2015/2016 JSSL Singapore Super League & Championship League Rules & Regulations INTRODUCTION Welcome to the JSSL Singapore Leagues. We are now in our 11 th season of running Youth Soccer Leagues on the Island and are proud to provide Singapore youth football with a professionally, well organized league for children, both boys and girls, from the ages of 5 to 17 years old. This year we have 6 boys age groups, 3 girls age groups, 188 teams, 14 leagues with 29 divisions and more than 2300 children from all over Singapore. New Super League Format o Building on last seasons successful Super League, this season will see all teams play each other once in the 1 st half of the season from September to December 2015. the top 4 or 5 placed teams will then move into Super League Div 1 and the remaining placed teams into Super League Div 2 for the 2 nd half of the season that starts in January 2016. For the 1 st half of the season all teams will play each other 1 time and in the 2 nd half of the season all team will play each other 2 times. o Relegation/Promotion play off - the 1 st placed Division 1 Championship League team after he 1 st half of the season will play the bottom placed Super League team for a place in the SL Div 2 starting in Jan 2016. Championship League Format o For fun and development o With additional divisions in the B10 s and B14 s and B16 s o Promotion and relegation for the top 2 teams in each division and the bottom 2 teams in each division after the 1 st half of the season. Girls Leagues Format o We have added a girls 14 s league to the G10 s and G12 s leagues. 1
RULES & REGULATIONS 1.1 JSSL SINGAPORE SUPER LEAGUES i. Group Boys 8 s, 10 s, 12 s, 14 s, 16 s a) B8 s 8 aside / 40min games / quarter pitch b) B10 s - 9 aside / 50min games / half pitch c) B12 s 9 aside - 50min games / half pitch d) B14 s - 11 aside / 50min games / full pitch / off sides e) B16 s 11 aside / 50min games / full pitch / off sides ii. 3 points for a win, 1 point for a draw and 0 points for a loss. iii. There will be a 5 minute break at half time. 1.2 JSSL SINGAPORE SUPER LEAGUES PROMOTION/RELEGATION/PLAY OFF i. The Super League season will be split into 2 halves : a. The 1 st half of the season will be played from September to December 2015. b. The 2 nd half of the season will be played from January to April 2016. c. Each team will play each other once in the 1 st Half of the Season. d. In the 2 nd half of the season all teams play each other twice. e. After the 1 st half of the seasons the top 4 or 5 placed teams will then move into Super League Div 1 and the remaining placed teams into Super League Div 2 for the 2 nd half of the season that starts in January 2016. f. The teams in the last place of each of the Super Leagues at the end of the 1 st Half of the Season will play off against the top placed team in the 1 st Division Championship League. i. The team that wins the Play Off game will then play the 2 nd half of the season in the Super League Div 2. g. The Second Half of the Season will see all teams start with 0 points. h. The team that is top of the Super League Div 1 at the end of the 2 nd Half of the Season will be crowned Super League Champions. 2.1 JSSL SINGAPORE CHAMPIONSHIP LEAGUES - Boys i. Group B6 s, B8 s, B10 s, B12 s, B14 s, B16 s a. B6 s - 6 aside / 30min games / one third pitch b. B8 s 8 aside / 40min games / quarter pitch c. B10 s 8 aside / 50min games / quarter pitch d. B12 s - 9 aside / 50min games / half pitch e. B14 s 9 aside / 50min games / half pitch f. B16 s 8 aside / 50min games / half pitch 2
ii. iii. 3 points for a win, 1 point for a draw and 0 points for a loss. There will be a 5min break at half time. 2.2 JSSL SINGAPORE CHAMPIONSHIP LEAGUES - Girls i. Group G10, G12, G14 a. Girls 10 s - 8 aside / 40min games / quarter pitch b. Girls 12 s 8 aside / 50min games / quarter pitch c. Girls 14 s 9 aside / 50mins / half size pitch d. 3 points for a win, 1 point for a draw and 0 points for a loss. e. There will be a 5min break at half time. 2.3 CHAMPIONSHIP LEAGUE DIVISIONS PROMOTION / RELEAGATION i. The Championship Leagues will be split into Divisions with 6 or 8 teams in each division. ii. The League season will be split into 2 halves: a. The 1 st Half of the Season will be played from September to December 2015. b. The 2 nd Half of the Season will be played from January to April 2016. c. Each team will play each other once in the 1 st half of the season and once again in the 2 nd Half of the Season. d. The top team in each of the 1 st Divisions per age group will Play Off against the bottom placed Super League team at the end of the 1 st Half of the Season. e. The top 2 teams in Division 2, 3, 4 and 5 will be promoted into the Division above for the 2 nd Half of the Season. f. The bottom 2 teams in each Division will be relegated into the Division below for the 2 nd Half of the Season. g. The Second Half of the Season will see all teams start with 0 points. h. The team that is top at the end of the 2 nd Half of the Season is crowned Champions of their Division. 