SI 5435 (translation of Israel Natinal Deviations only) Notice of measure of compliance of Israeli Standards with foreign Standards or documents This Standard, excluding the Israel national deviations, is identical to the American Standard, ANSI/NFPA 130: 2000 Descriptors: fire safety, passenger transport, railway vehicles, railway equipment, fire resistance. Updating the Standard Israel Standards are reviewed periodically at least every five years, in order to adapt them to scientific and technological developments. Users of Standards should ascertain that they are in possession of the latest editions of the Standard including its Amendments. A document appearing in the Reshumot (The Israeli Official Journal) as an Amendment may be a separate Amendment, or an Amendment incorporated into the Standard. Introduction to the Israel Standard This Israel Standard is the American Standard ANSI/NFPA 130 from the year 2000, approved as an Israel Standard with Israel national deviations. The following are brought in the Hebrew language: - The Scope clause with Israel national deviations - Details of the Israel national deviations to the clauses of the American Standard Israel national deviations were added only in places where it was necessary to modify the requirements of the American Standard to the legal requirements, regulations, Israel Standards and the organizational system in Israel. After the Hebrew part, the American Standard is brought in the English language only. Scope (Clause 1-1 of the American Standard with Israel national deviations) 1-1.1 This Standard covers fire safety requirements for fixed guideway transit and passenger rail systems. These are underground, surface, and elevated systems of light transit, "metro trains" and heavy passenger vehicles. The Standard is applicable to the rail guideways, the vehicles themselves vehicles and cars, stations, maintenance and storage areas and their facilities, smoke control systems, emergency communication and emergency procedures. The Standard relates to the fire safety of passengers and the employees in the stations, on the rail guideways and on the vehicles themselves. This Standard establishes minimum requirements for each of the identified subsystems. In the case of difficulty in maintaining a specific requirement given in this Standard, due to topographic or other reasons related to the physical design of the rail system, the Firefighting and Rescue Commissioner has the authority to lighten the requirement according to the specific reason and the principles of the Standard. In addition to this Standard, other Israel Standards are applicable to the safety of the rail system, such as SI 1227 Part 2, SI 5350, SI 50119 and SI 62128 Parts 1 and 2. 1-1.2 This Standard shall not cover requirements for the following: 1. Conventional freight systems; 2. Buses and trolley coaches; 3. Circus trains; 4. Tourist, scenic or historic operations; 5. Any other system of transportation not included in the definition of 1-5.19. To the extent where a system, including those listed above in subclauses 1 to 5 introduces hazards of a similar nature to those addressed herein, this Standard, shall be permitted to be used as a guide. 1

1-1.3 Nothing in this Standard is intended to prevent the use of new methods, materials or devices, provided that sufficient technical data are submitted to the authority having jurisdiction to demonstrate that the new methods, materials and devices are equivalent to or superior to the requirements of this Standard with respect to fire resistance and safety. This use of new methods, materials or devices is conditional on meeting the requirements of Israeli laws or Israel Standards, and lacking an Israel Standard, the requirements of an International Standard, regional Standard or national standard, and approval of the authority having jurisdiction. Details of Israel national deviations to the clauses of the American Standard CHAPTER 1 - GENERAL 1-2 Purpose The clause is applicable with the following addition: 1-2.1 Design, construction and maintenance Light transit systems, "metro" train systems and heavy passenger train systems shall be designed, constructed and maintained in such a manner that during a fire or a firerelated emergency incident, it will provide protection of the persons that are not aware of the initial development of the fire, for a period required for their egress, to transfer them to another location or to protect them on location. 1-2.2 Constructive completeness The constructive completeness of stations, structures and tunnels shall be maintained for the time period required for the egress of persons, to transfer them to another location or to protect them on location trapped in the structure, and to protect the fire-fighting and rescue services. 1-2.3 Effectiveness of the emergency systems The emergency systems shall be effective in reducing the danger or easing the situation during use. Also the systems shall be reliable and maintained at a level in which they were designed to operate and remain available for operation according to plan. 1-3 Characteristics of Fire Safety The clause is applicable with the following addition: The protection methods described in this Standard are based on the assumption that there is one fire source. 1.5 Definitions The clause is applicable with Israel national deviations noted below: 2

1-5.3 Authority The definition is not applicable and shall be replaced by the following: 1.5-3 Authority - In systems established on a concession agreement where the state is a party: applicable authority, as defined in the concession agreement. - In systems not established on the said concession agreement: Ministry of Transportation or a body appointed on its behalf. 1-5.4 Authority Having Jurisdiction The following shall be added to the definition: The person authorized for this matter is the Chief Firefighting Inspector. 1-5.8 Combustible Load of a Vehicle The following shall be added to the definition: This value shall also be expressed in SI units. 1-5.9 Command Post The definition is not applicable and shall be replaced by the following: 1-5.9 Forward Command Post The location at the emergency occurrence site where the person in command is present and contains the command, coordination, control and communication operations. 1-5.14 Effective Fire Load The following shall be added to the definition: This value shall also be expressed in SI units. 1-5.19 Fixed Guideway Transit System The following shall be added to the definition: This definition refers to light trains and "metro" trains. 1-5.21 Flame Spread Index The definition is not applicable and shall be replaced by the following: 1-5.21 Flame Spread Index Flame spread index as defined by Israel Standard SI 755 clause 2.3.2 (Fire spread test). Note: This test is applicable also to other materials, in addition to construction materials. 1-5.22 Guideway After the words "underground tunnels", add the words, "and stations". 3

