IRINN Activities I. Primary Activities The management and fair distribution of a)ipv4 Addresses b)ipv6 Addresses c)as Numbers II. Secondary Activities a)coordination with global policy makers b)organizing programs towards Internet Resources knowledge proliferation c)organizing Training for LIR/ISPs/Affiliates/Users d)providing support system & provide local whois database f)organize local open policy meetings to carry forward Indian stakeholder views to the regional and global open policy forums. 3
IRINN Policy Objectives Delegation of IPv4, IPv6 & AS Numbers consistent with regional and global Resource management policies. Conduct training and skill development. Development of public policies and take public positions in the best interest of the affiliates. 4
Procedure to become an Affiliate To become an Affiliate, organization must submit their online Application with supporting documents like : Copy of company registration documents, PAN, TIN & TDS registration details, Business Address Proof, Authoritative person Details, Resource requirement justification. Affiliates must submit the signed copy of IRINN Affiliation agreement. 5
IP Delegation Policy for IRINN IRINN Policy is inline with APNIC Policies. IRINN evaluates and approves application as per the current policies and criteria. Minimum delegation size for IPv4 is restricted to /24 and maximum delegation size for IPv4 is restricted to /21 as per current policy. Minimum delegation size for IPv6 address is /32 for LIRs & /48 for Affiliates as per current Policy. 6
AS Number Delegation Policy I. Conditions of AS number request a) Multi-homed network to different providers. b) The AS number must be used in 3 months. II. IRINN AS number management a) IRINN will update APNIC Whois Database before allocating an AS number. b) IRINN has the right to ask the applicant return the AS number if they have not used that AS number in 3 months since they received the AS number. 7
Resource Delegation policy Update 15 April 2011, all new and existing Affiliates were able to access up to a maximum of /22 from the 103/8 pool. Tuesday, 27 May 2014, new and existing Affiliates are able to access up to a maximum of /22 from the non103/8 pool. So Now the maximum allocation size for the IPv4 Resources - /21. 8
Resource Transfer policy Update IPV4 Transfer : IRINN is allowing IPV4 transfer as per policy available at IRINN website. A 20% transfer fee is charged according to the size of the block that is being transferred. ASN Transfer policy: The transfer of AS Numbers is permitted within the APNIC/IRINN region. No other Regional Internet Registry (RIR) currently has an inter-rir AS Number transfer policy. 9
IRINN Financial Policy Features Resource Application fee (Rs. 25,000 one Time) Annual Affiliation fee (is based on the actual Resource hold ) Following discount in the affiliation fee will be applicable for the renewal : Discount of 30% (1st November 2014 to 31st October, 2015). Discount of 25% (1st November 2015 to 31st October, 2016). 10

Do you Know? As per IRINN fee structure, If you are applying IPV4, then IPV6 is virtually free... IRINN fee will be greater of the two. 12

Geo Location Feature The geoloc attribute: inetnum or inet6num object Used to associate a latitude/longitude coordinate pair with a particular address block. This information can be used by content and geolocation service providers to help locate the users of particular IP adresses. IRINN will add the "geoloc attribute" for all future allocation. If you find the geolocation incorrect for your IP address range, you can contact IRINN and request to update the location of the range. 21

APNIC Public Policy Advisory Council (PPAC) A multi stakeholder group having representatives of both Government and Industry Representing issues critical to the growth of Internet Recommend policy proposals, which address all facets of Internet Work on a consensus based framework for the growth of Internet Provide a ongoing collaboration among all stakeholders Recommend policies supporting the security and stability of the Internet It has been active for two years It evolved to the standardized SIG format and looking into area where government are largely responsible: Public policy Internet governance Network security regulation & Law enforcement Cooperation & Whois privacy Dr Govind,CEO NIXI is the co-chair of APNIC PPAC SIG 23
IANA Transition (NRO CRISP Team) On 14 March 2014, US Government announced transition key Internet domain name functions to the global multistakeholder community. The IANA Coordination Group (ICG) is working now on the process that, from 30 September 2015, will determine the new stewardship arrangements for IANA. It is up to the communities with interest in IANA functions to provide inputs to this process, which the ICG will compile into a single transition plan September 3, 2014: The IANA Stewardship Transition Coordination Group (ICG) published a Request for Proposals (RFP) All the five Regional Internet Registries (RIRs) have begun discussions 24
IANA Transition (NRO CRISP Team) Responsible for producing the Number Community Proposal for IANA transition, for submission to the ICG by 15 January 2015. NRO CRISP Team consists of 15 members which include 3 members from each RIR. Dr Govind, CEO, NIXI has been appointed NRO CRISP Team, as representatives of the Asia Pacific regional community. CRISP team work through a public mailing list i.e. <ianaxfer@nro.net>. Team members from the region monitor and participate in the community discussion in their region regarding CRISP Team outputs. Team will integrate the input from each of the 5 RIR regions and finalize the initial RIR submission to the ICG, in response to the RFP 25
NRO-NC Membership NRO-NC is Number Resource Organization (NRO) Number Council (NC) Acts as an advisory capacity to the NRO Executive Council Duties of NRO NC Members Oversee recommendations on global IP address policy that result from the various RIRs' policy development processes Have direct influence on the implementation of these policies Participate in the management of policy development activities Appoint people to the ICANN Board of Directors. Recently, Dr. Ajay Kumar, Joint Secretary of Internet Governance Division, DeitY got elected in Number Resource Organisation (NRO-NC) of APNIC. Starting from January, member of NRO NC. 5, for two years he I ll be formally serving as a 26
