Answers and commentary
There will be at least 3 quizzes this season. To work state playoffs you must complete one of the three. Submit your answers via survey monkey. There is no specified passing grade. The point is to engage with the scenarios, determine a response, and submit your answer. Feel free to consult the rulebook, casebook, or official s manual. Compare your answers to those provided at the end of the quiz period and note how you compare to your colleagues As with most exams, S refers to the serving team and R to the receiving team. Positions are designated using the standard numbering scheme: 1 = Right Back 2 = Right Front 3 = Middle Front 4 = Left Front 5 = Left Back 6 = Middle Back In this system R6 is the middle back player on the receiving team. S1 is the serving team s server. Alternatively, players may be designated by their uniform number and teams by A and B when y, p y y g y y the serving or receiving status does not affect the scenario.
3. Player #15 on team S tosses the ball for her first serve. Unhappy with the toss, she catches the ball and looks up to the first referee. The R1 whistles and then displays signal #19. Prior to the R1 reauthorizing service, the coach from team S requests a time out. The next action is: a. The R1 changes his mind and awards the point to team R and displays signal #3 since the server is not allowed to catch the service toss and must let it fall to the ground. R2 whistles and displays signal 21 to initiate the timeout for team S. b. The R2 whistles and displays signal 21 to initiate the timeout for team S. After the timeout, team S continues to serve. c. The R2 quickly informs the coach a timeout is not authorized during a re serve and the R1 reauthorizes serve for team S. d. The R2 quickly informs the coach a timeout is not authorized during a re serve, displays signal 22 for an unnecessary delay, directs the scorer to charge a timeout to team S, but directs the timer to not start the clock. The R2 gives the court back to the R1 who reauthorizes serve for team S.
Answer: c. 76% selected this answer. Read rule 8 1 6. The server can catch the ball. Read rule 11 2. Note that there is no requirement for a completed rally to call a time out as there is in other rule codes. But a re serve is different. Read casebook 8.1.6 situation C. This case is pretty definitive in that a timeout is not authorized because a re serve is a part of a single action to serve continuing on after the original service authorization. Regarding the question of unnecessary dl delay, rule 9 9 1 does not automatically apply. 9% selected this answer. Work to keep an unnecessary delay from occurring. If the team is not ready to play because all players run off the court in response to the coach s voice, you might feel compelled to award an unnecessary delay. Just remember if you do apply 9 9 1, the rule requires you to charge the timeout and put 60 seconds on the clock. This makes no sense because a timeout is not supposed to happen in this situation. This is an unintended consequence of the unnecessary delay penalty. Answer d is not a creative way out of this dilemma because there is no rule supporting the penalty you just gave to the team by taking away one of their timeouts.
4. During tournamentplay on two courts, the ball from the other court enters your court and interferes with play requiring a replay. The R1 whistles and then displays signal #19. Answer: a. This is one of the unique aspects of the High School rule code and more than half the referees taking the quiz got this question wrong. 48% simply denied the timeout. Another 3% denied the timeout and awarded a delay sanction. Read rule 11 2. Note that there is no requirement for a completed rally to call a time out as there is in other rule codes. Read casebook 8.1.6 situation C. The case specifically says that a time out is authorized during a replay for any replay situation specified in rule 9 8 1
5. Player # 15 on Team A is injured and cannot continue to play. Team A has only made six substitutions in this set but none of the players on the bench can be legally substituted for #15. The second referee informs the scorer that an exceptional sub is authorized #12 will replace #15 and that the substitution will count as Team A's seventh substitution for the set. Answer: a. Again, this is a rule unique to the High School rule code. 81% knew this difference. I don t have an explanation other than the 18 substitutes btit t allowed by the code more than allowed by the other codes. Read rule 10 3 6 b. In this situation no substitute can legally ll replace #15 because all substitutes t have played in the set in another position. An exceptional substitute is required, but since the team has only taken 6 substitutes, thesub does count as one of the team s 18 authorized substitutions. Also note that rule 10 3 7 says that #15 cannot return to play in the current set. #15 can play in the next set if there is a next set.
6. Volleyball s pursuit rule is not allowed in high school volleyball, however the rules do allow a player to proceed across the centerline extended d outside the sideline to play a ball directly over the centerline extended, even if their feet are completely on the opponents side of the centerline extended while playing the ball. a. true b. fl false
Answer: a. 79% got the question correct. Read rule 9 5 8. The rule is pretty clear as written. The key is that the ball must still be in the plane of the net, and the player must not interfere with the play of the opponents. Running into an opponent would probably be considered interfering with play. Read casebook 9.5.8. situations A, B, and C for amplification.
7. Thelinejudge position shown in this picture is not authorized by federation rules. a. true b. false
Answer: b. I m concerned that 12% got this question wrong since this is one of the few rule changes for this season and it was covered during the clinic. While not preferred, it is an authorized line judge position. Don t let line judges move too far back. The linejudge is only about 2 steps back and can still see his entire sideline inside the net post. Read rule 5 9 2. The note in the rule is highlighted to indicate the change. Read casebook k592 5.9.2. for amplification.
8. During a rally, a bll ball crosses the net to Team R's court. S4, who is near the net, yells "Out!" to R2, who is in position to play the ball. After hearing "Out!" from the opponent, R2 allows the ball to fall to the court, where it lands in bounds. The first referee should assess an individual misconduct penalty to S2. Is the referee s decision correct or incorrect? a. correct b. incorrect
Answer: a. 73% answered true. I hope the other 27% would notignore thisunsportingact act, butwere confused about which card to award. Read rule 12 2 9 a While you haveto use your judgment on the context of this action, it should probably result in at least a yellow card. Read rule 9 8 1 if you were thinking a replay could be awarded as well. Nothing in this rule justifies a replay in this situation.