1-5.27 Listed The definition is not applicable and shall be replaced by the following: 1-5.27 Listed A. Equipment, components and services included in the list approved by an approved laboratory (A) and complying with the applicable Israel Standards; or B. Equipment, components and services included in the list approved by an approved laboratory and approved by UL (B) or FM (C) laboratories as complying for use according to NFPA Standards, or approved by other national laboratories; or C. Equipment, components and services included in the list approved by an approved laboratory and equivalent to those approved as given in subclause B, and also approved by the authority having jurisdiction. 1-5.29 Noncombustible The definition is not applicable and shall be replaced by the following: 1-5.29 Noncombustible Construction material classified as VI.4.4 in accordance with Israel Standard SI 755. 1-5.32 Passenger Rail System The following shall be added to the definition: This definition refers to a heavy passenger train. 1-5.34 Point of Safety The definition is applicable with the following modifications: - The words, "An enclosed" to "outside the structure" are not applicable and shall be replaced by the following: A safe outlet path as defined in the clause of definitions of the Design and Construction Regulations (request for license, conditions and fees) 1970. - Add the following after the word, "passengers": such as the second tunnel in a system consisting of two tunnels, separated from the point of fire and smoke. 1-5.39 Specific Optical Density The definition is not applicable and shall be replaced by the following: 1-5.39 Smoke density The smoke density for construction materials determined in accordance with Israel Standard SI 755, clause 2.4 (Smoke density). For all other materials, the optical density (A) (B) (C) The Standards Institution of Israel or anyone approved by the Director of Standardization in accordance with Clause 12(a) of the Standards Law 1953, to test equipment, components and services for compliance with the requirements of the Standard and to issue a test certificate accordingly. is the density determined according to the American Society for Testing and Materials document ASTM E 662-1994. 1-5.40.2 Station, Open The definition is not applicable and shall be replaced by the following: 1-5.40.2 Station, Open A station that at least 50% of the ceiling or wall is open, or that the open area in the ceiling or wall is less but it has been shown by an engineering analysis, as defined in clause 1-5.16 that the dispersion of smoke is effective and that the bottom smoke layer does not sink below a height of 2.2 m from the highest floor level where people are found, for ten minutes. 1-5.45 Tenable Environment The definition is not applicable and shall be replaced by the following: 1-5.45 Tenable Environment An environment that permits self rescue of persons during a specific time period. - The following new definitions shall be added after definition 1-5.48: 1-5.49 The English term, "shall" A term in the American Standard that indicates a mandatory requirement. 1-5.50 The English term, "should" A term in the American Standard that indicates a recommendation or proposal but not a requirement. 1-5.51 Mean release rate of heat Mean release of heat per unit area for a time period beginning from ignition and ending 180 seconds afterwards, as measured (in kw/m²) in accordance with NFPA 271 or ASTM E 1354. 1-5.52 Entering persons load Number of passengers boarding the train from the platform. 1-5.53 Exiting persons load Number of passengers alighting from the train to the platform. 1-5.54 Rate of smoke release The rate of smoke release in a fire occurrence, as a function of time (m²/s). 1-5.55 Time interval between trains Time interval between the arrival of successive trains to the platform at the station. 1-5.56 Connecting persons load Number of passengers traveling on the train between two stations. 1-5.57 Non-mechanical emergency ventilation system System of smoke collectors, smoke openings or/and smoke shelves, designed to respond to the environmental criteria without the use of bellows. 5

1-5.58 Train car A unit of vehicle compartments (three at most) constituting one unit. Chapter 2 Stations 2-1 General The clause is applicable with the following addition: 2-1.1 Application The following shall be added to the clause: This chapter is also applicable to stations for heavy passenger trains. 2-2 Construction The clause is applicable with the following Israel national deviations: 2-2.1 Construction Materials The clause is not applicable and shall be replaced by the following: 2-2.1 Construction Materials Construction materials of bearing elements of the station shall be noncombustible (type VI.4.4), as defined in Israel Standard SI 755. Other building materials shall meet the appropriate requirements specified in Israel Standard SI 921, Part 6. Fire resistance according to the criteria of stability, as defined in Israel Standard SI 931, Part 1.1, of bearing elements of an enclosed station (D) adjacent to the train guideways up to a distance of 5 m from the edge of the adjacent guideway, shall be at least 90 minutes. Fire resistance according to the criteria of stability of all the bearing elements in the ancillary spaces shall be as required below in clause 2-2.3.2. Fire resistance according to the criteria of stability of all the other bearing elements of an enclosed station shall be at least 60 minutes, for enclosed stations (D), unless they support a construction element above, having a higher requirement. In this case, their fire resistance shall be at least as the upper elements. 2-2.2 Safeguards During Construction The reference to NFPA 241 is not applicable and shall be replaced by: Work Safety Order. Where relevant requirements by law are lacking, the requirements of the American document NFPA 241 shall be applicable. (D) Enclosed station see definition 1-5.40.1. 6

