Country Work Plan for Ministry of Agriculture, Livestock and Fisheries

Background Priorities for Ministry of Agriculture, Livestock and Fisheries: o Production of food and agricultural raw materials for food security, nutritional security and incomes. o Advancement of agro-based industries and agricultural exports. o Sustainable use of natural resources as a basis for agricultural enterprises. o Combating climate change and its impacts. Kenya s Agriculture is particularly vulnerable to climate change due to extensive reliance on rain; high intra- and inter-seasonal climate variability; recurrent drought and floods; and persistent poverty that limits the capacity to adapt.

Kenya s response to the climate change challenge is documented in, among others, the National Climate Change Response Strategy, 2010; the National Climate Change Action Plan, 2013-2017; and the Kenya National Adaptation Plan 2015-2030. The main objective of Kenya National Adaptation Plan 2015-2030 is to consolidate the country s vision on adaptation supported by macro-level adaptation actions that relate with the economic sectors and County-level vulnerabilities in order to enhance long term resilience and adaptive capacity.

The gaps identified in the Agriculture, Livestock and Fisheries sub sectors in the Kenya National Adaptation Plan 2015-2030 are Awareness, Financing, Capacity building and Technology. Capacity development needs in the Ministry of Agriculture, Livestock and Fisheries: o Vulnerability and risk assessments. o Climate change data collection, analysis and utilization. o Climate change diplomacy. o Applying monitoring and evaluation to mitigation and adaptation.

This Project will provide Technical Assistance to integrate climate change concerns related to agriculture-based livelihoods within existing national planning and budgeting processes to enable Kenya build technical capacity to integrate key adaptation requirements for the agriculture sector into sectoral planning and budgeting processes.

Activities, Budgets, Timeframes and Expected Outcomes The envisaged outcomes in the Kenya programme: Outcome 1: Strengthen technical and institutional capacity on National Adaptation Plans. Outcome 2: Develop integrated roadmaps for National Adaptation Plans. Outcome 3: Improve evidence-based results for National Adaptation Plans. Outcome 4: Promote advocacy and knowledge-sharing on National Adaptation Plans. In this context, FAO and the Ministry of Agriculture, Livestock and Fisheries will implement the following activities.

Sustainability of Project Activities Institutional o National Level: Ministry of Agriculture, Livestock and Fisheries (Climate Change Unit). o County Level: Ministry responsible for Agriculture, Livestock and Fisheries; Units responsible for Climate Change. Financial o Prioritization of NAPs activities in annual budgeting process. o Bilateral negotiations and agreements with various development partners. o Tapping into County resources via County Integrated Development Plans and other local development funds.
