Master of Public Policy, International Program (MPP/IP) Academic Year 2015/2016 Application and Admissions Procedures I. Program Description The (GraSPP) at the University of Tokyo started a 2-year Master of Public Policy, International Program (MPP/IP) in October 2010. MPP/IP provides students with the opportunity to earn a professional degree in public policy while completing all required coursework in English. II. The program seeks to nurture individuals who: Aspire to acquire a graduate-level knowledge foundation that combines high levels of specialized knowledge with practical competencies in order to assume active roles as highly-principled public policy professionals and leaders in international society. Can proficiently evaluate challenges confronting modern society, devise optimized policy responses, evaluate policy impacts, and build consensus by proficiently managing stakeholder communications. Have the competency necessary to apply fundamental knowledge in policy design, implementation and evaluation honed through a balanced study of law, politics and economics to successfully resolve policy challenges. III. Degree Program Master of Public Policy 46 credits, 2 years IV. Enrollment Date September 9, 2015 Note: Only those who have not obtained a bachelor s degree by September 8, 2015 shall be enrolled in April 1, 2016. 2
V. Annual Intake Approximately 30 students will be accepted into the program each year. Aside from spots reserved for scholarship recipients, there will be up to 10-15 places available for self-financed students. VI. Qualifications for Enrollment in the MPP program To be eligible for admission to an MPP program, applicants must hold a Bachelor's degree or its equivalent. Applicants who expect to earn the required degree(s) between the time of application and the end of September 2015should submit with their application an official statement that certifies anticipated graduation. Applicants must have completed at least 16 years of education including at the university level, or its equivalent. Applicants who have spent fewer than 16 years completing their elementary, middle school, high school and university education must explain in detail their academic history. Please be informed that those applying based on non-standard qualifications should contact the MPP/IP Admission Office, prior to applying. For details, please refer to Appendix I. VII. Applicants must be proficient enough in English to participate in lectures and receive academic guidance in English at the graduate level. Application Procedure For enrollment in September 2015, completed application documents (see VIII. Application Form and Supporting Documentation Requirements) must be submitted to the Graduate School of Public Policy via registered mail or an international delivery service (such as UPS or FEDEX) by the deadline. Prior to sending the hard copy, applicants are required to submit an Application Form (Form#1 only) to mppip@pp.u-tokyo.ac.jp by email detailing the date of sending the application, means of shipping and its tracking number. The Admissions Office will notify the applicant an application number after receiving the email. Applicants should refer to this application number for all communications thereafter. Application documents must be submitted in their original forms during the period from Monday, December 1, 2014 to Thursday, January 15, 2015. Applications for the MPP/IP Program that arrive after January 15, 2015 JST will not be considered. Applicants should take the TOEFL exam as early as possible, as submission of the Official Score Report is an indispensable part of the selection procedure (applications will be considered incomplete without these official score reports). Please note that we do not accept applications by email or fax. 3
VIII. Application Form and Supporting Documentation Requirements Applicants must obtain the necessary forms from the s website and prepare the documents according to the list below. Applications must be written in English. If documents are not written in English or in Japanese, an official English or Japanese translation must be attached. 1. APPLICATION Form (Form #1) This document should be typed in English. 2. Official Proof of Graduation One official document of graduation, certified with the seal/stamp of the university from which you earned your bachelor degree (Please do not send the original diploma.) Those who have not yet graduated from their course of study at the time of application are requested to submit an authorized statement of anticipated graduation. 3. Official Transcript All official transcripts listing all courses and grades, certified with the seal/stamp of the university in which you are or were enrolled. If available, a cumulative GPA (Grade Point Average) should be included. The GPA statement should be part of the official transcript, or, if separate, should bear an official university or registrar seal. It should include an explanation of the numerical values used to calculate the average. If available, an authorized certificate of class ranking may also be included. If the applicant has changed his/her university, he/she should include a transcript from the former university or college. These need to be translated to English. Note: The name of the degree awarded and the date of award should be contained in either the Official Proof of Graduation or the Official Transcript. 4. Proof of English Proficiency Either TOEFL or IELTS test scores are required as proof of English competency. An application to the MPP/IP program will not be reviewed without an official score report send to the Graduate School of Public Policy directly from the testing organization. The official scores must reach the Graduate School of Public Policy no later than January 15, 2015 JST. Applicants are responsible for ensuring that the Official Score Report reaches the University of Tokyo`s prior to the application deadline. The English proficiency test must have been taken within two years of the time of the application s arrival date. TOEFL: A TOEFL Official Score Report must be sent by ETS (Educational Testing Service) directly to the, University of Tokyo (Institution Code: 8554). (The Examinee Score Report is not acceptable.) Applicants should note the date of the score report request in Form #1. Note: ETS will issue the Official Score Report only for a PBT, CBT, or ibt taken within two years- (An ITP score is not acceptable). IELTS: Applicants can alternatively submit an IELTS academic module test report which also must be sent by the testing organization directly to the, University of Tokyo. Notes: The TOEFL or IELTS requirement does not apply to applicants as below. 4

