I am writing regarding the above plan which has been submitted to DPEA for examination by Scottish Ministers. Under Regulation 22 of the Town and Country Planning (Development Planning) (Scotland) Regulations 2008, the appointed reporter can request, by way of notice, further information in connection with the examination. This request is a notice under Regulation 22. The reporter has identified that further information, as listed below, should be provided by the City Of Edinburgh Council. Issue 08 - New Greenfield Housing Proposals SE Edinburgh SDA (1), Issue 09 - New Greenfield Housing Proposals SE Edinburgh SDA(2) & Issue 14 - Suggested Housing Sites Outwith The Urban Area West And South East Strategic Development Areas Background At the hearing on 18 November discussion focussed on the sufficiency of the housing land supply as required to meet the SESplan target. A number of parties pointed to the need to include additional housing sites in the event the land supply was found deficient. SESplan states that development should focus on the identified Strategic Development Areas. Many of the additional suggested sites relate to the West and South East Edinburgh Strategic Development Areas. The sites suggested in representation in South East Edinburgh are listed in Appendix 1. The location plans for these sites are attached to this letter. For some of these sites appeal decisions or notices of intention to grant planning permission have already been issued. The reporters have a number of remaining questions regarding any potential increase in the extent of development proposed in South East Edinburgh particularly if sites were to be added over and above those already included in the proposed plan.. These questions are addressed to the council in the first instance. Other parties will then have the opportunity to respond to the council s submissions. This is a one of a number of requests all of which can be viewed on our web site. Information requested The council has assessed all of these sites through its Environmental Report. This looks at accessibility and infrastructure including transport and schools as well as landscape and green belt
issues. The following further information is now requested: 1. Is the council satisfied that its approach to assessment against green belt objectives is consistent given for instance that some of the sites which it has allocated in the proposed plan do not have established boundaries? 2. In relation to enabling a consistent approach to green belt matters do recent appeal decisions, specifically at Lang Loan, Gilmerton Station Road, The Wisp and South East Wedge South, alter the justification for retaining neighbouring sites within the green belt or the approach to achieving a long term defensible and coherent boundary in these areas? 3. The council s assessment states that education and transport issues could be addressed in a similar manner as for sites in the proposed plan. a) Is there confidence that this would be the case even if a number of additional sites were included? b) Is there a limit to the extent of growth in these areas or any identified barriers to more significant growth? c) Is there any additional mitigation that would be required to address cumulative impact if there was to be more growth in these areas? 4. Whilst the sites listed were considered less suitable for inclusion does this mean they are unacceptable and if so why? 5. If the identified constraints could be addressed through mitigation an indication of the required mitigation and development principles is requested. 6. Is there any evidence to indicate that the required mitigation could not be delivered or would not be financially viable or otherwise achievable? 7. Whether there are any additional environmental or other issues which might restrict the potential for inclusion of any of these sites within the plan?