3 JSSL SINGAPORE AGE CUT OFF S Boys Leagues i. B6's Boys Born 1/1 2009 or later / Girls Born 1/1 2007 or later. ii. B8's Boys Born 1/1 2007 or later / Girls Born 1/1 2005 or later. iii. B10's Boys Born 1/1 2005 or later / Girls Born 1/1 2003 or later. iv. B12's Boys Born 1/1 2003 or later / Girls Born 1/1 2001 or later. v. B14's Boys Born 1/1 2001 or later / Girls Born 1/1 1999 or later. vi. B16's Boys Born 1/1 1999 or later + 3 players Born 1/1 1998. vii. Girls can play 2 years above their age group as indicated above. 3
GIRLS Leagues i. G10's Girls Born 1/1 2005 or later ii. G12's Girls Born 1/1 2003 or later iii. G14 s - Girls Born 1/1 2001 or later + 3 players Born 1/1 2000 4 LEAGUE POINTS & FORMAT i. Each team will be awarded 3 points for a win. ii. Each team will be awarded 1 point for a drawn game. iii. Each team will be awarded 0 points for a loss. iv. The League Champions will be the team with the most points at the end of the 2 nd Half of the Season. v. Should there be a tie then the following will decide the League Champions: a) Firstly On Goal Difference. b) Secondly - Goals For. c) Thirdly - Goals Against. d) Fourthly Matches Head To Head. e) Fifthly If the above is equal then the 2 teams will play a 25min game to determine the Champions, which will be resolved by sudden death penalty shoot out if the scores are level after the 25minute game. 5 LEAGUE START & END DATES i. Super Leagues will commence on Sunday September 13 th 2015 and will be played every Sunday. ii. Boys & Girls Championship Leagues will start on Sunday September 20 th 2015 and will be played every other Sunday. iii. Both leagues will end before the 1 st May 2016 and prior to the JSSL International Soccer 7 s that will be held at the Padang on 30 April & 1 May 2016. 4
6 SUPER LEAGUE SCHEDULE i. ii. The 1st Half of the Season will end in December with the 2nd Half of the Season will start in January 2016. The leagues will end before May 1st 2016 (subject to weather). 7 CHAMPIONSHIP LEAGUE SCHEDULE i. ii. 8 LEAGUE FIXTURES, TABLES & RE- SCHEDULING i. League fixtures will be circulated 2 weeks in advance of each match through the JSSL League website and via email. This will provide each team with time to plan and prepare their players and parents. ii. Super League teams will have 1 Sunday off each month, as per the schedule, and cannot re- schedule any matches. iii. Championship League teams will be able to re- schedule 1 game per team for each Half of the Season. iv. Any team that has to re- schedule more than 1 game each Half of the Season will forfeit the points. v. Any team that wishes to re- schedule a match MUST do so by providing a minimum of 3 weeks advance notice. vi. We will then accommodate a teams request and re- schedule the fixture accordingly. vii. The rescheduling of matches will result in teams playing 2 games on a Sunday. viii. League results and tables will be updated in real time on line as each age group is completed. ix. Results and tables can be accessed at www.jssl- singaporeleagues.com x. League tables and fixtures will be posted each weekend at the JSSL notice board at all venues. xi. Any team wishing to dispute a result or league standing will have 2 weeks from the date of the match to raise the issue. 9 LIGHTNING ALERTS & MATCH RESULTS i. If the school lightning alert goes off at any of the venues then all teams are to head for the stands and shelter as directed by the JSSL officials. ii. Matches will start again as soon as the lightning alert goes off. iii. If the Organizer is unable to re- start the game within a reasonable time they can then end the game. iv. Where a game is able to complete the 1 st half and is unable to resume and play the 2nd half then the score from the 1 st half will stand. v. The above applies to both the Super League and the Championship League. vi. It is at the discretion of Organizer whether or not to call off any game due to the weather. 