Upper Allegheny Basin Team Project Manager Ruthann L. Omer, P.E. Working on the Team for the Upper Allegheny Basin Study for ALCOSAN. The study was to investigate the current situation of the sanitary sewers, model the sanitary sewers, and gather all the existing information. The work included facilitating the meetings with the municipalities and assist in creating an existing conditions report. Organization and Project Management of Various Sanitary Sewer Sheds throughout ALCOSAN S Service Area Working with and coordinating the McNeilly Run Watershed Engineers Group, the Streets Run Watershed Engineers Group, the Painters Run Engineers Working Group, the Chartiers Creek Engineers Watershed Group, and the Middle Monongahela Watershed. These groups are working together on numerous sanitary sewer issues. Geographic Information System Project Management, Various Municipalities in Allegheny County, PA Management of Geographic Information System implementation for various municipalities. Tasks include project management for preparation of maps for mapping of sanitary and storm sewer systems, road programs, streets, zoning, snow removal routes, chairing of GIS committees, writing action plans, and maintaining and updating GIS policies and procedures. Corrective Action Plan Implementation in Whitehall Borough, Mt. Oliver Borough, Jefferson Hills Borough, The Township of Upper St. Clair, and Dormont Borough, PA Developed Corrective Action Plans (CAP) including dye testing, flow monitoring, sanitary sewer televising and rehabilitation, including management of quarterly progress report updates to the Allegheny County Health Department and Department of Environmental Protection, worked with the Public Works Departments for Whitehall Borough, Borough of Jefferson Hills, and Mt. Oliver Borough in correctly implementing the CAP requirements. McLaughlin Run Interceptor Investigation, Township of Upper St. Clair, Borough of Bethel Park and Bridgeville Borough Principal In Charge in working with sewershed partners in the McLaughlin Run Sewershed to help understand the issues surrounding the Interceptor; helped obtain a 3 Rivers Wet Weather Demonstration Program grant that would cover 55% of the cost for a comprehensive investigation. The grant was awarded to the communities and the physical inspection portion of the project is complete. Consent Order Work in Oakdale Borough, Mt. Oliver Borough, Brentwood Borough, Dormont Borough, Crafton Borough, Emsworth Borough, the Township of Upper St. Clair and Whitehall Borough, PA Principal in Charge for consent order work items in various communities where tasks include manhole inspection, closed captioned televising, dye testing, sewer repairs, flow monitoring, work plans/reports, and mapping. Participating on numerous committees for protocols to televise and repair sewers and sewer laterals. Jefferson Hills Wet Weather Mitigation Plan, Borough of Jefferson Hills, Allegheny County, PA Principal in Charge for Gateway in cooperative effort with the Borough of Jefferson Hills, TecSmith, Inc. and Hatch Mott MacDonald in working on the wet weather mitigation plan for the West Elizabeth Sewershed in the Borough of Jefferson Hills. The plan includes the design of a wet weather detention facility and conveyance upgrades to increase capacity. Stormwater Phase II Plans of Action for Brentwood Borough, Crafton Borough, Dormont Borough, Emsworth Borough, Jefferson Hills Borough, Mt. Oliver Borough, The Township of Upper St. Clair and Whitehall Borough, PA 4

Principal in Charge for the implementation of Stormwater Phase II regulations in various communities. Management of tasks includes public education and outreach at meetings, storm sewer mapping, storm sewer outfall mapping, outfall testing, and stormwater ordinance updates. Allegheny County Consent Order Feasibility Study Project Manager on the Team for the preparation of the Feasibility Study for 19 communities. Coordinate multipoint of connection meetings and other aspects of the study. The purpose of the study is to study the existing sewer situation and prepare a plan of action for the suggested repairs and potential structures to maintain the hydraulics. Hilltop Economic Development Corporation (HEDC) Organize to obtain grants and implement Main Street Program and revitalize the business district within the HEDC area. Grants have been obtained to perform a marketing strategy to complete the list of tasks. Rt. 51 Corridor Organize for the Rt. 51 Corridor from the Liberty Tunnels to the Elizabeth Bridge. The committee includes all the municipalities along the corridor. The purpose is to rehabilitate the transportation, drainage, and zoning. Obtain grant through the National AIA Society and Western PA Conservancy to begin the process. Grant Application Preparation Manages the grant application process for various municipalities for Community Facilities, the Allegheny County Department of Development, RIRA recreation grants, AIM loans, PennVEST Sanitary Sewer Grants, H2O PA, Neighborhood Stabilization Program, and Growing Greener applications. Obtained millions of dollars in grant funds. Annual Road Resurfacing Programs Principal in Charge of Annual Road Resurfacing Programs including reconstruction to overlay for Dormont Borough, Whitehall Borough, Borough of Jefferson Hills and Mt. Oliver Borough. Lick Run Interceptor Principal in Charge for the construction of an interceptor to Service the Lick Run Watershed for the Borough of Jefferson Hills. The project involved transferring sewage from one treatment plant to another which included the construction of a pump station. Representative Projects Court Cases 1990 Present Project Manager on various court cases in municipalities regarding both storm and sanitary sewers, eminent domain, assessments, and various issues. Task included: investigations, depositions, and court testimony.
