The Superior Court of California, County of Sutter 446 Second Street, Yuba City, CA 95991 Invites Applications for Family Law Facilitator/Self-Help Program Manager (6-15) Open Until Filled Priority Screening Date: Wednesday, August 5, 2015, 4:00 p.m. Applications received after this date will be reviewed on an as needed basis Monthly Salary: $6,369 to $8,560 THE POSITION Under limited direction this management level position is responsible for the management and oversight of the court s Family Law Facilitator, Family Law Center and Self-Help programs providing legal services to litigants not represented by counsel primarily in the area of family law and including the services mandated by Family Code sections 10000-10015. This position may also supervise and manage other family court programs and services as directed. This is an at-will position that serves at the pleasure of the Court Executive Officer. Essential duties or functions include: Plans, implements and administers program activities; Develops and implements operational policies and procedures; Designs content and conducts clinics and workshops for self-represented litigants in a variety of family law and other case type matters;

Family Law Facilitator/Self-Help Manager (6-15) Priority screening August 5, 2015 Page 2 Conducts status review of family law cases; Monitors programs to ensure effectiveness and compliance with the law and rules of court; Prepares, monitors and manages program budgets; prepares and submits grant applications; Selects, assigns, monitors and evaluates the work of subordinate staff, which includes interviewing, discipline and writing performance evaluations; recruitment, training, scheduling, and supervision of volunteers; Provides information and educational materials to the public and litigants not represented by counsel on matters of legal process and procedure; Provides educational materials to parents on a variety of legal topics including but not limited to the process of authenticating parentage and establishing, modifying, and enforcing child and spousal support in the courts; Distributes necessary court forms and voluntary declarations of paternity; provides assistance in completing court forms and orders after hearings; Mediates as directed by the court complex family matters such as property division in marital dissolution, separation and nullity cases; complex parentage matters; assists in the preparation of domestic violence and restraining order applications; Keeps abreast of the law in program case type areas; updates informational materials, forms and procedures as necessary to conform to changes in the law or rules of court; Meet with judges, court officials, Department of Child Support Services, community-based legal service organizations, and others to assess the need for and identify services that will assist the court in resolving child and spousal support disputes and improve access to the Family Court for litigants; Prepares, maintains and submits records of the court, monthly state statistical reports, timekeeping records, and schedules; Responds to public inquiries; Performs other duties as assigned. Minimum Qualifications Knowledge of: Pertinent federal and state family law statutes, rules of court and regulations; Family law procedures; Child support establishment and enforcement process under Title IV-D of the federal Social Security Act (42 U.S.C. 651, et seq.); child support law and the operation of the uniform state child support guideline; Basic understanding of law and psychological issues related to domestic violence; Trial and hearing procedures and rules of evidence in California; General principles of civil, criminal, constitutional and administrative law and their application; Civil and family litigation; Legal principles, precedents and their application; Software and web-based programs used in family law case types including but not limited to support calculators and fillable forms; Principles and techniques of mediation; Principles of supervision and management. Skilled at: Oral and written communication; Providing leadership and supervision;

Ability to: Explain support and family law issues to self-representing litigants; Mediate support issues; Read, understand and interpret relevant laws, rules and regulations; Conduct legal research; analyze legal information, relate it to the law, and reach a sound conclusion; communicate clearly and concisely, both orally and in writing; Establish priorities and successfully coordinate competing activities; Interpret and apply statistical information, and generate required reports; Efficiently use relevant computer programs and word processing software; Establish and maintain effective working relationships with judges, attorneys and other courts and county staff; Be non-judgmental and deal compassionately with persons in stressful situations; work and communicate effectively with pro per litigants of diverse education, ethnic and economic backgrounds; Exercise judgment to choose among possible options often without clear precedents; Develop, implement and manage assigned programs. Required Education and Experience: Graduation from an accredited law school; active membership in good standing in the State Bar of California; and a minimum of five years experience in the practice of law, which must include substantial family law practice including litigation and/or mediation. Additional experience and training in the areas of mediation and domestic violence and working with low income, semi-literate or non-english speaking litigants is highly desirable. License or Certificate: Valid California driver s license or ability to provide transportation for fieldwork (if medically documented under the Americans with Disability Act (ADA), Senate Bill 2222, or FEHA as an unable to operate a motor vehicle). Selection Procedure: Application packets will be reviewed for minimum qualifications. Applications that contain documentation that the job applicant meets the minimum requirements may be referred to a screening committee. Candidates with the most directly related experience, education, and training may be invited to a written, performance and/or oral exam. Salary and Benefits Salary: Salary range begins with five steps with approximately a five percent difference between each step. Annual performance reviews are conducted which may advance the employee through the steps. Salary steps 6, 7, and 8 are attained through longevity with 10, 15, and 20 years of satisfactory service. The court strives to provide internal promotional opportunities whenever possible. Vacation: This position provides 11(eleven) days vacation per year. Vacation accrual is scheduled to increase with each additional five years of service up to a maximum of 20 (twenty) days per year. Holidays: Thirteen paid holidays each year. Sick Leave: Sick leave accrues at the rate of 12 (twelve) days per year for full time employees. Medical, Dental, and Vision Insurance: The court pays the major portion of health, dental, and vision insurance for employees and eligible dependents. Life Insurance: Term life insurance is provided for employees and eligible dependents and paid for by the court. Retirement: The court provides a defined benefit retirement plan through California Public Employees Retirement System (CalPERS).

Employee benefits may vary with different employee bargaining units.
