SECTION I DESCRIPTION OF THE PROJECT 1.1. Description and Objective of the Project The planned to be implemented is located in Balıkesir Province, Erdek County, Narlı Village district. The Erdek district is located to the west of Balıkesir province and there is about 13 km northwest of Erdek the Narlı Village and about 18 km the İlhan Village. In air distance, the area is 11 km northwest of Erdek, about 1.0 km northwest of Narlı Village and 300 m northwest of İlhan Village. Access to the area is provided by village roads. The Kapıdağ RES is spread over an area that is 2.5 km long and 2.5 km wide. The Kapıdağ Wind Power Plant that is planning to be implemented will consist of 17 turbines and each with a power of 2 MW. The electrical energy to be obtained from the wind turbines will be converted into medium voltage by means of transformers to be installed for each unit. The underground cables of the turbines and the Wind Plant Control Planning is planned to be connected to the switch center. The Switchgear will have a very short transmission line to the network, of about 300m parallel to an existing line. The mentioned cables will be 1.5m from the upper layer with a channel and the widths of the upper layer and soffit will be 1m and 0.8m respectively. Based on the total installed power of 34 MW the annual energy generated is expected to be as 109.5 MWh/year. A 1/25.000 scale topographic map that is showing the area and its surrounding is given in Annex-1. 1.2. Location of The Place Selected For The Project Balıkesir is located northwest of Anatolia as the majority is located in the Marmara Region and the rest is located in the Aegean Region. The province is surrounded with Manisa and İzmir provinces to the south, the Aegean Sea and Dardalles to the West, Kütahya and Bursa provinces to the east and the Marmara Sea to the north. The province Balikesir is located northwest of Turkey between 39 06 and 40 39 north latitudes and 26 39 and 28 58 east longitudes. The province Balıkesir has a surface area of 14.299.000 km². The area is located on G19-D3 and H19-A2 sections. The coordinates of the turbines planned to be installed are given in Table 1. 4

Access to the area is provided by village roads in surrounding. Environmental impact assessment has been conducted in consideration with closest settlement units regarding the 17 turbines planned to be installed within the area. The turbines to be installed under the scope of the are spread on area that is 2.5 km long and 2.5 km wide. The closest settlement to the area is the İlhan Village of which the distance is about 1750 meters. 1.2.2. Usage and Quality of the Present Land Access to the area is provided by surrounding village roads. The area is located between Bandırma H19-A2 and G19-D3 sections. A 1/25.000 scale topographic map that is showing the area and its surrounding is given in Annex-1. The area and its close surrounding are located within a forest area and there is no agricultural area to be affected by the. 1.2.3. The Places Having High Landscape Value, Recreation and Protected Areas If the area and its surrounding are examined according to Annex V List of Sensitive Areas based on the EIA Regulation, the area is located under the scope of paragraph ğ of article 1 in the list Areas to be protected under the legislation of Turkey, within a forest area. The proposed doesn't exists in an area that is to be protected with regard to the national or international protected zones. 7
SECTION II LEGAL FRAMEWORK Turkish legal regulations and international standards have been taken into consideration while preparing the Environment Management Plan and while analyzing the activities of the during both the construction and operation process. Turkish Legal Regulations Under the scope of the ; Industrial Air Pollution Control Regulation which came into effect after being issued in the official gazette number 27537, dated 30.03.2010 Air Quality Assessment and Management which came into effect after being issued in the official gazette number 26898, dated 06.06.2008 Environmental Noise Assessment and Management which came into effect after being issued in the official gazette number 27601, dated 04.06.2010 Water Pollution Control Regulation which came into effect after being issued in the official gazette number 25687, dated 31.12.2004. Solid Wastes Control Regulation which came into effect after being issued in the official gazette number 20814, dated 14.03.1991 Medical Wastes Control Regulation which came into effect after being issued in the official gazette number 25883, dated 22.07.2005. Hazardous Waste Control Regulation which came into effect after being issued in the official gazette number 25755, dated 14.03.2005. Regulation on Business and Work Permits which came into effect after being issued in the official gazette number 25902, dated 10.08.2005. Regulation on Environmental Impact Assessment which came into effect after being issued in the official gazette number 26939, dated 17.07.2008 Regulation and Legislation on Occupational Health and Safety, issued under the Labour Law 4857 and according to regulation based on this. Excavation, and Demolition Waste Control Regulation number 25406, dated 18.03.2004. International Criteria As the can also be financed by international loan lending institutions such as the IFC, the requirements of loan institutions were also considered while preparing this ÇYP (Environment Management Planning) and IFC performance standards (PS) were considered accordingly. The following PS s of IFC are applicable for the : PS2: Labour and Working Conditions The will contribute to the local economy by employing people for both construction and operation phases. During both phases, The provides workers with a safe and healthy work environment and the will not complicit in exposing workers to unsafe or unhealthy work environments. Besides necessary measures will be taken in order the prevent workers from any kind of accidents(refer to Mitigation Measures Section). PS3: Pollution Prevention and Abatement Since the is a renewable energy, there will be no emissions of Green House Gases, therefore by implementing this, approximately 75.000t/CO2 will be captured compared to the fossil-fuel power plants. The necessary measures will be taken against any pollution during construction phase(refer to Mitigation measures Section). PS4: Community Health and Safety and Protection Necessary measures will be taken (Refer to Mitigation Measures to see the relevant measures) to protect the health and safety of the community. PS5: Land acquisition and Resettlement The necessary expropriations will be implemented in accordance with the EMRA (Energy Market Regulatory Authority) and there will not be any involuntary resettlement due to the implementation of the proposed. 9