10 FORFEIT OF GAMES i. Please note that if a team is unable to play a scheduled game and does not provide us with at least 3 week s notice the match and the points will be forfeited. ii. 3 points and 3 goals will be awarded to the other team. iii. Where a team cancels last minute we will make best efforts to ensure that the team that is affected by the late cancellation gets to play a friendly game against one of the other teams. iv. If a team fails to show up for 2 games in a season or cancels last minute then they will be withdrawn from the JSSL Leagues. 6
11 DISCIPLINARY CODE OF CONDUCT FOR PLAYERS, COACHES, CLUBS & PARENTS i. At all times players, coaches and parents are to act and represent themselves in an orderly and professional manner. ii. All JSSL venues are governed by the Ministry of Education and do not permit: Animals or pets or Smoking The use of foul Language iii. Coaches will be assigned half of the pitch side area from which to coach from. They will be required to remain within their half of the pitch side at all times. iv. Coaches and parents will not be allowed to coach or stand directly behind goals. v. Players that are yellow carded twice in a season will be suspended for 1 game starting from the next league game. vi. Players that are red carded in a game will be suspended for 1 game starting from the next league game. vii. Coaches that use foul language, in any dialect, and who are not behaving in a responsible manner will be asked to leave the pitch. viii. Coaches that use foul language, in any language, and who are not behaving in a responsible manner will not be permitted to coach in the JSSL Leagues. ix. Any soccer school or club that attempts to age cheat by playing overage players, non registered players or inappropriate players as set out below will be withdrawn from the JSSL Leagues with immediate effect. 12 PRE LEAGUE PLAYER REGISTRATION TEAM LISTS ON OR BEFORE THE START OF THE SEASON i. All teams will be required to register their players before the start of the season. ii. This MUST be done by submitting the Team Lists at least 1 week before the start of the League Season. iii. Team Lists must be completed and typed (not handwritten) and handed in together with the following document for each player: a. Copy of passport or photo ID iv. On the first day a player plays he/she will be required to bring his/her original passport to verify his/her Player Registration. v. Please make sure the Team coach arrives early before the first scheduled game to complete the registration of the players in the team. vi. Registration will be handled at the JSSL Registration tent at each venue. vii. Teams can add new players to team lists during the season, however, the player MUST be registered before they play their first game, and he/she must provide his/her original passport for verification. 7
13 MATCH DAY REGISTRATION PLAYER STAMPS i. Before each game starts all players are required to register themselves at the JSSL Registration Tent. ii. Upon registration the player will receive a Player Stamp on his/her hand identifying his/her age group and his/her division. iii. If a player does not register on match day and does not obtain the Player Stamp they will not be allowed to play. iv. Referees will check all players to ensure they have the required Player Stamp. If a player does not have a Player Stamp they will be sent to the JSSL Information tent to obtain the Player Stamp. 14 PLAYER ELIGIBILITY i. Players can only play for 1 Club. ii. Players can only play in either the Super League or the Championship League and can only play for 1 team. iii. Players CANNOT play in both the Super League and Championship League regardless of age groups. iv. A player can be promoted from a Championship League team to a Super League team, within the same club, but is required to register for the Super League Team and de- register from the Championship League team. Once a player is promoted to the Super League team he/she CANNOT play for the Championship League team again. v. Players cannot drop from a Super League team into a Championship League team at any time in the season. vi. Super League players can be registered for another Super League team in a different age group as long as they are age appropriate. As an example a B14 player can also be registered to play B16 in the Super League. vii. Girl Players can play in the Girls League and either the Boys Super League or Boys Championship League. viii. Players that represent the Singapore Sports School or NFA are not eligible to play in the Championship League. ix. Singapore Sports School & NFA players can play in the Super League, however they must obtain approval from the Football Association of Singapore in advance. 