2-2.3.2 Ancillary Spaces The clause is not applicable and shall be replaced by the following: 2-2.3.2 Ancillary Spaces Fire resistance of separation elements and the envelope of service spaces according to the criteria of completeness and insulation capacity, as defined in Israel Standard SI 931, Part 1.1 shall be as follows (E) : A. Transformer and switching stations: a fire separation of 180 minutes from any space whatsoever; B. Electrical control rooms, electrical rooms, battery rooms, trash rooms, train control rooms and accompanying battery rooms: a fire separation of 120 minutes from any space whatsoever; C. Public spaces: a fire separation of 120 minutes from non-public spaces. 2-2.3.3 Doors and Openings The words, "shall be protected" to the end of the clause are not applicable and shall be replaced by the following: shall be protected by fire doors classified as 1.5/1.5/0.5 as defined in Israel Standard SI 1212, excluding the transformer and switching stations that shall be protected by fire doors classified as 3/3/0.5 as defined in Israel Standard SI 1212. 2-2.3.5 Fire Separation The last sentence, beginning with, "The fire separation for" is not applicable. 2-2.3.6 Openings The reference to NFPA 80 is not applicable and shall be replaced by: SI 1212 Fire doors: Fire resistance - After clause 2-2.3.6, the following clause 2-2.3.7 shall be added: 2-2.3.7 Platform end doors Separation of the platform at stations from the guideways by horizontal sliding doors (PED) are permitted if the following conditions are met: A. The doors permit emergency egress from the train to the platform without any connection to the stopping location of the train. B. The doors permit egress when the force applied to them from the train does not exceed 222 N. C. The doors are designed to withstand positive and negative pressures caused by passing trains. (E) The designer shall calculate the required fire resistance in order to check if a higher fire resistance than that required by the clause, is needed. 7

2-4 Wiring Requirements The clause is applicable with the following modifications: 2-4.1 The reference to NFPA 70 is not applicable and shall be replaced by: Israel Electricity Law with its regulations and relevant Israel Standards. If relevant Israel Standards are lacking, the requirements of relevant European Standards shall apply. 2-4.3 The reference to NFPA 70 is not applicable and shall be replaced by: Israel Electricity Law with its regulations and relevant Israel Standards. If relevant Israel Standards are lacking, the requirements of relevant European Standards shall apply. 2-4.4 The reference to NFPA 70 is not applicable and shall be replaced by: Israel Electricity Law with its regulations and relevant Israel Standards. If relevant Israel Standards are lacking, the requirements of relevant European Standards shall apply. 2-4.5 The reference to IEEE 383 is not applicable and shall be replaced by: Israel Standard SI 1739, Part 3. 2-5 Means of Egress The clause is applicable with the following Israel national deviations: 2-5.1 General The reference to NFPA 101 is not applicable and shall be replaced by: Design and Construction Regulations (request for license, conditions and fees) 1970. 2-5.2 Occupant Load 2-5.2.3 The words, "exit lanes" in the line before the last is not applicable and shall be replaced by the words: egress lanes. 2-5.2.4 The reference to NFPA 101 is not applicable and shall be replaced by: Design and Construction Regulations (request for license, conditions and fees) 1970. 2-5.3 Number and Capacity of Exits 2-5.3.3 Exit Lanes, Doors and Gates 2-5.3.3.2 Stairs, Stopped Escalators, and Ramps of Over 4 Percent Slope The following shall be added to the clause: Measurement of the width of escalators shall be between the center of the handrails on both sides. The width of the surface and the angle of the escalators shall comply with the requirements of the Design and Construction Regulations (request for license, conditions and fees) for escalators. 2-5.3.3.3 Doors and Gates The following shall be added to the clause: The width of the minimum light opening of the door shall be 900 mm. 8

2-6 Emergency Lighting The clause is applicable with the following Israel national deviations: 2-6.1 A. The reference to NFPA 101 is not applicable and shall be replaced by: Design and Construction Regulations (request for license, conditions and fees), the second addition, for lighting orientation, and Israel Standard SI 20, Part 2.22. B. The following shall be added to the clause: The signs and symbols shall be in accordance with the Design and Construction Regulations (request for license, conditions and fees), the second addition. Where relevant requirements are lacking, the signs and symbols shall be in accordance with NFPA 101. 2-7 Fire Protection The clause is applicable with the following Israel national deviations: 2-7.1 Protective Signaling Systems 2-7.1.1 The reference to NFPA 72 is not applicable and shall be replaced by: SI 1220, all parts. Where relevant definitions or requirements are lacking in the Israel Standard, the definitions and requirements in the American document, NFPA 72, shall apply. 2-7.1.5 The clause is not applicable and shall be replaced by the following: 2-7.1.5 In service areas, including spaces between ceilings, automatic fire and smoke detectors shall be installed that meet the requirements of Israel Standard SI 1220, all parts. Where relevant definitions or requirements are lacking in the Israel Standard, the definitions and requirements in the American document, NFPA 72, shall apply. 2-7.2 Emergency Communication 2-7.2.1 The clause is not applicable and shall be replaced by the following: 2-7.2.1 A public address system and emergency voice alarm devices, such as emergency telephones complying with the American document, NFPA 72, and local (interior) fire alarm push buttons are required to be installed in stations. 2-7.3 Automatic Sprinkler Systems 2-7.3.1 The following shall be added to the clause: An automatic sprinkler system shall also be installed in walkways for the public in enclosed stations. 2-7.3.2 The clause is not applicable and shall be replaced by the following: 2-7.3.2 Installation of the sprinkler systems shall be in accordance with Israel Standard SI 1596. 2-7.3.4 The following shall be added to the clause: The alternative systems in places such as electrical rooms, communication rooms and control rooms may be gas extinguishing systems ("clean systems"). 9