For details, please refer to http://www.pp.u-tokyo.ac.jp/en/mppip/?page_id=15. - An applicant who earned a bachelor s degree, or the international equivalent thereof, from an institution, where the primary language of the entire institution (not only your faculty or course) is English in countries other than the U.K., Ireland, the U.S.A., Canada, Australia or New Zealand If the qualification does not appear above, there will be no exemption. 5. GRE (Graduate Record Examinations) General Test Official Score Report - strongly recommended Applicants are strongly encouraged to submit a GRE General Test Official Score.. The Official Score Report must be sent by ETS (Educational Testing Service) directly to the Graduate School of Public Policy, University of Tokyo (Institution Code: 3944). (The Examinee Score Report is not acceptable.) To be considered as part of the application, applicants are responsible for ensuring that the Official Score Report reaches the University of Tokyo`s prior to the application deadline: no later than January 15, 2015 JST. Applicants should write the date of the request made to ETS in Form #1. ETS will issue the Official Score Reports only for tests taken within five years. 6. Two Letters of Reference (Form #2-ONE, Form #2-TWO) Must be written in English or Japanese (or a certified translation into Japanese or English). Each letter, together with Form #2, must be enclosed in a sealed envelope. The referee must sign his/her name across the seal of the envelope. The Letters of reference should arrive no later than January 15, 2015 JST. The application will not be reviewed without two letters of reference. 7. Statement of Purpose (Form #3) Applicants should submit a statement of purpose for studying at MPP/IP, GraSPP. This document should be typed and written in English. The length of the Statement of Purpose should not exceed one thousand (1000) words. 8. One photocopy of the applicant s passport photo page (Please do not send the original.) Applicants who do not currently possess a passport may submit a copy of a census register or other proof of citizenship. Japanese nationals need not submit a proof of citizenship. 9. Three passport-style photographs (Please write your name on the back.) Size: 4cm (Height) x 3cm (Width). All should be the same, in color and taken within the last six months. Upper frontal view without hat, etc. 5

Receipt for Remittance of Examination Fee For applicants residing outside Japan: JPY10,000 For applicants residing in Japan: JPY30,000 Please note that payment of examination fees can be made by credit card through the university`s e-payment system. Refer to https://e-shiharai.net/english/ for instructions. Japanese government (Monbukagakusho) scholarship students are exempted from paying the examination fee as well as the admission fee and annual tuition. 11. Checklist (Form #4) Please note that none of the submitted documents and materials will be returned. An email confirming receipt of all documents necessary to review one s application will be sent to the e-mail address provided on the application form by GraSPP s Admissions Office. IX. Announcement of Admitted Candidates on the website: Monday March 16, 2015 5. Sending of Admission Certificate together with Admission Package: at the end of April 2015 Notes: Admission will be based on an evaluation of the documents submitted by the applicants. After screening the application documents, applicants who passed the paper screening process will be invited to an interview either face-to-face, by telephone or by video conference if available. Applicants may be contacted for additional information. Successful applicants must convey acceptance of the admission offer within a period specified in the offer letter. 6
XI. Enrollment Registration Enrollment registration (which includes payment of the admission fee) must be completed within the period designated in the admission package.. In the case of a change in tuition fees, students are responsible for the new tuition fees that will be set. XII. Miscellaneous 1. Any inquiries relating to application and admission must be made by e-mail (mppip@pp.u-tokyo.ac.jp). 2. All documents and application materials must be typed, unless otherwise stated. When hand-written documents are submitted, they must be written in the Roman alphabet, using black or blue ballpoint pens. 3. No documents submitted for the application will be returned to the applicants. The Examination Fee is non-refundable. 4. All official documents must be originals, unless otherwise instructed. 5. After enrollment registration has been made, the Admission Fee is non- refundable. 6. Applicants with physical disabilities should consult with the Admission Office prior to the application, so that considerations for facilitating them in interviews and classrooms, etc. may be arranged. 7. shall use private information received only for the purpose of (1) Selection procedures, (2) Notification of results and (3) Enrollment procedures. For those students that enroll, this information will also be used for (4) Educational affairs, (5) Student support and (6) Collection of tuitions. 8. The examination results used in the selection of entrants may be used in future studies for the improvement of both the entrance examination and the education at the University of Tokyo. 9. The offer of admission may be withdrawn at any time, even after enrollment, if any of the submitted set of documents contains falsified record or documents, or plagiarized statements. 7
