Terms of reference for the assignment I. Background Since the end of 2012, the Bank has been scaling up its work programmes in Somalia. This has been in response to Somalia s return to relative stability and peace after decades of civil strife, and in line with the renewed support of the international community. Somalia does, however, still face considerable challenges, including pervasive fragility and insecurity, which requires strong and concerted support from development partners like the Bank. Given the Bank s growing programme in Somalia, and the limited human resources in the EARC Somalia Team, there is an urgent need to recruit a Junior Consultant to join the team on a fulltime basis. II. Objectives of the Assignment The main objectives of the Junior Consultant s assignment are to support the EARC Somalia team in: the finalization of the Somalia Infrastructure Needs Assessments and Infrastructure Action Plan; the planning and convening of a Somalia Infrastructure Investment Conference; and other assignments as necessary, including the Bank s role in chairing the Government/Donor group on Infrastructure. III. Specific Tasks Working under the supervision of Lead Economist, the key assignments to be carried out by the Junior Consultant would include: Assist in the finalization of the Somalia Infrastructure Needs Assessments and Infrastructure Action Plan; Assist in the planning and convening of a Somalia Infrastructure Investment Conference; Assist in the Bank s role as Chair of the PSG 4 Infrastructure Sub-Working Group; Undertaking numerous ad-hoc and administrative tasks such as following up on Consultant payments, mission logistics and portfolio monitoring. IV. Profile of the Junior Consultant Minimum of a Master s degree or its university equivalent in Economics, Development, Political Economy, International Affairs or Public Administration (with a minor in Economics), and a sound knowledge of socio-economic development issues in Africa in general and fragile states in particular; Excellent written and verbal communications skills; Ability to communicate effectively in English.
