Exhibit C Library Committee Meeting Radio Frequency Identification (RFID) Expectations & Performance / Change in Contractor July 8, 2015 1

RFID Change in Contractor July 8, 2015 RFID EXPECTATIONS & PERFORMANCE 2

Sale of Sentry Technology On February 6, 2015 the Township received notice that Sentry Technology Corporation sold its library operation to Custom Security Industries Inc. Going forward the library security business would be operated under a new company Sentry Custom Security Inc. (SCS) a subsidiary of Custom Security Industries Inc. 3

Sale of Sentry Technology Sentry Technology Corporation has been the Township s RFID Library System provider since September 16, 2011 when the Township and Sentry signed a requirements contract, which included service and equipment for all six librariesi Total costs covered by the contract were $670,000 of which the Library System has spent to date: $400,000 4

Original Expectations 2011 / Current Performance / Projections RFID EXPECTATIONS & PERFORMANCE 5

RFID Expectations & Performance In 2010/2011 the Library System conducted statistical studies to quantify Staff Productivity and Materials Security, prior to the Township s decision to purchase an RFID System In 2015 the Original Expectations were compared with Current Performance, and new Projections were done assuming a Fully Functioning RFID System 6

RFID Expectation & Performance Category Original Expectation Current Performance Fully Functional Projection General All 6 Libraries 2 Libraries All 6 Libraries Multi-Item Checkout/check-in for Staff & Selfcheckout Multi-item Checkout/check-in Available Selfcheckout Only Multi-Item Checkout/check-in for Staff & Selfcheckout 50% Circulation 4-8% Circulation 30% Circulation Self-checkout Self-checkout Self-checkout 45-48% Returns via Return Chutes / Automated check-in 20% Returns via Return Chutes / Automated check-in 25% Returns via Return Chutes / 4 Libraries only Automated check-in Staff Checkout/check-in Staff hours saved per month 105 59 250 (144*) Self Checkout / Staff hours saved per month 128 6 40 (25*) Return Chutes (Automated Check-in) staff hours saved per month 91 0 17 (5*) Total staff hours saved per Month 324 65 307 (174*) Staff hours expressed as FTEs 2.1 0.4 1.89 (1.07*) * Bala & Ludington w/o multi-item staff checkout/in, w/o self-check improvement & no auto check-in) 7

RFID Expectations & Performance 2011 Original Expectation & Fully Functional System Projections Savings from staff checkout/in at circulation desks underestimated in 2011. Higher impact from staff multi-item checkout/in Savings from self-checkout trend closer to 30% than the 50% originally expected Savings via automated return chute check-in overestimated in 2011. Can be used in 4 of 6 libraries. Needs different vendor solution 8

RFID as Security System Reduction of Loss MATERIALS SECURITY 9

Materials Security In 2011 LMLS estimated an annual loss rate for the Library System at 3% per year This was based conservatively on a system-wide study Total Collection at that time = 416,305 items 3% of 416,305 = 12,489 items / $63,000 3% of Ludington s collection = 4,385 items / $22,120 10

Materials Security In 2013 Ludington conducted a sample loss study The loss rate at Ludington was identified at.324% or 474 items per year 11

Materials Security In 2015 Ludington conducted another loss study during the First Quarter Loss rate identified at.05% or a projected 72 items per year = Cost of $1,604, using true costs per item A significant loss savings versus 3% or $22,120/yr estimated in 2011. 12

Materials Security RFID security gates have significantly reduced the loss rate. Reports also give staff the ability to Search for patterns in missing material [Is someone targeting a specific collection?] Project & compare losses over time 13

Materials Security Security gates partnered with RFID offer opportunities to add other anti-theft measures Five new security cameras have been installed at Ludington where the possibility will then exist to match unchecked materials to faces by day & time Recorded messages, such as those used at retail chains, can ask library patrons to return to the desk when alarms go off 14
