Background 1.1 A key element of the Local Plan (LP) policy system is a focus on delivery of objectives. A robust monitoring and implementation framework is required to ensure that by 2027 Wealden delivers the outcomes envisaged. This will involve the identification of delivery mechanisms, milestones and the bodies involved, and a framework to monitor progress. 1.2 We will be required to produce an Annual Monitoring Report (AMR) to assess the extent to which core and site specific policies in the Wealden Local Plan suite of documents are being achieved, and identify changes necessary if targets are not met. The AMR will report on the progress of policy achievement in the Wealden Core Strategy and Sites Local Plan. Introduction 1.3 The planning system is intended to be flexible and responsive to changing circumstances by adopting a plan, monitor, manage approach to spatial planning. This means that by proactively monitoring and reviewing spatial planning policy, adjustments can be made to the LP to correct policies that are not meeting objectives and reflect changing circumstances. As the LP is a collection of local development documents, different elements can be up-dated as and when necessary. 1.4 A mechanism needs to be in place to ensure the Council knows if policies are working, and if not, why not. The results of the monitoring process must then be communicated to the local community and stakeholders through the production of an Annual Monitoring Report (AMR). This is the Local Plan s in-built mechanism to monitor performance. Generally, the outcome of the monitoring process will inform whether or not the Local Plan policies and/or other complimentary plans and strategies should be reviewed. 1.5 The purpose of this monitoring framework is therefore: To assess the extent to which policies in the Sites Local Plan are being implemented; To identify policies that may need to be amended or replaced; To measure the performance of the Sites Local Plan against the vision and strategic objectives of the Core Strategy; To establish whether policies have had unintended consequences; To establish whether assumptions and objectives behind policies are still relevant; and To establish whether targets are being achieved 3

Influences on the Sites Local Plan (SSLP) Monitoring Framework 1.6 The Sustainability Appraisal (SA) has a key influence on the SSLP monitoring framework. The SA Scoping Report establishes a baseline position against which the effect of policy implementation, for the Local Plan as a whole, will be monitored. This has also been used to develop the monitoring framework for the Core Strategy. 1.7 The Appropriate Assessment has set essential monitoring in relation to air quality on the Ashdown Forest and water quality in the Pevensey Levels, and whilst these feed into the Core Strategy monitoring framework they are also essential for monitoring the impact of the SSLP policies. Links to Other Plans and Programmes 1.8 The Sites Local Plan is the second spatial planning document the Council has produced and takes the policies within the area strategies (as set out in the Core Strategy) and focuses these down into specific sites and bespoke policies for those sites. In this respect, the Sites Local Plan, together with the forthcoming Delivery and Site Allocations Plan, will help achieve the implementation of the Core Strategy. The Monitoring Framework 1.9 The Monitoring Framework explains how the performance of Sites Local Plan policies will be monitored through the AMR. It is set out in relation to the Areas and then focused down into the specific policies for those areas, together with indicators and targets. These will allow the Council to assess the extent to which policies are delivering the development needed to achieve the objectives and Vision of the Core Strategy. 1.10 Monitoring may indicate that further action is required, particularly where targets are not being met and are unlikely to be met in the future. Significant variation from performance required by the policy and target may result in the need to amend the target, or ultimately to amend the policy. 1.11 The Infrastructure Delivery Plan (IDP) will be an important element of ensuring the delivery of sustainable development, supported by the necessary services and facilities it requires. More specifically, the IDP: outlines existing infrastructure provision to illustrate how well existing needs are being met; and highlights future infrastructure to support population changes, housing and; employment growth as detailed in the Core Strategy. 4 1.12 The IDP also provides an indication of the potential costs and methods of funding the identified infrastructure through mainstream public funding, developer contributions and other sources. It also establishes effective working arrangements with infrastructure agencies to ensure that a dialogue is maintained beyond the scope of individual projects.

1.13 Monitoring proposed by the Sustainability Appraisal to check the predicted effects of the policies in the Core Strategy is complemented by this monitoring framework. 1.14 Indicators have been selected based on their appropriateness for gauging the effectiveness of Sites policies in helping to meet the development identified through the Council's Core Strategy. The choice of specific indicators is dependent upon the availability of data and in this respect it is possible that this could change over time. The specific indicators used will therefore be reviewed on a regular basis and where the availability of data changes then some indicators may need to be removed whilst others could potentially be added. Any change to the indicator set will be shown in the Annual Monitoring Report.
