DISCUSSION: 1. Purpose Award a three -year contract to Los Angeles Tourism & Convention Board (LA Tourism), a not -for -profit 501 C(6) entity, to provide Los Angeles World Airports (LAWA) with air service marketing, promotional, and development consulting services. 2. Prior Related Actions October 3, 2011 - Resolution 24602 (DA -4663) The Board of Airport Commissioners awarded a contract to LA Inc. (now Los Angeles Tourism & Convention Board) for $2,280,000 for international air marketing services for a term of one year with an option for one additional year. September 24, 2012 - Resolution 24923 (DA- 4663A) The Board awarded the one -year option, added a one -year option for international air marketing services to LA Tourism, and increased the total amount of the contract to $4,928,440. August 20, 2013 - Resolution 25197 (DA-4663B) The Board awarded the second one -year option for international air marketing services to LA Tourism and increased the total amount of the contract to $7,428,440. 3. Current Action This contract will allow LAWA to continue its air service marketing, promotional and development program with an effort to acquire new and increased passenger and cargo air service at Los Angeles International Airport (LAX) and LA/Ontario International Airport (LA/ONT) and to preserve and enhance international passenger service as a key driver of the Southern California economy. The focus will be on developing new routes to Central and South America, Mexico, and Asia in general, and secondary Chinese markets in particular. The firm will also develop specific market research and analysis to support new route development and serve as a liaison to airline network planning executives in various countries. The firm will work to market and promote LAWA facilities and services to international airlines and the international travel industry, as well as to international passengers. Finally, the selected firm will provide promotional services for the launch of new flights and assist LAWA with marketing and communication projects. Procurement Process On June 26, 2014, staff released a Request for Proposals for Air Service Marketing, Promotional and Development Consulting Services. On August 5, 2014 we received proposals from three firms: Covington & Associates, LLC ICF SH &E, Inc. Los Angeles Tourism & Convention Board Page 2
The proposals were reviewed by a four -member evaluation panel composed of the following LAWA employees: Deputy Executive Director -Administration Chief Financial Officer Director of Public and Media Relations Senior Management Analyst II- Administration The panel reviewed the written proposal according to the evaluation criteria listed below: Demonstrated comprehension of proposed scope of work 25 Total experience of the firm in providing international air service advertising, 25 marketing and promotional services Fee Schedule / Cost 20 Innovative strategies and approach to perform services described in RFP 20 Record of success in developing and providing international air service marketing 10 activities Total Points 100 The evaluation panel ranked the three firms in the following order: 1. Los Angeles Tourism & Convention Board 2. ICF SH &E, Inc. 3. Covington & Associates, LLC The LA Tourism team demonstrated strong credentials and will deliver to LAWA a high - quality team to meet the needs of Air Service Marketing, Promotional and Development services. The team has over 20 years of experience in the air service industry and has collaborated with LAWA at times over the past two decades on various outreach and marketing efforts, including organization and oversight of City of Los Angeles /LAWA airports international trade missions to Asia, South America, and Mexico, and coordination of LAWA's participation at aviation industry conferences. LA Tourism has expanded its global presence with five international regional offices including London, Tokyo, Beijing, Shanghai, and Sydney and has representation in Germany, South Korea, and Brazil giving LA Tourism direct access to all of the major markets and regions to best provide LAWA with new international opportunities. Action Requested LAWA staff requests award of a three -year contract to Los Angeles Tourism & Convention Board for Air Service Marketing, Promotional and Development Consulting Services in a not - to- exceed amount of $6,600,000. Fiscal Impact The not -to- exceed amount of the contract will be $6,600,000 over a three -year term. Page 3
4. Alternatives Considered Take No Action An alternative is to not award a contract for air service marketing, promotional, and development consulting services and conduct the required work in- house. LAWA does not have adequate staff experience or resources to perform detailed route and market analyses. LAWA staff does not have the airline industry and air service development expertise and experience nor the extensive contacts and professional relationships that consulting firms have developed in the commercial airline industry to effectively design, implement, and oversee this air service marketing, promotional and development program. APPROPRIATIONS: Funds for this item are available in the FY2014-15 Los Angeles World Airports Operating Budget in LAX Cost Center 1220002 - External Affairs, Commitment Item 524 - Advertising & Public Relations. Funding for subsequent years will be requested through the annual budget process. STANDARD PROVISIONS: 1. This action, as a continuing administrative activity, is exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to Article Il, Section 2.f. of the Los Angeles City CEQA Guidelines. 2. This contract is subject to approval as to form by the City Attorney. 3. Actions taken on this item by the Board of Airport Commissioners will become final pursuant to the provisions of Los Angeles City Charter Section 245. 4. Los Angeles Tourism & Convention Board will comply with the provisions of the Living Wage Ordinance. 5. Procurement Services reviewed this action (File No. 10037946) and established a mandatory 10% Small Business Enterprise goal for this project. Los Angeles Tourism & Convention Board has committed to 10% SBE participation. 6. Los Angeles Tourism & Convention Board will comply with the provisions of the Affirmative Action Program. 7. Los Angeles Tourism & Convention Board has been assigned Business Tax Registration Certificate No. 0000901452-0001 -5 prior to execution of contract. 8. Los Angeles Tourism & Convention Board will comply with the provisions of the Child Support Obligations Ordinance. 9. Los Angeles Tourism & Convention Board will have approved insurance documents, in the terms and amounts required, on file with the Los Angeles World Airports prior to issuance of a Notice to Proceed. Pursuant to Charter Section 1022, staff determined the work specified on the proposed contract can be performed more feasibly or economically by an Independent Contractor than by City employees. 11. Los Angeles Tourism & Convention Board has submitted the Contractor Responsibility Program Questionnaire and Pledge of Compliance and will comply with the provisions of the Contractor Responsibility Program. 12. Los Angeles Tourism & Convention Board must be determined by Public Works, Office of Contract Compliance, to be in full compliance with the provisions of the Equal Benefits Ordinance prior to execution of contract. 13. Los Angeles Tourism & Convention Board will be required to comply with the provisions of the First Source Hiring Program for all non -trade LAX Airport jobs. 14.