2-7.4 Standpipe and Hose Systems 2-7.4.1 The clause is not applicable and shall be replaced by the following: 2-7.4.1 Near every entrance to an underground station, a hydrant shall be installed with a 4" standpipe with a 3" diameter double extinguishing tap (having a split head) that complies with the requirements of Israel Standard SI 448. Within the station firefighting stands shall be installed with a maximum spacing of 50 m between them. The stands shall include a 2" diameter firefighting tap in accordance with Israel Standard SI 448, a reel for firefighting in accordance with Israel Specification, SII 308, two 15 m long hoses complying with Israel Standard SI 365 and a branch. Installation of the hydrants shall be in accordance with Israel Standard SI 4290. The water pressure in the line shall not be less than 2 bars and not greater than 7 bars. The minimum water flow to the 3" extinguishing tap shall be 400 l/min, and 250 l/min. to the 2" extinguishing tap. The fire extinguishing piping shall be designed to supply an overall water flow of 1300 l/min. at a dynamic pressure of not less than 2 bars. 2-7.4.2 The clause is not applicable. 2-7.4.3 The dimension, "100 ft (30.5 m)" is not applicable and shall be replaced by 50 ft (15 m). 2-7.5 Portable Fire Extinguishers The clause is not applicable and shall be replaced by the following: 2-7.5 Portable Fire Extinguishers The number, size, type and location of portable fire extinguishers shall be as required by Israel Standard SI 129, Part 2. - After clause 2-7.5, a new clause shall be added as follows: 2.8 Rescue Means A lift shall be installed in accordance with the requirements of the Equal Rights Law for Persons with Disabilities, 1999 and the Equal Rights Regulations for Persons with Disabilities (arranging accessibility for public transportation services), 2003. The lift shall meet the requirements given in Israel Standard SI 5350, clause 5.19 (Lifts Basic requirements). Chapter 3 Trainways 3-1 General The clause is applicable with the following Israel national deviations: 10

3-1.1 The following shall be added to the clause: This chapter is also applicable to heavy passenger trainways. 11

3-1.3 Warning Signs The last sentence, beginning with the words, "The warning signs" is not applicable and shall be replaced by the following: The warning signs shall clearly state the hazard (e.g. "Danger, high voltage 1500 volts") and shall be in accordance with Israel Standard SI 659 and Israel Standard SI 3864, Part 1 (F). 3-1.4 Emergency Telephone The words, from "and at other locations" are not applicable and shall be replaced by the following: An emergency telephone (firemen's telephone) shall be installed also next to each passage between tunnels, next to each egress exit and next to every other fire stand. The telephone shall meet the requirements in the American document, NFPA 72. 3-2 Underground (Subways) The clause is applicable with the following Israel national deviations: 3-2.1 Construction Materials 3-2.1.1 and 3-2.1.2 The text in these clause is not applicable and shall be replaced by the following: According to the performance technology and its components, the construction materials of bearing elements, perimeter walls and lining components shall be of the "noncombustible" type (VI.4.4) as defined in Israel Standard SI 755. The fire resistance of bearing elements shall not be less than 90 minutes. 3-2.1.4 Underwater tubes The clause is not applicable and shall be replaced by the following: 3-2.1.4 Underwater tube Underwater tubes shall be of the "noncombustible" type (VI.4.4). The fire resistance of the tubes shall not be less than 90 minutes. 3-2.1.5 The following shall be added to the clause: Connections of combustible materials shall be at least of type V.0 in accordance with the American Standard, UL 94. When using continuous material for anchoring or rail insulating, it shall be of type IV.3.2 or better in accordance with Israel Standard SI 755. 3-2.1.6 The clause is not applicable and shall be replaced by the following: (F) SI 3864 Part 1 is in preparation. Until its publication, the requirements shall be as specified in The Standards Institution of Israel Specification, SII 273. 12

