Our Commitment To Excellence A Message from our CEOs It is our privilege to serve as Chief Executive Officers of your Pinellas County CA ospitals and to have this opportunity to share with you the partnerships our hospitals provide to the community. Your CA Pinellas County hospitals, including Edward White ospital, Largo Medical Center, Northside ospital and St. Petersburg General ospital have a significant impact on Pinellas County, providing more than 3,650 people with employment and more than $15.5 million in taxes. We are proud to have more than 1,100 of the area s most respected physicians on our medical staffs. We treated more than 110,000 patients in our emergency departments, where outstanding efforts by our teams continue to improve quality and operations. Our hospitals average ER wait times are posted live on our websites. We also invite residents to text message ER to 23000 and respond with a local zip code to receive the average Pinellas County CA hospital emergency room wait times. While the ER volumes are growing, so is the number of patients without adequate health insurance or the financial resources to pay for this care. We continue to treat a large percentage of uninsured patients in the communities we serve. CA ospitals of Pinellas County is significantly expanding its network of employed physicians, as market forces continue to demand the successful integration of providers to achieve operational efficiencies and high quality outcomes for patients. One of the largest and most respected providers of Cardiovascular Services in Tampa Bay, the eart and Vascular Institute of Florida South (VIF) and its 16 Board Certified Cardiologists became part of Northside ospital on January 1, 2011. Smaller strategic acquisitions were also successfully completed in our market to expand our primary care programs. We will continue to search for opportunities to partner with physicians and physician groups who share our passion for providing the highest quality care and services, compassionately. In addition to expanding our provider based network, we are adding new programs and services to ensure patients move through the continuum of care efficiently and successfully. We opened a Skilled Nursing Unit (SNU) at Edward White ospital to support the hospital s strong orthopedic surgery program by providing these patients with extended care, beyond their inpatient stay. Our devotion to the development of future physicians continues to lead our achievements as Largo Medical Center earned the designation as a Statutory Teaching ospital by the Florida Agency for ealth Care Administration. We continue to upgrade technology at an unprecedented rate to ensure we maintain clinical excellence and provide the highest caliber of quality healthcare. From modern operating rooms to implementing Electronic ealth Records (ER), our facilities are integrating wireless and digital technology throughout all modalities. Robotics is another strong focus with the da Vinci Robotic Surgical System at St. Petersburg General ospital, enabling surgeons to perform precision work with very small incisions. Initial results are very impressive for an ER pilot of IntermedX, which provides ER staff with immediate access to external pharmacy records for patients who arrive unable to communicate the medications they are taking. Our hospitals have done an outstanding job focusing on quality and operations, with all Pinellas County CA hospitals receiving many national and state clinical outcome and achievement recognitions. Indigent Patient Education CA West Florida ospitals of Pinellas County are committed to helping uninsured patients qualify for local and state health benefit programs. Each hospital offers onsite benefit education and Medicaid enrollment assistance. Step Up for Students Since 2005, CA has redirected $55,475,000 in corporate income tax to the Step Up for Students program. Through this gift, 14,351 low income students received a K-12 scholarship enabling them to receive a quality education tailored for their specific learning needs. Through this program, children who qualify for the National School Lunch Program can receive scholarships. Qualifying parents can use these grants to send their child to the public or private school that best meets their child s needs. Going Green As an active member of the Practice Greenhealth, an industry leader in sustainable, eco-friendly practices, CA hospitals are involved with green initiatives both at the facility level and in many cases in the greater community. Our hospitals have arrangements and contracts in place with vendors from around the state and nation to provide support, from on-site security if needed to medical supplies, additional generators, food, fuel, emergency transportation, building supplies and construction crews who can be dispatched immediately following the storm to make needed repairs to keep our hospitals operational. Emergency communications, several days worth of food and supplies all arrive at each facility well in advance of a storm, to ensure the hospital is self-sustaining for several days. Transfer processes and plans are in place with our network of hospitals from around the country, should patients need to be relocated. Volunteering Thousands of volunteering hours were performed by members of the CA ospitals of Pinellas County family last year. From providing medical care on mission trips to serving as the voice for children through programs such as Guardian Ad Litem and Autism advocacy, our staff, volunteers and physicians give back to our communities, both in and outside of our facilities. Social & Mobile Media We are actively engaged in social and mobile media through blogs and micro-blogs such as Facebook and Twitter for our hospitals as part of our commitment to communicate with our patients and the communities we serve. Our Commitment To Excellence Quality & Patient Safety Putting Patients First is the foundation of our culture and passion for quality health care. Many of the initiatives we implement serve as national models for the industry today. The CA West Florida hospitals have achieved industry leading performance