Mid-State Regional Coordinating Council

2007- NH legislature passed RSA 239B establishing the Statewide Coordinating Council for Community Transportation (SCC) Set statewide policies for community transportation Establish a framework for the development of Regional Coordinating Councils (RCC)

2009- The SCC established 10 Community Transportation Regions Each region created a Coordinated Transportation Plan with the support and assistance of Regional Planning Commissions (RPC) Facilitate the implementation of coordinated community transportation in their region. Encourage the development of improved and expanded regional community transportation services. Advise the SCC on the status of community transportation in their region.

Region 3 RCC serves all of Belknap County and Merrimack County (excluding Hooskett), and the towns of Deering and Hillsborough in Hillsborough County. Supported by Central NH Regional Planning Commission (CNHRPC) and Lakes Region Planning Commission (LRPC).

2010- Region 3 RCC organizers held their first meeting. Region 3 choose the name of Mid-State RCC Began recruiting a diverse group of members. Including: civic, county and state officials; social services representatives; service providers; transportation providers and members of the communities served. Currently have 16 signed MOUs. Developed the following mission: To improve mobility and access for all by coordinating regional and local community transportation services and information. Implement the Coordinated Transit-Human Services Transportation Plan for Region 3/Mid-State.

Coordinated Transit-Human Services Transportation Plan for Region 3/Mid-State Determined that access to basic and essential services in the region can be challenging especially for residents who are unable to obtain reliable transportation do to age, disability, income or other limiting circumstances. Limited transportation options Sparse public transportation services Need for greater coordination among transportation providers Increasing demand for long and short-distance transportation Vast majority of the Mid-State region consists of low population density cities and towns. Majority of the region cannot support public fixed-route transportation and relies on demand-response services provided by small buses and volunteer driver programs. (VDPs)

Coordinated Transit-Human Services Transportation Plan for Region 3/Mid-State Goals Based on these findings it was identified that demand response services like VDPs are the most feasible option to expand transportation services in the region. Coordinated Transit-Human Services Transportation Plan for Region 3/Mid-State Goals Began working with existing VDP providers in the region and helped to coordinate a VDP Network Facilitate expanded transportation options for individuals Provide resources and enhance referral capabilities between VDP providers Hold regular meetings to facilitate information sharing and referrals Provide increased outreach and marketing for all VDP providers Created VDP Network Brochure Created Speakers Bureau Create and adopt VDP provider standards

Coordinated Transit-Human Services Transportation Plan for Region 3/Mid-State Goals 2011 Mid-State RCC was awarded a 2 year FTA 5310 Purchase of Service Grant to implement an enhanced VDP in the region Persons age 60 and older and persons with disabilities are eligible Rides to medical appointment, shopping and errands Long distance non-emergency medical transport is available. Provides feeder service to existing fixed-routes in region Community Action Program Belknap-Merrimack Counties, Inc. (CAPBMCI) contracted to provide the service.

Coordinated Transit-Human Services Transportation Plan for Region 3/Mid-State 2013 Goals 2013 Mid-State RCC was awarded a 2nd FTA 5310 Purchase of Service Grant and a 5310 Formula Grant to implement the following projects: Hire a regional transportation coordinator Continue the growth of the enhanced VDP program Expand the reach of the VDP Network Sub-contract to an eligible VDP provider Pilot an expanded demand response accessible Rural Transportation bus service Pilot a taxi voucher program
