Home Care Agencies June 2012 Home care agencies provide medical and non-medical care services. The Colorado Department of Public Health and Environment is responsible for monitoring and evaluating the quality of health care services provided by licensed and certified home care agencies. Home care agencies provide a wide range of health and social services. There are two types of home health care licenses in Colorado ( = License A, = License B). (License A) include nursing, social services, and therapeutic treatments (physical, speech, occupational therapy). can also include bathing, grooming, dressing, and eating. (License B) include help with bathing, grooming, dressing, assistance with ambulation and eating. These services can also include housecleaning, meal preparation, companionship, errands, shopping, going to medical appointments, and laundry but do not include any medical (Registered Nurse/ Certified Nurse Assistant) or therapy services. NOTE: Agencies that hold a License A, can also provide all of the services that License B agencies provide. What services does the agency provide? 2. What are the rates for various services? 3. What if I decide that I no longer want to use the agency s services? 4. Is there a fee for canceling an appointment? 5. What happens if a care provider becomes ill during a shift, or cannot come for their scheduled shift? 6. What oversight is there to make sure that my loved one is not home alone when a care provider should be there? 7. Is there a written plan that specifies the services that are to be provided to my loved one? If a change in care is needed, how is this handled? 8. How do the care providers communicate with family and each other about care and concerns? 9. What type, and how often is training provided to the care providers? 10. How are the care providers matched to the care recipient? 11. Can I interview 2-3 different care providers to choose which person is appropriate to provide care? 12. How are the care providers supervised? 13. If the care provider and the care recipient are not compatible, how does the agency handle this? 14. What type of background check is completed for care providers? 15. What type of insurance does the agency carry? 16. Can the agency provide 24/7 care? If so, how many hours are each shift? 7

Home Care Placement Agencies A Home Care Placement Agency is defined as an organization that, for a fee, provides referrals to consumers seeking home care services. A Home Care Placement Agency does not provide any medical or non-medical services in a consumer s home, either directly or by contract. When you hire a care provider through a Home Care Placement Agency, you become the employer. As a private employer, you are required to pay Social Security, unemployment and payroll taxes and you could be held liable for any work-related injury that occurs on the job. If you choose to hire privately through a Home Care Placement Agency, it might be in your best interest to consult a lawyer and an accountant to assure that you make proper arrangements for all the obligations and liabilities of being a private employer.