3-2.1.6 Fire resistance according to the stability criteria, as defined in Israel Standard SI 931, Part 1.1 of bearing elements of egress shafts and ventilation system shafts shall be at least 180 minutes. 3-2.3 Wiring Requirements 3-2.3.1 The reference to NFPA 70 is not applicable and shall be replaced by: Israel Electricity Law with its regulations and relevant Israel Standards. If relevant Israel Standards are lacking, the requirements of relevant European Standards shall apply. 3-2.3.3 The reference to NFPA 70 is not applicable and shall be replaced by: Israel Electricity Law with its regulations 3-2.3.4 The reference to Article 310 of NFPA 70 is not applicable and shall be replaced by: Israel Electricity Law with its regulations and relevant Israel Standards. If relevant Israel Standards are lacking, the requirements of relevant European Standards shall apply. 3-2.3.5 The reference to IEEE 383 is not applicable and shall be replaced by: Israel Standard SI 1739, Part 3. 3-2.3.8 The following shall be added to the clause: Alternatively, the wiring for emergency lighting and emergency signs shall be fireproof and shall be placed within piping, resistant to a temperature of 500 C without embedment of the piping in concrete. 3-2.4 Emergency Exit Details 3-2.4.2 The clause is not applicable and shall be replaced by the following: 3-2.4.2 In a unified (G) tunnel (two rails in the tunnel) the egress openings to a safe outlet path shall be one of the following alternatives: A. Openings on each side of the tunnel where the distance between any two openings on the same side does not exceed 380 m. When there is a proven limitation, presented and approved by the Firefighting Authority, such as lack of room due to structures, topographic problems and road rights, openings shall be installed on one side only provided that flat walking surfaces, at the rail height (so that the rails are embedded in the surface) without obstacles and protrusions. The walking surfaces shall be at intervals of up to 95 m and 5 m wide between egress lanes. B. Openings on each side of the tunnel where the distance (measured along the tunnel) between any two openings on any side does not exceed 380 m and provided that between the egress lanes there is a flat uniform surface at the rail height (so that the (G) or unitised or integrated. 13

rails are embedded in the surface), without obstacles and protrusions through the whole width between the egress lanes and through the whole tunnel length. Stairways shall be designed in accordance with the Design and Construction Regulations for the sheltered stairways. The stairway shall lead directly outdoors. A stretcher lift shall be installed, backed-up with an emergency generator, if at least one of the following conditions exist: A. The difference in levels between the lowest step to the highest step in the sheltered stairway exceeds 20 m; B. The difference in levels between the lowest step to the highest step in the sheltered stairway exceeds 15 m and the tunnel length is greater than 760 m. 3-2.4.3 Subclause (1): A. The following shall be added to the clause: In cross sheltered cross passageways, air shall be supplied by over-pressure to prevent the entrance of smoke. The design shall be based on Israel Standard SI 1001 Part 2.2. The minimum velocity of air flow from the sheltered cross passageway to the tunnel where an emergency incident has occurred, where the doors between them are open, shall be one m/s. B. The value "800 ft (244 m)" is not applicable and shall be replaced by 250 m. 3-2.4.4 Doors The following shall be added to the clause: The hardware installed shall be identical to the hardware tested together with the door in the required fire resistance test and complied with the requirement. The doors in cross sheltered passageways may be sliding doors, provided that they are also smoke and fire doors complying with the requirements of Israel Standard SI 1212. 3-2.4.5 Exit hatches The clause is not applicable and shall be replaced by the following: 3-2.4.5 Exit hatches 3-2.4.5.1 Exit openings may exist in the egress paths only if the following conditions are met: A. The hatches are equipped with a manual handle that can be easily opened from the side of egress. B. The hatches can be opened by not more than one opening operation. C. The force required to open the hatch, applied to the opening unit shall not exceed 133 N. D. The hatch shall be equipped with a handle that automatically holds the latch open to preclude accidental closure. 3-2.4.5.2 Hatches shall be capable of being opened from the outside in a manner that allows access by authorized personnel only. 14

3-2.4.5.3 Emergency exits with hatches shall be identified from outside by a marking and sign warning against their obstruction. All the openings shall be protected in a manner that prevents vehicle parking or other means above it, and shall allow free opening of the latches and free exit from these openings. 15

3-2.4.7 Emergency Lighting 3-2.4.7.1.2 The following shall be added to the clause: All the signs for cases of emergency shall be written in accordance with the instructions in clause 3-2.4.8.3. - After clause 3-2.4.7.1.3, the following new clause shall be added: 3-2.4.8 Directional signs 3-2.4.8.1 Tunnels longer than 60 m shall be equipped with directional signs directing to the exit. 3-2.4.8.2 Signs shall be installed at maximum spacing of 25 m from each other on both sides of the underground or closed rails that direct to the station or exit. 3-2.4.8.3 Every directional sign, including that lit by emergency lighting, shall be written in Hebrew, with the addition of a symbol (pictogram). The sign, text and symbol shall be in accordance with the Design and Construction Regulations, second addition, and lacking relevant requirements, the sign, text and symbol shall be in accordance with NFPA 101. See Annex A for an example of a marking for the exit opening. 3-2.4.8.4 Exit openings from tunnels shall be marked by illuminated lit signs. 3-2.4.8.5 Special Directional Signs In tunnels requiring a smoke control system, directional means shall be installed showing the direction of egress required during an emergency event. The control of the egress direction by directional means shall be from the Control Center. The default shall be in the direction opposite to the smoke release flow. The directional means shall include visual devices installed in the tunnels. 3-2.5 Traction Power 3-2.5.2 Traction Power Contact Rail Protection 3-2.5.2.3 The reference to NFPA 255 is not applicable and shall be replaced by: Israel Standard SI 755. The flame spread rating shall be at least V. 3-2.5.2.4 The reference to IEEE 383 is not applicable and shall be replaced by: Israel Standard SI 1739, Part 3, clause 2.5 (Flame Tests). 3-2.5.3 Traction Power Overhead Contact System Protection 3-2.5.3.2 The clause is applicable with the following modification: The reference to IEEE 383 is not applicable and shall be replaced by: Israel Standard SI 1739, Part 3, clause 2.5 (Flame Tests). 3-2.6 Egress for Passengers The following shall be added to the beginning of the clause: If the width of the egress lane at the walking surface height is less than 90 cm, the 16

