1. HOW CAN I GET THE PASSWORD TO ACCESS THE PORTAL DAS FINANÇAS (MINISTRY OF FINANCE WEBSITE)? If you are a new user, you must select: NOVO UTILIZADOR, in Portal das Finanças, on the right side of your computer screen and fill out the access form with your personal data, under the required terms. As soon as the request of password has been made, two codes are automatically addressed: - to make mobile phone by SMS more reliable - to make email exchange more reliable. These codes can only be confirmed in Portal das Finanças, in Cidadãos > Outros Serviços > Confirmação de Contactos, after the reception of the password by mail. 2. HOW LONG SHOULD I WAIT TO THE RECEPTION OF THE PASSWORD IN MY FISCAL DOMICILE (LOCAL OF MY RESIDENCE)? Considering the time of shipping and distribution, the average time to receive the password is 5 business days. You are obliged to inform your fiscal domicile to the Customs and Tax Authority (AT). Its possible change is ineffective unless it is also communicated to the AT. So keep it updated, because the correspondence is always sent to the fiscal residence contained in the AT database. Note that you can change your fiscal domicile in any Tax Office, the Citizen Offices and services in the IRN (Institute of Registries and Notaries) - citizen card, or the Finances Portal, without having to fill forms. 3. AS A RESIDENT IN THE EUROPEAN UNION, CAN I GET THE ACCESS PASSWORD? Yes. For residents in the European Union or in the European Economic Area the password will be sent to the fiscal domicile
contained in the AT database. If you have pointed a tax representative the password will be sent to the residence of your representative in Portugal. 4. AS A RESIDENT OUTSIDE THE EUROPEAN AREA, CAN I GET THE ACCESS PASSWORD? Yes. The password will be sent to the residence of your tax representative in Portugal. 5. CAN THE PASSWORD BE SENT BY EMAIL? No. The password is automatically issued and is sent, by post, to the fiscal domicile included in the AT database. So, be sure that you have your fiscal domicile duly updated. 6. 5 DAYS ARE ALREADY OVER AND I STILL HAVEN T RECEIVED, IN MY FISCAL DOMICILE, THE PASSWORD. WHAT SHOULD I DO? Passwords are automatically sent via regular mail to the fiscal domicile and a loss may occur. If you have not received the password in five days, please contact a Tax Office (the password letter could have been returned for some reason) or contact the CAT from AT (707206707) to know the status of your request. If appropriate, please go to the Portal das Finanças and request the reissue of the password in the option: RECUPERAR SENHA filling the required fields. 7. IN THE FORM, WHY IS ASKED TO SELECT MY SECURITY QUESTION? In cases of loss or forgetting the password, the correct answer to the security question allows you to recover the password. 8. IN THE SAME FORM IS ALSO ASKED TO SELECT MY OPTIONS TO RECEIVE MESSAGES (EMAIL AND SMS). WHAT BENEFITS CAN THESE SERVICES GIVE ME? The AT sends to taxpayers free of charge, by sms and email, regularly and systematically, informational messages, and support for voluntary compliance, informing of tax obligations that must be fulfilled before the end of the deadlines. Examples include communications about: processing of refunds; submission of income tax returns; payments; assessment and payment of the IUC; cancellation of tax benefits; payment of IMI and IMI exemption in the case of permanent
residence or office buildings of reduced asset value of lowincome taxpayers; submission of periodic VAT returns of normal, monthly or quarterly regimes; delivery of withholding taxes, electronic green receipts and various alerts in tax enforcement proceedings. So if you want to benefit these free services, you must select them. However, these messages are merely informational encouraging voluntary compliance but do not replace the notices, notifications and citations that, in accordance with the law, must be made by simple post, registered letter, registered letter with acknowledgment of receipt, telefax or by electronic transmission, to the electronic mailbox. 9. You must send an email to the AT customer service, through the following email address: portal-senhas@at.gov.pt In the subject you should indicate: password Cancellation In the body of the email you should indicate: TIN: Full Name: Domicile For Tax Purposes: After you receive the email confirmation that the password has been cancelled, you must make a new registration in the Portal das Finanças, through: NOVO UTILIZADOR and wait for the password that will be forwarded to your fiscal domicile, through the post office, within the time limit referred above.
11. HOW SHOULD I PROCEED, TO CHANGE MY PASSWORD? In Portal das Finanças, select the option: ALTERAR SENHA, on the right side of your computer screen, and fill in the form, in the terms requested, stating your tax identification number and the current password. Then enter the new password and confirm it. Be aware that the new password must contain 8 to 16 characters, which may be digits or letters. For instance: AlvarodeCampos, PraiadasMacas or 25deAbrilde1974. The Portuguese characters as ç or õ are not allowed. Please note that passwords constituted only by repetitive characters are not allowed. At the time of the change and to avoid mistakes you should be especially aware to the keyboard configuration of your computer (whether or not the -Caps Lock- is on) because the characters you are typing are not visible. It often happens that we type in capital letter instead of lowercase letter, or the other way around (for instance write aivarodecampos when we intend to write AlvarodeCampos ). 12. WHAT IS THE ADVANTAGE OF CHANGING MY PASSWORD? Your password is confidential and guarantees unequivocally the safe access to your personal data. If, for whatever reason, it seems that someone has learned your password, you should immediately change it, as referred to in the previous point, avoiding therefore the access to your personal data. 13. MY PASSWORD HAS EXPIRED. WHAT IS THE REASON? WHAT SHOULD I DO? For security reasons, passwords have a valid period of 2 years. Therefore, in these cases, just change the password in accordance with the procedure referred to in point 11, getting immediately a new valid password for over 2 years.
