EXECUTIVE COMMITTEE Upon the executive committee shall rest, in the interim of the regular meeting, the duties, responsibilities, and final authority for the conduct of the Association in all matter except as stated otherwise in the Constitution and By-Laws or as maybe referred to it by the Association. The meetings of the executive committee shall be held at the call of the president or at the call of the majority of the executive committee. It shall be the duty of the committee to act upon matters of business, which are to be presented at the regular meetings of the Association, and to fill vacancies, which may arise between meetings. Official yearly affiliate relationships between the Leslie P. Evans Chapter and Texas ASCD shall be the responsibility of the executive committee. ARTICLE III COMMITTEE The president who shall be ex officio member of all committees except the nominating committee shall appoint standing and special committees of the Association. At the last chapter meeting of the school year, the president shall appoint an audit committee, consisting of two members not from the ESC Region 11 where the treasurer works, to review the financial records of the organization. The audit committee will report to the membership at the first meeting of the following school year.
5 ARTICLE IV MEETINGS A minimum of three meetings of the Association shall be held in accordance with the actions of the executive committee subject to the wishes of the membership. The president, with the consent of the executive committee, shall have power to change the date of meetings. Special meetings shall be held at the call of the president; or the president shall call a special meeting for a specific purpose upon the written request of five members. The order of business shall be as follows unless changed by a vote of those present: 1) Opening remarks by president 2) Secretary s report 3) Treasurer s report 4) Report of standing committees 5) Unfinished business 6) New business 7) Program 8) Announcements ARTICLE V DUES The annual dues for this Association shall be decided by vote of the membership in attendance at a regular meeting. Annual dues shall entitle each member to membership from September 1 to August 31, and dues shall be paid by November 1 of each year. ARTICLE VI NOMINATIONS AND ELECTIONS Officers of the Association shall be elected in the following manner; a nominating committee of three shall be appointed at the next-to-last regular meeting of the Association; at the last meeting it shall present a slate of officers to be voted on in a manner to be decided. No two persons from the same district or education entity will be asked to serve as officers on the executive committee.