SECTION III MITIGATION MEASURES Under the headline of the Report, the said phases are given as the Tables of Mitigation Measures Plan constituted for the intention to have assuring the conformity of the activities are to be executed during planning / designing, construction and operation phases of the with the basis and procedures specified in the national environment legislations. Some impacts on environment may arise during both construction and operation phases. However, the impacts will be temporary and/or easily mitigated since Kapıdağ WPP is a renewable energy. Some possible impacts are indicated below seperately for construction and operation phases. Impacts in Phase: The major impacts on the environment in construction phase will be the domestic wastes of the stuff, the solid and hazardous wastes of the construction machines, the noise and dust originating from those machines and some impacts on landscape due to placing of the turbines. Besides, the fauna elements of the region may be affected temporarily, owing to the construction works. Impacts in the Operation Phase: The renewable energy s, especially the Wind Power Plants offers minimal environmental impacts in the construction phases since they have no emissions, no discharges and no other major environmental impacts like conventional power plants. The main environmental impacts of the Kapıdağ WPP will be on fauna elements although they can easily mitigated. Anyway, a detailed "Ornithology Report" has been prepared in order to assess the possible negative impacts on birds and to determine the necessary mitigation measures. Consequently, by becoming definite within the scope of the Project of the measures to be taken in order to minimize the environmental impacts are to be originated from the foregoing mentioned Project, it is thought that the environmental impacts of the activities to be realized within the scope of proposed, shall not reach to a critical level. The mitigation measures plan that has been prepared for this purpose is given in the Table 3. 10

SECTION IV MONITORING PLAN According to the provisions of the Clause no. 18.3 of the Regulation for Environmental Impact Assessment that was published in the Official Gazette on 17.07.2008 with no. 26939 and came into force thereafter, the owner or its authorized representative, after getting the Environmental Impact Assessment is Positive or the Environmental Impact Assessment is not required resolution by Project Owner, is obliged to submit the monitoring reports pertain to the commencement, construction, operation and post operation periods of investment, to the Ministry of Governorship. The monitoring reports planned and tracing has been made by the EN-ÇEV ENERGY ENVIRONMENTAL INVESTMENTS CONSULTANCY L. C. Firm and will be submitted to the Ministry of Environment and Forestry as specified quarterly periods. The monitoring reports drawn up for the activity to be made is given in the Table 4. 17

SECTION VI INSTITUTIONAL ARRANGEMENTS In this Section, it will be given information on the measures to be taken and monitoring related institutional responsibility and procedures, their connections with environmental management, environmental data flow, and decision making hierarchy regarding environmental management and be talked about how and in what way the tracing data would be used to assure a reliable environmental performance. The measures to be taken and institutional responsibility and procedures and their connections with environmental management: The Monitoring Plan that has been developed for the purpose of being capable to check the performance conditions of the principals and procedures, which is specified in the Preventions Plans Section II that covers the precautions are to be taken in order to be able to demote possible negative effects, which are originated from the activities to be executed during planning / designing, construction, and operation phases of the Project of Kapıdağ Wind Power Plant Project that has been planned by the KAPIDAĞ RÜZGAR ENERJİSİ SANTRALİ ÜRETİM SANAYİ VE TİC A.Ş. to minimum. The mentioned plans, at the same time comprise of said institution and organizations as well. Legal Matters In order to constitute and apply a well running environmental management plan, the principals apply to monitoring data has to be specified perfectly. Within this scope, it is adhered to the aspects being designated in the published national regulations and communiqués. In Turkey, on environment management, the provisions of the communiqué of competency, that was published in the Official Gazette dated 08.08.2008 and numbered 26961 is taken as basis. SECTION VII PUBLIC CONSULTATION The presentation of information meeting related with Carbon certificate Gold certificate that has been organized on date 08.10.2010 by company at Erdek teacher s lodge has been made by the officials of GAIA Carbonfinance Ltd. Before the mentioned meeting all the stakeholders such as NGOs local authorities and the people from vicinity have been informed accordingly. The aim of that meeting was to give information regarding the renewable energy sources(especially wind power plants), to give information regarding the proposed to get feedbacks and to satisfy stakeholders comments/concerns if any. Such kind of meetings are being so beneficial to create environmental awareness for the region. Moreover those meetings are important for the participant itself since the concerns are taken into account for both construction and operation phases of the. There are some concerns regarding the birds and location of the ( which may be regarded as natural park) in the meeting. After