1.1 GENERAL REQUIREMENTS 1. Introduction The Generator Loughborough CIC Board of Directors invite applications to manage the development of this project in its first phase and to secure funding. The detailed requirements are defined in the Brief, in Section 2 of this document. 1.2 BACKGROUND The Generator is a red brick, 4 storey former art college building in Loughborough town centre, owned by Loughborough University. Now redundant, and with 2,158.4 square metres of floor space, its potential for community use has been explored in depth by a cross-sector partnership of local organizations led by Love Loughborough (the Loughborough Business Improvement District (BID)), including Charnwood Arts, TwentyTwenty, The Studio and School of Business and Economics at Loughborough University, Love Loughborough Partnership, Creative Leicestershire, Loughborough College, Borough and County Councils. Our shared vision, shaped by local consultation, involves transforming the building into a creative community enterprise centre called the Generator, offering the following: 1. A collaborative enterprise hub with affordable accessible workspace for small and start-up creative businesses, and access to business/enterprise/investment support services. With no such local facilities, highly skilled creative individuals and SMEs tell us they re failing to grow their businesses or housing them elsewhere. Consequently, Loughborough fails to fully benefit from the growth of Britain s creative economy. 2. A creative community hub, utilising an existing large gallery area, for local people to experience the Generator s creative output, perform and participate in creative activities, or showcase their own creative talents or business ideas. There s no other such community facility in Loughborough run as creative village where business and the wider community interact for mutual benefit. 3. A charity engagement hub, offering disadvantaged young people (beneficiaries of local charities), the chance for valuable work/enterprise experience, job shadowing and apprenticeships with local creative businesses. Loughborough houses 3 of Leicestershire s most deprived neighbourhoods where youth unemployment runs at twice the national average. Engagement with local business networks and the chance to develop their creative abilities offers these young people vital employability and personal development training. 3

It should be noted that as part of the evaluation process it may be necessary to seek clarification. This may take place through written communication. Bidders should note that there is a maximum budget of 15k, inclusive of VAT, allocated to the delivery of this work. When assessing your quote the evaluation panel will consider and score each of the criteria using the following guide. Each score will then be multiplied to give a score out of the total points available for each particular criterion. 4
Score Evaluation 0 Non Compliant Response The applicant has not provided relevant information to answer or indicate a solution to the required project requirements. 1 Poor response The applicant is partially compliant, but with serious deficiencies in the solution offered. This indicates there would be serious difficulties or inability in delivering the project requirements. 2 Weak response The applicant is partially compliant, with potential shortfalls in the solution offered. This indicates that not all requirements of the project would be met and there might be difficulty in delivering the requirements of the project. 3 Acceptable response The applicant is compliant. This indicates that all the basic project requirements are met, but not exceeded and the contract would be delivered. 4 Good response The applicant is compliant and clearly indicating that the bidder can deliver the entire project requirement and the proposed solution offers some limited benefits beyond the stated requirements. 5 Excellent response The applicant is compliant indicating that the bidder has a comprehensive understanding of the contract requirements and the proposed solution will meet the project standard and provide significant additional benefits beyond the stated requirement. Quotes will be scored out of a total of 100. The panel will then meet and moderate the scores. Scores may then be moderated based on the interviews to arrive at a final selection. SPECIFICATION The Generator Loughborough CIC - First Phase Project Development Manager The first stage of this work requires a range of skills including being able to successfully apply for funding applications. The role requires looking at combinations of funding options and development options for the entire project. You must also be able to apply a level of detail and recommend steps that need to be taken for success. You will be a champion for the cause and grasp an understanding of the project quickly. The role also includes the following elements: Research and interrogate funding options including grant, loan, private, equity, sponsorship from local philanthropists & a mixture of all these options. Prepare a Funding Options Appraisal with a clear level analysis to come back to the Directors with clear critical pathways for final decisions to be made. There may be the need for further meetings to finalise these decisions. Develop up chosen proposals and prepare for multiple bids. Write and submit bids. Respond to potential funders at different stages. The successful candidate will be capable of interpreting The Generator Loughborough CIC s vision and fully understand its ethos and philosophy. This includes understanding the role of the Board of Directors and wider stakeholders. PRICING SCHEDULE Please state the total firm price for the delivery of the project in accordance with the requirements within the specification. In particular, please be clear about the number of days that will be spent on each element of the project. The total price must include all travel and expenses.
