Specialist In Focus Dr Sandeep Jacob Sebastin MBBS, MMed (Surg) (S pore) Associate Consultant Department of Hand & Reconstructive Microsurgery (HRM) National University Hospital Email address: sandeep_jacob_sebastin@nuhs.edu.sg Dr Sandeep Jacob Sebastin obtained his MBBS and postgraduate degrees in General Surgery and Plastic Surgery from India. He completed his specialist training in Hand Surgery at Singapore and obtained the European Diploma in Hand Surgery in 2009. He was awarded a scholarship by the Ministry of Health and spent two years at the University of Michigan, Ann Arbor, as a clinical cum research fellow. He returned from Michigan in June 2011 and is currently an Associate Consultant in the Department of Hand & Reconstructive Microsurgery at the National University Hospital, Singapore. His clinical practice involves all areas of Hand Surgery, with special interests in peripheral nerve dysfunction, trauma, and flap reconstruction of the limbs. He is also actively involved in research and has published his work in numerous journals and books. He is a member of the American Society for Surgery of the Hand, Singapore Society for Hand Surgery and Indian Societies for Surgery of the Hand, Reconstructive Microsurgery, and the Association of Plastic Surgeons of India.

Happenings @ NUH Welcome Onboard, NUH! We warmly welcome the following doctors as part of our medical team: Dr Lim Fong Seng (Head & Senior Consultant, Family Medicine) obtained his basic medical degree from the National University of Singapore. He subsequently trained as a Family Physician and obtained a Masters In Medicine (Family Medicine). Prior to joining NUH, Dr Lim was a Senior Director in Project Office at the National Healthcare Group. He spent many years in the National Healthcare Group Polyclinics and was its Director of Medical Affairs, in charge of all professional and academic matters, from 2001 to 2006. He was the Director of Clinical Standards and Improvement at Tan Tock Seng Hospital from 2007 to 2009, helping the hospital to manage its clinical quality, patient safety and quality improvement initiatives. He is also an adjunct faculty member of the Duke-NUS Graduate Medical School. Dr Lingam Gopal (Senior Consultant, Ophthalmology) obtained his MBBS from the Andhra Medical College, India in 1979. He obtained his Fellowship of The Royal College of Surgeon (UK) in 2002 and also holds a M.S. (Ophthalmology) and Diplomate of National Board of Examinations (Ophthalmology). Prior to joining NUH, Dr Lingam Gopal had worked in India as a senior consultant specialising in medical and surgical management of Vitreo retinal diseases for the last 27 years. Dr Melvin Chua (Consultant, Geriatric Med) obtained his MB ChB from the University of Glasgow in 2001. He obtained his Membership of The Royal College of Physicians (UK) in 2005 and completed his training in both General Internal Medicine and Geriatric Medicine in the North of Scotland Postgraduate Deanery which is primarily based in Aberdeen. Dr Chua was working at the Addenbrooke s Hospital (Cambridge) prior to joining NUH. He is currently a member of both the British Geriatrics Society and American Geriatrics Society. Dr Peter Cheung (Consultant, Gen Med) obtained his MBBS from the University of New South Wales, Australia in 2001. He was conferred a Fellow of The Royal Australasian College of Physicians in 2008 and has been accredited in Rheumatology by the Specialist Accreditation Board, Singapore. Dr Cheung is also a member with the Australian Rheumatology Association and Royal Australasian College of Physicians. Prior to joining NUH, Dr Cheung was working as a Rheumatologist in Canberra and Sydney, as well as a research fellow in Paris.

Diabetes follow up care at same rates at GPs Instead of returning to NUH for their consultations, diabetic patients whose conditions are stable can now consult GPs near their home or workplace at the same rates under a two-year pilot programme between NUH and GP group, Frontier Healthcare. About 100 patients referred by NUH doctors to designated Frontier clinics for co-management will continue to pay the same rates for their consultation, tests and medications. Frontier's family physicians will follow the same care components as practised by NUH specialists to ensure continuity of care. At the end of the pilot progamme, NUH will conduct an outcome study to assess the clinical results, as well as patient and GP satisfaction levels. If successful, we hope to roll out the programme to other disciplines like asthma, heart, rheumatology and psychological medicine. Click the following links to read more about the programme in the media: TODAY, 23 Jul 2011 LianHe ZaoBao, 23 Jul 2011 NUH Is Now A HIMSS Stage Six Hospital In June, NUH became one of the four Singapore hospitals and also one of the first public healthcare institutions in the Asia Pacific region to achieve the HIMSS Stage 6 Electronic Medical Record (EMR) Adoption Model award presented by *HIMSS Analytics. The HIMSS EMR adoption model is an internationally recognised benchmark that measures the use of IT and electronic medical records to transform healthcare to benefit patients.

NUH s IT system has allowed our doctors to order medicine using patients' bedside monitors. It also provides them with information on correct dosages and drug allergies. Our pharmacists use machines that dispense accurate doses of medicine, without them having to decipher illegible handwriting. In the United States, only 3.5% of the more than 5,000 hospitals tracked by HIMSS Analytics have achieved Stage 6 recognition for the implementation of electronic medical record. We will continue to work together to utilise technology to transform clinical processes and provide safer care for our patients. *HIMSS Analytics is a global healthcare IT data firm that grades hospitals on their progress towards creating a 'paperless environment' in patient care. Stage 6 (on a scale of 0 to 7) indicates significantly advanced IT capabilities in delivering patient-centric care.