9. It is a centerline violation when a player s: a. Foot completely crosses the center line outside of the playing court boundary lines anddoesdoes not interfere with opponent s play b. Foot completely crosses the center line without interfering with opponents and not presenting a safety hazard. c. Hand is partially on the centerline and the opponent s court simultaneously. d. Foot is touching the opponents court but some part of the foot is in the air above the center line.
Answer: b. 95% of the respondents got this problem correct. Apparently 5% did not get the word that the annual exam answer key graded this problem incorrectly. Read rule 9 5 7 and 9 5 8. Interference and safety are not discussed in the rule regarding the actual centerline. Read casebook 957 9.5.7. for amplification.
10. Team R s libero, who replaced player number 4, is on the court in position 5 (LB). Team R wins the rally and the team rotates. Team R s coach wants number 15 to replace the libero and play in position 4 (LF). What is the correct procedure? a. Replace the libero with number 15 and record the substitution, number 15 for number 4. b. Replace the libero with number 4. No substitution can be made for number 4 until at least one rally has been played. c. Replace the libero with number 4, then allow team R to substitute number 15 for number 4 on the same dead ball. d. Replace the libero with number 15.
Answer: c. 77% got this question correct. 11% thought #15 could replace the libero. Another 11% thought 15 could not enter the game until one rally is played. This is a regular game action that occurs frequently. I m disappointed that 22% did not understand the libero replacement rule. Read rule 10 4 1 b. 1 The only player that t can replace the libero is #4. Read rule 10 3 3 and 10 3 7 Nothing in these rules requires #4 to stay in the game for a rally. The rules only prevent a player from re entering during the same dead ball. Player #15 is not re entering, but coming from the bench.
11. Prior to the first referee authorizing i service, the second referee notices that the Team R libero replacement was illegal. The second referee corrects the illegal replacement and charges team R with an unnecessary delay. Since Team R has only taken one timeout, the second referee authorizes the second timeout (signal 21/21A) and directs the timer start the 60 second clock. Is the referee s decisioncorrect correct or incorrect? a. correct b. incorrect
Answer: a. Only 68% got this correct. If R2 s can correct the situation prior to service authorization it is an unnecessary delay. If caught after service authorization it is an illegal alignment. Read rule 10 4 including the penalties. If the R2 is alert and the R1 is looking at the R2 prior to service authorization, a point/loss of rally might be avoided. Read rule 9 9 1 for the unnecessary delay rule.
12. Team S, player number 7 is serving and has scored two points when the Team S coach realizes player number 7 is serving out of order. The coach requests a time out. When the teams return to the court following the time out, player number 9 (the proper server) serves and the team scores an additional point. The referees andscorer thenrealize thataa different playeris serving after the time out. The first referee remembers that number 7 had been serving prior to the time out but is now back in position 2. What is the correct action? a. All three points scored by Team S remain and Team S continues to serve since the referees and scorer failed to notice the wrong server before the time out. b. Cancel all three points scored by Team S numbers 7 and 9. Award a point and serve to Team R. c. Cancel the two points served by number 7. The point scored by number 9 remains and Team S continues to serve. d. Cancel the two points served by number 7. The point scored by number 9 remains, but award a point and serve to Team R.
Answer: b. 69% got this correct. Since the scenario is right out of the casebook, and the casebook is available in Arbiter, the only reason people did not get this question right is a reticence to look answers up in the references. My hope is to reverse the culture of those who rely on information passed by word of mouth. Looking up the answer to questions in these quizzes is encouraged. Obviously you can t look up information on the referee platform. Still, if you take the time to look up information off the platform, you stand a better chance of remembering the information when you need it Read rule 8 2 5. 13. R6 receives the serve with an overhead finger playing action. The ball hits her right hand, left hand, and forehead in fairly quick succession. Rebounding towards the setter, the ball is then set to the middle hitter who quickly spikes the ball to the floor in the center of the court on Team S s side of the net. You signal: a. Answer: d. 75% got this correct. Read rule 9 4 8. On first contact multiple contacts are allowed as long as the multiple contacts are made during one attempt to play the bll ball. If you bli believe an illegal l hit occurred, you must consider the ball caught, thrown, have come to rest, or have prolonged contact. Prolonged implies continuous contact. 14. R6 shanks the first pass towards the Team R bench with a forearm pass. Player R1 reaches toward the bench and saves the ball, sending it straight up into the air. Player R2 then contacts the ball, sending it ina high arc towards the net. As the ball reaches the plane of the net, simultaneous contact (a joust) occurs between front row players S2 and R3. After the joust, the ball rolls along the top of the net and hits the antenna in front of the second referee. The second referee whistles and signals a replay because both players simultaneously contacted the ball before it hit the antenna. Is the second referee s decision correct or incorrect? a. correct b. incorrect
Answer: b. The majority of the responses were incorrect for this question. Only 47% counted the contacts. The joust is the 4 th contact for team R. The ball is dead at that point regardless of what happens afterward. Read rule 9 4 3. Read casebook 9.4.3 Situation C for this exact scenario. Again, be familiar with the case book. Reading only the rules is not sufficient.

17. The home team coach is in the process of ordering new jerseys and shows you the picture below during warm ups. You tell her the jersey would be a legal solid colored jersey in 2016 because the two logos on the sleeves are small enough to be allowed. a. correct b. incorrect
Answer: b. Only 58% got the question correct. While the logos are legal, l the jersey will not be a legal l solid colored jersey in 2016 because of the trim on the shoulders is greater than 1 inch wide. Don t focus on one attribute of the solid jersey rule and ignore others, even if the coach only asks about the logos. Read the note below Rule 4 2 2 2
