FRP award-eligible resources are 5-minute dispatchable and have economic energy bids in RTM. Forecasted Movement shall apply to all resources that have movement from binding to the first advisory interval of a given RTPD or RTD market run. Real-Time Market Uncertainty Movement for resources classified under the Supply Category shall only apply to VER resources with DOT Instructions that meet (within tolerance) their VER Forecast. This is a simplification such that uncertainty movement only applies to supply resources with schedules based on a forecast. Intertie and Load category resources shall still have uncertainty movement calculated. All uncertainty movement is in RTD only. No FRU/FRD bids or self-schedules allowed in RTM, rather FRP prices are set by the opportunity cost based on the submitted economic energy bid. FRP awards are not reserved between markets and re-procured each new market run.
