Climate action plan for Hordaland 2014-2030 Vision: Hordaland on the road to The Low-emissions Society Targets for greenhouse gas emissions in Hordaland: Annual reduction of 3.9 % until 2020 and then annually reduction of 2.6 % until 2030 (reference 1991). Targets for energy in Hordaland: Annual reduction of 2.2 % until 2020 and then 1.3% annual reduction at 2030 (Reference 2007) Energy requirements for all purposes shall as far as possible be covered by renewable energy sources without loss of biodiversity. Ten years of transition to renewable energy in public transport Within 2025 public transport in Hordaland shall as far as possible use technologies based on renewable energy. Relevant strategies in Climate Action Plan Hydrogen relevant energy strategies: Strategy A: Energy efficiency should be the first choice Valid both for buildings, processes and transport Strategy B: Be a pioneer region in production of renewable energy Develop and adopt new forms and technologies for energy production and storage of energy. Expertise, research and education in the energy field should be strengthened. Measures must ensure the development, production and access to market / end user. Working for better conditions for renewable energy, such as solar, offshore wind power, geothermal and wave / tide water power. Strategy C: Develop reliable distribution of energy Complete infrastructure for electrification of transport shall be developed throughout the county by 2020.

Relevant strategies in Climate Action Plan Hydrogen relevant transport strategies: Strategy D: Transition to transport means with lower or zero emissions 20% of all light vehicles to go on non-fossil fuels by 2020 and 40% in 2030. New vehicles used in HCC operations shall primarily be zero emissions vehicles and secondarily be hybrid vehicles, unless it does not exist such vehicles that can meet the needs. (= own operations and public transport) Future procurements for public transport, ferries and express boats in Hordaland shall require the use of renewable energy where possible. Establish cooperation with the taxi industry to electrify taxi transport. Parts of the county without good public transport coverage shall have to have good infrastructure for zero and low emission cars. Within 2020, shore power shall be an offer for ships docking in Bergen. The shipping industry in Hordaland shall adopt the most environmentally friendliness shipping technology, and by 2020 will be the most sustainable maritime transport in the world. + Proposal: Comprehensive report on transport in Hordaland where one considers what kind of energy source, storage and energy replenishment method that is appropriate for what type of geographic area, vehicles and use.

If and when this is on track, it is natural for HCC take initiative to have other counties to take initiative to build stations in Stavanger, Gol, Ålesund/Molde and Trondheim. 21,7 of sales in Hordaland of new cars in first half of 2014 was BEV. Hydrogen station for FCEV s at Green Energy Point Danmarksplass in Bergen - 20 EV fast chargers and a hydrogen production and filling station - There is administrative and top political support for the project in HCC and The Municipality of Bergen. Application to Transnova for funding is being made by CMR Prototec, and signals from Transnova is positive. Formal political proposal for the funding of NOK 2,8 mill from HCC and The Municipality of Bergen in 2015 and 2016 will be made this autumn. Result =??

Hurtigruta on hydrogen? Infrastructure for production, transport and distribution of hydrogen in maritime sector? Other purposes on land, i.e. buses? Hybrid solutions? The County Council invites municipalities, state governments and agencies, private sector and voluntary organizations to cooperate and encourage them to actively contribute to their area.
