Paving the way for a SEPA wide Payment Solution The OSCar Project April 2014
Pan-european Retailers and Acquirers have some expectations that SEPA standards are supposed to meet : To optimise payment process across Europe (multi-acquiring, central acquiring, central reporting..) To be provided with SEPA wide payment solutions in quicker time to market for all channels and technologies (face to face, Unattended, chip, contactless, mobile, etc) for all the payment cards they accept (banking cards, private label cards, etc) To benefit from innovative, interoperable and open solutions To capitalize on costs reduction and increased competition to deliver more value to their customers
In other words: Get rid of legacy acquirer and/or country and/or scheme specific payment solutions A single card payment experience Today Tomorrow Application & Protocol Single Standardised Payment Application & Interoperable Protocol(s) able to process all bank issued cards independently of the brand Single, cost-effective, one stop shop solution SEPA-wide
How should it look like from a functional point of view? Fewer terminal to acquirer protocols based on open ISO standards Cardholder Standalone POI Merchant Acquirer Issuer SEPA EMV interoperable payment application(s) for POI Single POI functional Certification From end to end Interoperable & Open Standards and Acquirer Protocols Single EMV payment application working with all bank issued cards independently of the brands
The SEPA Card Standardisation Program is supposed to provide at least: One POI Payment Application, one Acquirer protocol, one set of POI security requirements Endorsed by all SEPA Card Schemes and Countries Supported by an efficient functional certification and an efficient security certification processes recognised by all SEPA Cards Schemes and countries Vendors to design single POI solutions for the whole SEPA Allowing Retailers to be provided with multi-countries, multi-schemes POS solutions, interoperable with any SEPA acquirer Acquirers to provide more easily SEPA wide acquiring services through a single solution
Bring the SEPA Card Standardization program from theory into practice is the raison d être of OSCar The way to standardise the SEPA Own the SEPA Cards Standardisation Volume Book of Requirement Write, maintain and propose high level requirements for standardisation in the Volume to be validated by all sectors CIR (SEPA FAST) Develop implementation specifications in compliance with the Volume chapters related to functional and protocols requirements SEPA FAST: EMV Payment terminal Application EPAS protocols: ISO20022Acquirer protocol/tms* protocol ISO20022l/Retailer protocol Foster real implementation and provide functional evaluation/certification infrastructure
The OSCar project has been launched in order to Foster the development of SEPA wide POI solutions implementing Set-up the associated functional certification infrastructure The SEPA-FAST payment application specified by the CIR (www.cir-twg.org ) and The EPAS ISO20022 Acquirer/TMS protocol specified by EPASOrg (www.epasorg.eu) Packaged in the OSCar Integration Specification (OIS) as an efficient alternative to the legacy, country or scheme specific, POI payment solutions Allowing one-stop shop evaluation & certification of OSCar POIs in accordance with the SEPA Certification framework Recognised by the different SEPA Card Schemes and Approval Authorities

The current OSCar consortium will be taken over by a more sustainable legal body in order to face medium and long terms challenges Which will propose a collaborative governance to the different stakeholders Which will provide a Trusted Certification Process facing the challenges of commercial roll-out Which will be able to leverage on its own resource in addition to the direct contributions of its members
5 reasons for a pan european retailer to join OSCar now 1. THE SEPA CARD STANDARDISATION PROGRAM HAS BEEN LAUNCHED TO MEET PAN EUROPEAN RETAILERS EXPECTATIONS 2. IT IS BECOMING A REALITY THANKS TO EPASORG, CIR WG, OSCAR AND THEIR MEMBERS. 3. IMPLEMENTATION OF SEPA STANDARDS AND ROLL-OUT SHALL REMAIN MARKET DRIVEN BUT THE MARKET AND THE DEMAND SIDE HAVE TO MOVE 4. THE GOVERNANCE OF THIS INITIATIVE IS OPEN TO RETAILERS TAKE ADVANTAGE OF THAT TO HAVE YOUR NEEDS EMBEDDED 5. THESE NEW STANDARDS ARE MORE FLEXIBLE BUT MORE COMPLEX A LEARNING CURVE IS NEEDED THE SOONER THE BETTER WAIT AND SEE IS NOT ANYMORE THE GOOD OPTION!