evacuation of persons with mobility disabilities shall be, if necessary, with rescue chairs as specified in Israel Standard SI 5350. - After clause 3-2.6.6, the following clause 3-2.6.7 shall be added: 3-2.6.7 Width of Egress Lane in Tunnels 3-2.6.7.1 Double Tunnels - In double tunnels (one track in the tunnel), there shall be an egress pathway whose net width is at least 1.10 m, on the side nearest the parallel tunnel measured from the egress walkway surface, up to a height of 2.10 m above the egress walkway surface, without obstacles and protrusions. - Alternatively, there shall be egress pathways on both sided of the tunnel. Each pathway shall have at least 70 cm net width, measured from the egress walkway surface, up to a height of 2.10 m above the egress walkway surface, and at least a net width of 80 cm measured at a height of 1.42 m above the egress walkway. Also, there shall be access pathways for firemen on both sides of the tunnel, between the rail lines and the egress walking surface. The access pathways shall be flat, at the track pavement level, without obstacles along the whole tunnel, and a net width of at least 70 cm, measured on the track bed between the rail base and the walking surface. In addition to that, there shall be crosspassages between the two egress walkways, opposite the exits to corridors connecting parallel tunnels, as defined in clause 3-2.6.5. Between the crosspassages and the egress walkways, there shall be a connection by sloped surfaces, whose incline does not exceed 8 %, as required in Chapter H of the Design and Construction Regulations (request for license, conditions and fees). The threshold of the egress walkway near the track bed shall be marked with an emitting light along its whole length. - Alternatively, another solution can be given provided that it is approved by the Firefighting Authority. 3-2.6.7.2 Unified (G) Tunnels In unified tunnels (two tracks in a tunnel), there shall be an egress pathway on both sides of the tunnel. The pathway net width shall be at least 1.10 m, measured from the egress walkway surface, up to a height of 2.10 m above the egress walkway surface, without obstacles and protrusions. 3-2.7 Protection 3-2.7.1 Automatic Fire Protection The following shall be added to the clause: Along the whole tunnel trainway where a smoke removable system is required, detectors shall be installed of the heat detector type or camera detectors in a closed 17

circuit that meet the requirements of NFPA 72. All the detectors shall transmit notices to the central supervising station of the train and to the Firefighting authority in whose jurisdiction the event occurred. Calibration of the detection systems shall meet the requirements of all parts of Israel Standard SI 1220. Lacking any specific requirements in all parts of Israel Standard SI 1220, the requirements in the American document, NFPA 72 shall apply. 3-2.7.2 Standpipe and Hose Systems The clause is not applicable and shall be replaced by the following: 3-2.7.2 Hydrant Systems Hydrant systems shall be installed in all the underground or original trainways, as follows: A hydrant on a 4" diameter standpipe with a double 3" diameter fire tap, complying with the requirements of all parts of Israel Standard SI 448 shall be installed every 90 m, at most, with threaded couplings that comply with the requirements of Israel Standard SI 449, and next to them a cabinet, each containing 15 m long hoses complying with the requirements of Israel Standard SI 365, one multi-use branch and a 12 kg powder extinguisher complying with the requirements of Israel Standard SI 570 Part 1. The number of hoses shall be determined according to the distance between hydrants, divided by 30 and rounded upwards. Alternatively, in place of an extinguisher, fire extinguishing reels shall be installed whose length matches the distance between hydrants, that are permanently connected to the water system. The water feed line shall be at least 4" in diameter. The water pressure in the line shall not be less than 2 bars and not more than 7 bars. Installation of the hydrants shall be in accordance with Israel Standard SI 4290. The minimum water flow to the 3" extinguisher tap shall be 400 l/min and 250 l/min to a 2" extinguisher tap. The fire extinguishing piping shall be designed to supply a total water flow rate of 2000 l/min at a dynamic pressure that is not less than 2 bars. 3-2.7.2.1 The clause is not applicable and shall be replaced by the following: 3-2.7.2.1 For tunnels longer than 120 m, hydrant systems shall be installed. 3-2.7.2.2 The following shall be added to the clause: For 4" diameter piping, the water pressure shall not be less than 2 bars and not more than 7 bars and the minimum water rate shall be as follows: For a 3" extinguisher tap 400 l/min; For a 2" extinguisher tap 250 l/min. 3-2.7.2.3 The last sentence, beginning "Exposed tunnel" to the end of the clause is not applicable and shall be replaced by the following: 18