the meeting a detailed ornithology report has been prepared to an expert (which is submitted separately) in order to assess the possible negative impacts on birds and determine the mitigation measures if any. Minutes of Meeting At the meeting that has contained information about approximately 100 persons has participated including Erdek district governor Ismail Kaygısız, Erdek Mayor Huseyin Aysan, Ali Isık Headman of Narlı village, nongovernmental organizations and the community of the region. The information of presence of 4316 plant types, the definition of region a region with protection priority ; the company to commence the investment upon obtaining all legal permits, the environment will be imposed minimum damage from the environment and social point of view, the company have purchased property on the area by consent and in relation with expropriation activities the EPDK(Energy Market Regulatory Authority) process is being traced has been obtained. It has been learnt that the previously mentioned 41 each turbines in has been revised as 19 (and now concluded as17). It has been stated that the 2 bird types (Colombia Livia and Falco Pregrinus) that have been brought into agenda by European investment bank are not present in region. It has been stated that in case of the facility s commission of facility; it will establish 74.000 tons C0 2 emission decrease. The officials of company has stated for the purpose of decreasing the worry of the community they would be able to make visit organization at the RES location that has been made at Manyas. 28
Questions and Answers: The questions and the answers given to these questions raised by the participants during the meeting can be summarized as follows: Q1: How many turbines will be there within the borders of Narlı village? A1: ( Mrs Sevinc) All of the 19 turbines included in are remained in the borders of Narlı. Q2: Will road pass from our gardens, land?( I think this question is related with whether or not there will be any damage). A2: ( Mrs Sevinc): This is not the only of AKSA. We have 5 more power plants. Until this time the arrangements have been made to impose minimum damage. The damages caused have been compensated. If we should cause any damage this will be definitely compensated. Q3: Will there be noise in the vicinity of turbines? A3: With respect to noise the border value that has been foreseen by ministry will not be exceeded. The necessary studies related with this have been made. In addition with the old technologies the noise was becoming a problem but the turbines that we use in here belong to Vestas company of Denmark which is one of the best of the world and they use the state of the art technology. In our present power plants there is not any noise problem. Erdek Mayor Huseyin Aysan has obtained promise and has made interpretation related with. He has stated that AKSA is a big company and however it is mandatory to comply with the rules of EPDK(Energy Market Regulatory Authority) and other related institutions. By stating that the aim of this meeting is to inform, to make conscious of community and has concluded that in case of encountering any problem related with they will make the necessary objection as Erdek community. However, he has stated that he is not expecting to encounter any problem and it is necessary to support such a beautiful at this phase. He has pointed out the importance of constructing such clean technologies instead of having contaminated technologies, nuclear power plants in the region. Mrs Sevinc of AKSA has stated that that they were for definitely not to have any problem and they will strive their best to prevent this. At this time one of the participants in relation with noise problem has stated that an acquaintance of his under the name of Abdullah Suteri living in Germany has called him and has stated that they do not suffer any noise problems although there was a wind farm located in their vicinity. Q4: Is this being made to meet the consumption of region or otherwise is it being constructed to meet the need of the industrial facilities being planned to be installed in the future? Has any survey been made related with the energy consumption of region? Why energy power plants in excess of the region s need are being constructed? Or otherwise are the investments are being shifted in here?. 29
A4:( Mrs Sevinc ) We are selling the generated energy to Turkish grid. It is not a matter of question to sell to region. ( Mr Gurkan ) The main thing being made in here is filing of the pool that is meeting the total demand of Turkey. The power plant is being installed the location that we find the wind. The aim is not to increase the energy supply because in the future the demand will increase in here. Q5: (Ali Isık Headman of Narlı village) What is the space to be covered with this? A5: ( Mrs Sevinc )-By showing the site on map) We are taking place over those two hills. I do not know how many km 2 area we cover. However, we will not use all of the land. In addition, we do not take place in any person s property. Q6: Kapıdag is a mountainous land. There are forests in here. As a result of this animals can be harmed due to radiation, electromagnetic field and noise type of reasons. Why do you use an emptier area? A6: ( Mrs Sevinc )We have wind farm located at Samlı/Manyas. The animals can pasture around turbines. We never had any problem related with this. In addition, we have applied to EPDK by making the necessary measurements. The wind in here was perfect. We have obtained our license in this way. For this reason we cannot change this area. On the other hand the countries like Germany, Denmark that has improved the wind energy very well are the countries with intensive agricultural activities. In those countries there are very many wind farms. This does not cause any problem. We can only have a few amount of electromagnetic impact on our energy transmission lines. This will be very few with respect to the impact of present transformer stations. Q7: No power plant can be installed at every place that wind is good. This area is national park land. As far as I know in England the wind farms had been canceled in as they were located within national park area.