on public Clinical Measures, such as the CMS Core Measures for Congestive eart Failure, Pneumonia, Acute Myocardial Infarction, and Surgical Care Improvement Project. Our hospitals are thoroughly engaged in programs and initiatives which promote and optimize Patient Satisfaction, Clinical Efficiency programs and Quality outcomes. hcare Electronic ealth Record (ER) The CA ospitals of Pinellas County have invested heavily in their Electronic ealth Record (ER) initiative, which kicked off in March 2010. Throughout 2010, CA ospitals of Pinellas County continued to move forward with many projects related to the continuing development and implementation of ER. With ER, access to patient health information is simplified and patient safety and quality improved. Our hospitals have brought numerous clinical components for the ER on-line through major investments in technology, including: n hcare ub Linking physician practices to our hospital databases is accomplished through this interface. Realtime access to patient clinical data from the hospital can provide necessary information to physicians to make timely decisions and reduce duplicate testing and unnecessary hospitalizations. n Picture Archiving and Communication System (PACS) The PACS system immediately digitizes images from radiology and cardiac studies so they can be stored and electronically viewed on screens remotely. This enables doctors and other health care professionals to access the images and when available to compare new images with previous images at the touch of a button. n Voice Recognition To improve report turnaround time and patient care, our hospitals and imaging centers use voice recognition which allows physicians to update patient records and report their interpretation of a study by speaking instead of dictating or using a keyboard. The physician then reviews the report on screen, makes any adjustments, signs the report and it posts immediately for others to view. Report turnaround time has been greatly reduced to an average of just over 30 minutes. n MUSE Our hospitals have installed this system which digitizes EKG tracings so physicians can review, diagnose and treat heart patients within seconds. n Emergency Medical Services Partnership EMS electronically transmits STEMI (ST elevated myocardial infarction) EKG (electrocardiogram) alerts to the emergency department at Largo Medical Center and Northside ospital. Largo Medical Center and Northside ospital share STEMI outcomes and door to balloon times with Sunstar OMD as well as false STEMI alert information. This partnership is designed to improve quality and outcomes. Electronic Bar Coding Medication System (BCMA) CA led a national effort to reduce medication errors by placing this system in all of our hospitals several years ago. Bar codes on medications are scanned at the patient s bedside, providing our clinical staff with an effective tool to ensure that the right patient receives the right medication at the right time through the right route. Electronic Bar Coding Transfusion System (BCTA) We expanded bar coding use in all of our hospitals this past year to transfusion products. Prior to administering any blood product, the unit is scanned to ensure the patient is receiving the right transfusion product at the right time through the right route. 6 CA West Florida Pinellas County Quality & Patient Safety

C A W e s t F l o r i d a Responsible Imaging CA West Florida developed and implemented an innovative program called Responsible Imaging to enhance medical imaging safety through state-of-theart monitoring, use of best practices and extensive education of staff, physicians and patients. The program was developed and piloted at Largo Medical Center with LANDAUER, a global leader in radiation science and services. With increasing attention on the long-term cumulative effect of radiation exposure, we are excited to be a leader in responsible medical imaging practices. This innovative safety program will be comprehensively implemented throughout the West Florida hospitals within the first quarter. Broselow System for Acute Pediatric Administration of Drugs in the ER All of our hospital emergency departments have installed the Broselow System to ensure the proper dosing and administration of drugs to children. Pediatric dosing can be difficult, especially in emergency situations, and the Broselow System allows medical professionals to instantly access proper dosing, improve the speed and accuracy in acute preparation and administration of drugs, reduce medical errors and standardizes pediatric dosing so that we can provide our young patients with high quality emergency care, safely. Nation s First Infant Screening Program We were the first US healthcare system to voluntarily perform a simple blood test to screen newborns for elevated levels of bilirubin that triggers jaundice. By identifying newborns at risk for Kernicterus, which causes permanent brain damage and physical impairment, we can treat them immediately and prevent this serious health threat. VTE Protocol CA West Florida hospitals, in conjunction with Sanofi-Aventis, implemented an aggressive venous thromboembolism (VTE) Rule- Out initiative and has actively participated in DVT awareness efforts to help educate the public about these health risks. The Rule- Out protocol helps ensure that patients are screened and when appropriate receive preventive treatment for VTE which poses a significant health risk and consists of two potentially life threatening conditions: Deep vein thrombosis (DVT) and Pulmonary embolism (PE). Tobacco-Free Pinellas County CA hospitals are promoting tobacco-free campuses to protect employees, patients, and visitors from exposure to secondhand smoke. This will help improve the health and well-being of our community. Edward White ospital, Largo Medical Center, Northside ospital and St. Petersburg General ospital are tobacco-free campuses as of January 2011. All facilities offer smoking cessation classes for their employees. 2011 COMMUNITY REPORT 7