The piping along the tunnels shall be painted red. The fire taps shall be marked with red-white light reflecting paint. 3-2.7.3 Standpipe Installations in Tunnels under Construction 3-2.7.3.2 The clause is not applicable and shall be replaced by the following: 3-2.7.3.2 A permanent hydrant system containing a hydrant on a 4" diameter standpipe with a double 3" diameter fire tap, complying with the requirements of all parts of Israel Standard SI 448 shall be installed every 60 m, with threaded couplings that comply with the requirements of Israel Standard SI 449, and next to them a cabinet, each containing 15 m long hoses complying with the requirements of Israel Standard SI 365, one multi-use branch and a 12 kg dry powder extinguisher complying with the requirements of Israel Standard SI 570 Part 1. The number of hoses shall be determined according to the distance between hydrants, divided by 30 and rounded upwards.. The water feed line shall be at least 4" in diameter. The water pressure in the line shall not be less than 2 bars and not more than 7 bars. Installation of the hydrants shall be in accordance with Israel Standard SI 4290. The fire extinguishing piping shall be designed to supply a total water rate of 2000 l/min at a dynamic pressure that is not less than 2 bars. 3-2.7.3.3 The requirement for a hydrant with a 2½" diameter extinguisher tap is not applicable and shall be replaced by the following: A hydrant with a 3" diameter extinguisher tap in compliance with all parts of Israel Standard SI 448. 3-2.7.3.4 The following shall be added to the clause: The discharge line shall be equipped with threaded couplings for fire extinguishing equipment in accordance with Israel Standard SI 449 and a closing cover. 3-2.7.4 Portable Fire Extinguishers The clause is not applicable and shall be replaced by the following: 3-2.7.4 Portable Fire Extinguishers Portable fire extinguishers shall be provided in such numbers, sizes and types and at such locations in tunnels as determined in accordance with Israel Standard SI 129 Part 2. - After clause 3-2.7.4, the following new clause shall be added: 3-2.7.5 Protection of Metal Piping The protection of metal piping shall be in accordance with that required in Israel Standard SI 5350, clause 5.14 (Protection of metal piping). 19

3-2.8 Flammable and Combustible Liquids Intrusion 3-2.8.2 Median and Sidewalk Terminations The dimension "6 in. (152.4 mm)" is not applicable and shall be replaced by: 150 mm. 3-2.8.3 Aboveground Atmospheric Storage Tanks The words, "Class I flammable liquid or Class II or Class III combustible liquids" are not applicable and shall be replaced by: all containers containing ignitable or flammable materials. 3-2.8.4 Underground Storage Tanks The words, "Class I flammable liquid or Class II or Class III combustible liquids" are not applicable and shall be replaced by: all containers containing ignitable or flammable materials. 3-2.8.4.1 The following shall be added to the clause: The containers buried in the ground and their piping shall comply with the requirements of Israel Standard SI 4571 Part 1. 3-2.8.5 Service Stations 3-2.8.5.2 A. The dimension "6 in. (152.4 mm)" is not applicable and shall be replaced by: 150 mm. B. The words, "from adjacent subway property" are not applicable and shall be replaced by: from tunnel ventilation gratings or from tunnel entrances or exits. 3-2.8.6 Existing Storage Tanks in or under Buildings 3-2.8.6.2 The following shall be added to the clause: The text in this clause is also applicable to Class C fuel defined in the Business License Regulations (petroleum storage), 1976, for the storage of 2,200 or more liters. 3-2.8.6.3 The following shall be added to the clause: The text in this clause is only applicable to Class C fuel defined in the Business License Regulations (petroleum storage), 1976, for the storage of less than 2,200 liters. 3-2.8.6.4 The words, "tanks shall be UL-listed double wall" are not applicable and shall be replaced by: the tanks shall comply with the requirements of Israel Standard SI 4571 Part 1. 3-3 Surface The clause is applicable with the following Israel national deviations: 3-3.2 Construction Materials The clause is not applicable and shall be replaced by the following: 3-3.2 Construction Materials 20

