The Construction Products Regulation (CPR) is the basis The Construction Products Regulation (CPR) lays down harmonised rules for the marketing of construction products in the EU. The Regulation provides a common technical language to assess the performance of construction products. It ensures that reliable information is available to professionals, public authorities, and consumers, so they can compare the performance of products from different manufacturers in different countries.
Harmonised European standards CEN Harmonised European standards provide a technical basis to assess the performance of construction products. They enable manufacturers to draw up the Declaration of Performance as defined in the Construction Products Regulation, and affix the CE marking. Harmonised European standards on construction products are developed by technical experts from the European Standardisation Organisations (CEN/CENELEC)
Declaration of Performance (DoP) The Declaration of Performance is a key part of the Construction Products Regulation. It provides information on the performance of a product. Each construction product covered by a European harmonised standard or for which a European Technical Assessment has been issued needs this Declaration and has to be CE marked. This helps increase transparency and improves the functioning of the Single Market. The DoP is drawn up by the manufacturer.
CPR made CE marking become a legal requirement!
On the DoP it can be seen if the VRS fulfills the requested performance under imapact.

CE marking by Notified Bodies,NB Acceptance from the National Road authorities was replaced by CE marking by Notified Bodies,NB Many countries have a Notified Body, like MIRA in England or BASt in Germany. There is no NB accredited for EN 1317 in Ireland. The test institute should be independent of the NB. NB determine how to handle a modification of a CE marked VRS Market surveillance is to be undertaken by the national market surveillance authorities. In Ireland it is.
Who decides what?? NBs applies and interprets the standards. National Road Authoritiescanhaveadditional demands (e g zinc coating, height of parapets) but cannot require additional testing. Anyone can question a CE marking to a BCA...and competent national authorities (=TII) may request the manufacturer to provide them with all the information and documentation necessary to demonstrate the conformity of the construction product with the declaration of performance and compliance with other applicable requirements.
Two main parts to obtain CE marking 1. Product testing 2. Quality management system in the production (very similar to EN ISO 9001) Applies to safety barriers, parapets and crash cushions. (Terminals and transitions are not OK yet due to ENV 1317 4 ).
Evaluation of conformity For the manufacturer to prove that his VRS conforms to the requirements of IS EN 1317 5 he has to perform: Initial Type Testing (ITT), and have an approved.. Factory Production Control (FPC)
The scope of IS EN 1317 5 does not cover Pedestrian restraint systems. Barriers for temporary use* = No CE-mark * They can also be intended and tested for permanent use and bear a CE mark anyway.
In situ concrete barriers The latest decision from CEN says that in situ cast concrete barriers are to be CE marked.

How do you know if the VRS.. that bears a CE mark also fulfills the addditional national requirements? It has to be confirmed by the manufacturer.
VRS that is not CE marked.. When is it allowed to install a VRS that is not CE marked although there are CE marked VRS available? There is an exception for cultural/historic buildings For repair of already installed VRS
CE marking is (usually) not done for Transitions and terminals (ENV standard)
Other VRS parts that are not CE marked Anchors, concrete.. Connecting details (same type and containment)...ramped ends
Some uncertainties Demands on quality and contents in manuals. Soil conditions compared to test site Extent of computer simulation as verification of modifications Curved/bent barriers Fatal accident 2015 a barrier bent like this does not perform!
Modifications The extent of the modification determines how the impact properties of the VRS are to be verified. They are classified A, B or C category modifications. C calls for new impact test. NB decides!
Modifications, common examples Increased height of parapets compared to tested, for example from 1100 to 1400 mm. Different types of attachment to concrete or steel barriers/parapets like signposts, infill panels and lighting columns Varying post distance Painting (considered slight ) Modifications? Increased length compared to tested shorter?! Bends, concave or convex
Modifications additions to VRS Infills, noise reduction, sign posts, glare screens.. How do they affect the function of the VRS? Avoid attaching things to the VRS, or use a VRS which is tested with the attached device.
Gantries or lighting columns Do not put gantries or lighting columns on top of barriers! Neither the barrier nor the gantry or lighting column is likely to have been tested attached to each other.
Does CE marking give traceability? The manufacturer or his representative is responsible for CE marking of the VRS.
Individual parts of the VRS Main parts of the VRS shall bear a permanent marking. The mark should make it possible to determine who has manufactured the item and when (period). It is NOT the CE mark of the finished VRS.
Example of the CE mark from the standard Traceability The complete barrier should have a marking showing who is responsible for the product. This could be the CE mark.
The limitation It will not be possible to trace locations in Ireland or in the world where, for example, posts from a certain batch have been used during installation of a barrier.
Finally what to check if in doubt regarding the CE mark on a particular VRS A few critical points, fairly easy to check Is the NB accredited for EN 1317? If the VRS is purchased referring to a dated edition of the standard, is the VRS CE marked acc to that edition? Is the product traceable from certificate of conformity via drawings to the VRS finally installed? Is the installation done according to the manufacturers manual? Are the components used to assemble the VRS according the CE drawing? Do the information in the CE documents and the physical marking on the VRS conform?
Is the NB accredited for EN 1317? The name of the NB can also be found on the actual certificate and the DoP.

Is the product traceable from certificate of conformity via drawings to the VRS finally installed? EXAMPLE: First page of certificate Third page table with descriptions and drawing numbers. Is the version installed to be found?