15 PLAYER TRANSFERS i. If a player transfers from 1 club to another club during the league season, then the new club he/she is joining must register the player. ii. He/she will only be eligible to play for the new club 1 month after they have officially been registered for the new club in person at the JSSL Registration Tent with their original passport and parent. 16 LEAGUE FEES i. There is a 1 time League Fee per team of: 8
ii. o Championship League teams - $500 o Super League teams - $600. The League Fee covers all associated costs for the league including pitch rentals, referees and administration of the leagues. League fees are due prior to the start of the league season as per the deadlines provided by the organizers. Should a team not pay the league fee on the due date they will be withdrawn from the league and replaced by a team on the waiting list. CODE OF CONDUCT FOR COACHES A coach s primary responsibility is to make sure that his/her players have fun, develop as footballers and to instil in them a passion for the game. The performance of coaches is not measured in wins and losses, but rather in what players learn in terms of technique, sportsmanship, and fair play. Coaches are charged with the responsibility of controlling their players and parents at all times during a match. Coaches lead and teach by example; players will be a reflection upon the manager and coach. Coaches will: In addition: Use positive reinforcement when dealing with players. Never use foul or abusive language and never abuse a player mentally, verbally, or physically. Have respect for the authority of the referee, our opponents on match days and the officials of their club. Teach players the rules of the game, fair play, and proper behaviour. Coaches are to ensure all players are registered before they play their first league game This includes ensuring they bring along their Original Passport for the 1 st game they play Ensure that their parents are aware that our venues are under the Ministry of Education and do not allow: i. Smoking and Pets or animals ii. Bad language in any dialect 9
Players should: CODE OF CONDUCT FOR PLAYERS Play according to the laws and THE spirit of the game. Be on time and be prepared for matches and training se. Turn up for training and matches in appropriate and clean clothing. Always wear shin guards. Display self- control in all situations. Never use foul or abusive language - before, during or after a game or training session. Train and play to the best of their ability, have a positive attitude, and encourage others to do the same. Respect the opposition. Treat them as you would like them to treat you. Respect the referee. Never dispute his or her decisions. They are only human and they make mistakes, just like you. Line up after each game in the centre of the pitch to shake hands with the opponents. CODE OF CONDUCT FOR PARENTS Be your child's best fan and support him/her unconditionally. Support all the players in your child's squad. Do not criticise anyone. Help your child to focus on the performance and not the result. Remember - winning is not as important as the performance. Do not criticise the opponents, their parents or their officials. Display self- control in all situations. Never use foul or abusive language at any time. Never audibly dispute a referee s decision. They will make mistakes occasionally. We all do. If you abuse or shout at the referee you are breaking the rules of the game. Parents must not coach from the touchline during matches or training. Leave this to the coach or you may cause confusion and erode your child s confidence. Parents must not enter the field of play. If you have any issues please raise it with your clubs coach / manager / officials. Remember - children don t mean to make mistakes. There is no smoking, pets or bad language permitted at any JSSL venue. Please remember the game is for the children. It is not for the glory of the coach, manager or parents. 10
