Request to modify survey results STATE AGENCY REPORT Silver Cross Hospital and Medical Center ( Silver Cross ) is petitioning the State Board to adjust its Inventory of Health Care Facilities and Services and Need Determination ( Inventory ) regarding its bed utilization data for calendar year 24. These adjustments are being requested because Silver Cross submitted inaccurate utilization, payor mix and race-ethnic data for 24 for the Illinois Department of Public Health s ( IDPH ) Annual Hospital Questionnaire ( AHQ ), which is administered on behalf of the State Board. Silver Cross believes it erroneously double counted certain observation days in 24 as both observation days and inpatient days. In addition, Silver Cross now believes that certain observation patients were also counted as admitted patients. As a result of these errors, Silver Cross incorrectly reported its hospital admissions and inpatient days. Thus, it is requesting the State Board adjust its utilization data. II. Background Information Silver Cross is located in HSA IX (Will County) in the A-3 hospital planning area. The State Agency notes the hospital is authorized for 34 beds. Table One list the authorized beds by clinical service. The data is Table One was obtained from Silver Cross 25 hospital profile. Request Details On February 4, 27, the State Agency received a request from Silver Cross requesting corrections to its 24 bed utilization data. Specifically, Silver Cross notes that in the process of compiling the necessary data and completing its most recent AHQ, Silver Cross learned that certain 24 AHQ data submitted were incorrect. Silver Cross indicated that an internal review of its data revealed inaccurate bed utilization for their published 24 data. According to Silver Cross, the 24 AHQ profile (published by the State Agency on May 5, 2) overstated the hospital utilization data. Specifically, Silver Cross states that its 24 admissions and patient days are overstated. The State Agency notes that for the 24 AHQ, observation days were not separately listed from inpatient days. Table Two shows the data originally submitted by Silver Cross the requested corrections. State Agency Finding(s) The State Agency notes the following for the State Board s consideration: A. The Health Facilities Planning Act ( Act ) grants the State Board jurisdiction to collect data from health care facilities and to compile an Inventory. B. The State Board, through its administrative rules, has delineated policies on the collection of data from health care facilities in order to compile an Inventory and to assist in comprehensive health care planning. V. Summary As referenced, the State Board s rules provide a mechanism to collect information from health care facilities. This data is an integral component of the State Board s review of proposed projects because it allows for a quantifiable assessment of: ) a proposal compared to the needs of a specific planning area, 2) the potential impact the proposal will have on existing health care providers and 3) the proposal s ability to meet the mandated requirements of the Health Facilities Planning Act (i.e., increased access, improved quality and unnecessary duplication of services). The State Agency also notes that Silver Cross was provided an opportunity to correct its 24 data in late 25 and early 2 to the data it submitted during the survey process. The State Board could determine that the revised bed utilization

Should the State Board determine not to accept the requested corrections, the 24 profile for Silver Cross would not change. VI.