Our Commitment To Excellence Methicillin-resistant Staphylococcus aureus (MRSA) CA continues to be a leader in the fight to stop the spread of MRSA, and was invited to participate as a partner organization in the REDUCE MRSA Clinical Trial, with the CDC Prevention Epicenters, CDC Division of ealthcare Quality Promotion and the Agency for ealthcare Quality and Research (ARQ). CA was selected due to its commitment to infection prevention, the CA A, B, Cs (MRSA) program and our standardization of specific lab data. The goal of the study is to conduct a cluster randomized trial of hospitals to compare uniform versus target MRSA decolonization as a means to reduce healthcare-associated MRSA infection. Eight CA West Florida Division hospitals are participating. Locally, we continue to be very involved in educational outreach to prevent the spread of community acquired MRSA. The national Clean ands Are Cool ands campaign, featuring teen star Mitchel Musso (annah Montana show), was launched here. The goal is to educate children on the prevention of MRSA, through local presentations and a tool kit for parents and teachers available on our hospital websites. Medical Education Flu Season Preparation The National Patient Safety Foundation has recognized all CA employees for their efforts in supporting CA s flu immunization policy. More than 97 percent of our employees have received the flu vaccine, an amazing accomplishment which helps protect our patients as well as our employees and their families. Additionally, many of our hospitals actively participate in community outreach efforts to educate the public about the importance of seasonal flu vaccine. In the Pinellas County CA ospital system, three hospitals offer Graduate Medical Education programs Largo Medical Center, Northside ospital, and St. Petersburg General ospital. Each hospital has different programs available. At Largo Medical Center, doctors are trained in traditional rotating internships, anesthesiology, dermatology, family practice, internal medicine, general surgery, orthopedic surgery, cardiology, interventional cardiology, gastroenterology, pulmonary critical care and rheumatology. At Northside ospital, doctors are trained in traditional rotating internships, internal medicine and cardiology. At St. Petersburg General ospital, doctors are trained in traditional rotating internships and family medicine. All three facilities are teaching hospitals. That means each hospital provides clinical education and training to current and future doctors, nurses, and other healthcare professionals, in addition to delivering medical care to patients. Most teaching hospitals are affiliated with medical schools or universities. Northside ospital and St. Petersburg General ospital are affiliated with Lake Erie College of Osteopathic Medicine. Largo Medical Center is affiliated with Nova Southeastern University. CA is committed to educating physicians to meet the future healthcare needs of the community. In the last three years, the three CA hospitals have provided more than 22 new, practicing physicians for the community and many other graduates who have entered advanced subspecialty training. The Florida Spine & Neuro Center at Largo Medical Center provides a collegial atmosphere where orthopedic spine and neuro surgeons collaborate to provide some of the most advanced, complex spine and neurologic treatment plans in the region. Our hospitals have opened specialized chest pain units where patients can be rapidly accessed and diagnosed without having to be admitted to the facility. All four of our Pinellas County hospitals are Accredited Chest Pain Centers and Certified Advanced Primary Stroke Centers, and are beating the national STEMI benchmark of 90 minutes, dramatically improving the lives of our patients experiencing a heart attack. STEMI Awareness A STEMI (ST-Elevation Myocardial Infarction) is a deadly type of heart attack, which is identified on an EKG. Early treatment to the blocked coronary artery minimizes the extent of the heart muscle damage and preserves the pumping function of the heart, thereby, increasing survival and reducing or eliminating complications. STEMI Time Calculation Average STEMI times are approximate and are provided for informational purposes only. STEMI Times represent an average of our hospital s STEMI cases over the past 52 weeks for which data is available, and is defined as the time it took to reestablish blood flow from the time the patient arrived at the hospital s Emergency Room. The American College of Cardiology, the American eart Association and the Joint Commission have established that this should occur in 90 minutes or less. Surgeons at the Pavilion have years of experience specializing in particular procedures, including the new SAME DAY Partial Knee Resurfacing, Total Knee Resurfacing and Knee Cartilage Transplantation. Behavioral ealth Services at Largo Medical Center Behavioral ealth Services is an Adult Behavioral ealth Center that provides services to individuals experiencing signs and symptoms of mental illnesses such as depression, anxiety, thought disorders, thoughts of harming self or others, and co-occurring disorders. Services are provided based upon the individual s specific needs, with concentration on the patients diagnosis, stabilization and treatment. The Center is licensed and Joint Commission accredited. Care is provided in a friendly, welcoming and supportive environment. From the time of admission to discharge, the multidisciplinary team focuses on an individualized plan-of-care that is based upon a comprehensive assessment of the individual s strengths, needs, signs and symptoms. The length of stay for each resident is anticipated to be between 10 14 days. The conditions treated include post orthopedic or other surgical procedures, medical conditions requiring short-term skilled and rehabilitative services. The services that are provided include Rehabilitation Therapy to increase strength, endurance, range of motion, mobility and coordination, daily activities to help residents develop personal and social independence. By referral, dental, podiatry and optometry/ophthalmology patients will also be seen. The unit is staffed by a Medical Director, Physical Therapists, and Nursing Personnel.
