Introduction: The following information contained in the Technician Certification Renewal Policy should be thoroughly reviewed by Technicians. The Office of Materials and Technology (OMT) manages the Maryland Program which is also part of the Mid-Atlantic Region Technician Certification Program (MARTCP). The size and complexity of the certification program has required OMT to make adjustments to the five year certification period. One of the goals of making these adjustments has been to level out the number of Technicians needing renewals in any one year. In that regard, some Technicians will receive an extension of their card in order to make these adjustments. In these cases the Technician would only need to apply for a new card 5 The HMA Plant Technician Level I Certification is a mandatory pre-requisite for the HMA Plant Technician Level II Certification. In addition, the Level II Certification will only be provided after the applicant can demonstrate proficiency in design and producing an approved Superpave mix on an SHA project. 6 Must meet requirements of ACI or NRMCA for re-certification to hold MARTCP Card. Maryland Card will be provided if certification was issued through SHA course and minimum required satisfactory Independent Assurance Audits were obtained. 4

Technician Certification Renewal Policy Soils & Aggregate Compaction Technician (Code 1) Section A: Required Examinations Prior to your certification card s new expiration date (see table below), you are required to retake the Soils & Aggregate Compaction certification written and performance examinations. You may elect to retake these examinations with or without classroom participation. Section B: Extension of Certification Periods Below is a table identifying the extension of certification expiration dates. To accommodate balanced classroom attendance only attend classes in the years designated by your Present Certification Card Expiration Date. If your Present Certification Card Expiration Date is in the year: 2005 and your last name begins with the letters A thru J 2005 and your last name begins with the letters K thru Z Your new expiration date is extended to: You should attend Soils & Aggregate Re-certification class between: 06-30-2006 December 2005 March 2006 06-30-2007 December 2006 March 2007 2006 06-30-2008 December 2007 March 2008 2007 06-30-2009 December 2008 March 2009 2008 06-30-2009 December 2008 March 2009 To register for upcoming re-certification classes contact: Ray Dotterweich 410-321-4104 or Lisa Alford 410-321-4103 Section C: Independent Assurance Audits If you receive a minimum of three (3) satisfactory audits during your certification period you qualify for certification renewal without retaking the Soils & Aggregate Compaction class and/or passing the written and performance exams. Technician Certification Renewal Policy Aggregate Technician (Code 2) Section A: Required Examinations Prior to your certification card s expiration date, you are required to retake the Aggregate Technician certification written and performance examinations. You may elect to retake these examinations with or without the training. Section B: Reciprocal Re-certification If your current certification was acquired through reciprocity, you must obtain re-certification in accordance with the following: Complete and submit the attached application with documentation of an up-to-date certification from the approved certifying organization (such as: VDOT, PENNDOT, etc.) where you were originally certified. Send your application, documentation and a check for $50.00 made payable to State Highway Administration to: Failure to comply with either Section A or B by your expiration date will result in loss of certification. Technician Certification Renewal Policy Concrete Field Technician (Code 3) Section A: American Concrete Institute (ACI) To continue ACI certification and receive MARTCP certification, prior to your certification card s expiration date, you are required to contact ACI for re-certification as Concrete Field Testing Technician Grade I. Available contacts for re-certification are listed below and at the ACI website: www.aci-int.org. Audits must have been performed in different years. Note: (This Certification is valid only in Maryland. To maintain a MARTCP certification, you must obtain an ACI certification in accordance with Section A above. Technician Certification Renewal Policy Hot Mix Asphalt Field Technician (Code 5) Section A: Classroom & Examination Prior to your certification card s new expiration date (see table below), you are required to retake the HMA Field Technician certification class and pass the written examination. You may elect to retake the written examination without classroom participation. Section B: New Expiration Dates Below is a table identifying new certification expiration dates. To accommodate balanced classroom attendance, only attend classes in the years designated by your Present Certification Card Expiration Date. See guidelines for Level Two. Section A: Classroom & Examination Prior to your certification card s expiration date, you are required to retake the HMA Plant Technician Level One certification class and pass the performance and written examinations. You may elect to retake the performance and written examinations without classroom participation.
