Management of programme The Ministry of Agriculture and Forestry acts as managing authority and is responsible for the planning of the rural development programme and any changes in it. The Ministry also makes Rural strategy and other political quidelines. The Ministry prepares national legislation and allocation of the funding to the regions and LAGs. The ministry selects the independent certification body trough a tendering procedure. The Finnish Agency for Rural Affairs is the national authority responsible for the administration of the rural funding. The Agency is the payment authority and it has also delegated managing authority duties. The Agency compiles application forms and instructions and is responsible for the paying and the supervision of the funds granted. The Agency gives administrative training. The Agency makes the guidance, check lists, application and payment forms. 6 Sivu 6 26.4.2010
Management of programme Centres for Economic Development, Transport and the Environment (ELY centres) provide funds for business aids and projects and they also grant the payments for special agrienvironment measures. The centres make all the final project approval and payment decisions in the Leader-projects and Leader business aids. The ELY centres make legal checks. The ELY centres have delegated managing and paying authority duties. The ELY centres make on the spot checks. The Rural Network provides links between rural developers. The Rural Network Unit provides services for the LAGs and assists them, for example, in finding international partners. The network organizes training relating to the good practices and also training to the LAGs for example the Leader- association board members. 7 Sivu 7 26.4.2010
Management of programme The municipalities fund Leader activities (20% of public funding) and grant agri-environment payments. The LAGs make for their area local rural strategy / plan, provide funding for enterprises and development projects that are in line with the local strategy. The registered associations are eligible to apply for support for special agri-environment measures. The LAG board makes statement / feasibility study approval of all actions. All the applications and payment applications are send to the LAGs. The LAGs also make training, advising and information actions. 8
Financing of the programme Mainland Finland 2007-2013 (both EU and national funds) - Axis 1 514 meur (co financing: 45 %) - Axis 2 5 415 meur ( 28 %) - Axis 3 592 meur ( 45 %) - Axis 4 242 meur ( 45 %) - Technical aid 40 meur (45 %) --------------------------------------------------------------------------- Total 6 626 meur ( 31 % ) All is included in the state budget. Municipalities share of the national public financing is 5-10 % 9

Measures (3/6) Agri-environmental support - main emphasis is to reduce nutrient load from agriculture in the watercourse and enhace the biodiversity, wide participation of farmers - emphasis on regional targeting, new submeasures as nutrient balance, nature management fields - possible to choose more additional submeasures - new: Leader approach (local NGOs take care of a project) All measures must be detailed, measurable, controllable DG ENV is also a partner in the discussions Solid research base is a must. 15

Leader connects citizens, associations and municipalities to work together (joint responsibility) 5. Leader has been mainstreamed as geographic 6. Action is diversed and the funding responses to needs 22
LEADER-approach and groups 7. Leader is cost-effective development work 8. Development of the Leader-method is going on nonstop (new development project is started) 9. Workers in the LAG's are skilfull and good at their work and that ensures profitability of the action 10. Good results of projects cause positive consequences 11. Internationality increases and that has positive influence 12. People has started to trust on the permanence of Leader 13. Also implementing the "fisheries areas" with EFF 23