All construction materials and construction products, including acoustic walls up to a distance of 10 m from the edge of the track, shall be "noncombustible" (VI.4.4). Acoustic walls or continuous fences greater than 10 m distance shall be at least type V.3.3 as defined in Israel Standard SI 755. 3-3.4 Electrical Wiring and Cable Requirements The reference to NFPA 70 is not applicable and shall be replaced by the following: The Israel Electricity Law with its regulations and the relevant Israel Standards. Lacking relevant Israel Standards, the requirements of relevant European Standards shall apply. 3-3.5 Emergency Access 3-3.5.1 The clause is not applicable and shall be replaced by the following: 3-3.5.1 A lane shall be provided between every two stations to allow the travel of a fire and rescue vehicle through the whole length of the track route. It shall be at least 4 m wide. The height without obstacles shall be at least 4.70 m for the complete length and width of travel path. The height can be lowered to 4.20 m under structures (such as bridges) and near the entrance and exit from them. Access points shall be provided for a fire and rescue vehicle from the regional road system to this lane, at distances not greater than 3 km. for the length of the route. Where the distance between two stations does not exceed 3 km, one access point is sufficient and it shall be widened to allow maneuvering and return of the fire vehicle at each end of the access lane. Where the rail strip is fenced in and the access lane along the route is between the fenced region, the access to the lane shall be through a gate or a free opening in the fence, at least 4.5 m wide and at least 4.2 m free height. Alternatively, or in sections along the route, where there is no such lane, access shall be provided for firemen to the rail route, such that the maximum walking distance from the access opening for the entrance of firemen to the farthest point in the rail route, accessible through this opening, does not exceed 190 m. The net width of the opening, including the gate, if installed, shall not be less than 1.6 m. Such an access gate shall be located so that the fire and rescue vehicle can approach it from the regular road system. Alternatively, the accessibility of fire and rescue forces shall be possible by specific equipment in accordance with the requirements of the Fire authority, that can travel on the rail. This equipment shall be supplied by the rail operator. Alternatively, the accessibility of fire and rescue forces shall be possible in a manner that an emergency vehicle can travel on the track bed, and enables it to maneuver at each end of the access lane. 21

3-3.5.3 The following shall be added to the clause: All the signs shall be in Hebrew. 3-4 Elevated The clause is applicable with the following Israel national deviations: 3-4.2 Construction Materials The clause is not applicable and shall be replaced by the following: 3-4.2 Construction Materials The construction materials of all elements supporting the system and sustaining its operation shall be of the "noncombustible" type (VI.4.4) in accordance with Israel Standard SI 755. 3-4.3 Traction Power The following shall be added to the clause: For protection of the subject structure against corrosion resulting from electric current on the conductor strip of the train, the requirements of Israel Standards SI 1227 (H) Part 2 and SI 62128 Part 2 shall be fulfilled. 3-4.4 Electric Wire and Cable Requirements The reference to NFPA 70 is not applicable and shall be replaced by the following: The Israel Electricity Law with its regulations. 3-4.5 Emergency Access A. The value "2500 ft (762 m)" is not applicable and shall be replaced by the following: 1250 ft (380 m). B. The following shall be added to the clause: If there are bridges or embankments higher than 30 m above the access roadway: 1. Access shall be possible in a manner that an emergency vehicle can travel on the track bed. 2. Along the track, a 3" diameter fire tap in accordance with all parts of Israel Standard SI 448 shall be installed every 90 m. The water feed line shall be at least 4" in diameter. The line water pressure shall not be less than 2 bars and not greater than 7 bars. The minimum water flow to a single 3" fire tap shall be 400 l/min. 3. Where there are two separate bridges, there shall be escape bridges permitting foot access for the firemen, at intervals not exceeding 760 m from each other. 3-4.6 Egress for Passengers The last sentence is not applicable and shall be replaced by the following: (H) This Standard is being revised. The subject of protection against corrosion resulting from electric current on the conductor strip will be dealt with in the new standard. 22

Egress points shall be lit by emergency lighting. If the egress pathway at the height of the walk surface is less than 90 cm, rescue of persons with mobility disabilities shall be performed, as necessary, by means of rescue chairs as specified in Israel Standard SI 5350. Chapter 4 Emergency Ventilation System 4-1 General The clause is applicable with the following Israel national deviations: 4-1.2.1 The following shall be added after items (1) and (2): and a heavy passenger train. 4-1.2.2 The following shall be added after items (1) and (2): and a heavy passenger train. 4-1.3 The clause is not applicable and shall be replaced by the following: 4-1.3 Where required by clause 4-1.2, the engineering analysis of the ventilation system shall use analytical simulation software appropriate for the quantitative analysis of the dynamic flow of air created in tunnels during fires, and that is equivalent to the results obtained from the use of computational fluid dynamics (CFD) techniques. The results of the analysis shall also contain air velocities not during a fire ("cold") that can be measured during certification (receiving inspection) in order to verify that the air system installed meets the requirements defined by the engineering analysis. The system shall be designed to maintain the required airflow rates for at least the anticipated evacuation time. 4-2 Design The clause is applicable with the following addition: 4-2.1 The following subclause (4) shall be added: (4) Take into consideration the maximum number of trains that may be present between the air shafts during an emergency. 4-3 Emergency Ventilation Fans The clause is applicable with the following addition: 4-3.2 Testing of the bellows may also be tested in accordance with all parts of the British Standard, BS 5588. 4-4 Devices The clause is applicable with the following Israel national deviations: 23

4-4.1 The following shall be added to the clause: The requirements are applicable to the permanent components in the station. 4-4.2 The clause is not applicable and shall be replaced by the following: 4-4.2 The materials of which the devices are made, excluding finishes (such as paint) shall be of the noncombustible type (VI.4.4). Annex A Example of marking for exit opening (normative) This Annex shows an example for marking the exit opening. The marking shall contain text in Hebrew with the addition of a symbol (pictogram). Fig. 1 (dimensions in centimeters) 41
