1 A07/43 INFORMATION FOR CANDIDATES for appointment as Professional Practice Fellow Health Informatics (Part-time) DEPARTMENT OF MEDICINE WELLINGTON SCHOOL OF MEDICINE AND HEALTH SCIENCES General Information A statement of general information for applicants for academic posts within the University is attached. The University of Otago Medical School The University of Otago Medical School, founded in 1874, was the first medical school in New Zealand. Although some final year medical students had been attached to other hospitals since the 1920s, it was not until 1967 that the University of Auckland established the second medical school. During the 1960s the Otago Medical School recognised a need to formally establish clinical schools within the Otago Faculty of Medicine in Christchurch (1973) and Wellington (1977). The University of Otago MBChB is a six-year course. The first Health Sciences year (currently under review) provides background to pre-clinical studies, with a focus on Chemistry and Biology. The second and third year course is a new (1997) integrated programme of pre-clinical studies, undertaken by approximately 180 students in the Otago School of Medical Sciences in Dunedin. Students then progress to the Dunedin School of Medicine (DSM), Christchurch or Wellington Schools of Medicine and Health Sciences for their clinical courses. A new integrated fourth and fifth year programme commenced in 1999, and revision of the sixth year course is anticipated. The present sixth year course includes a three-month elective and is otherwise focused on clinical apprenticeship with increasing responsibility for patient care. Up to 75 fourth year students each year enter the Wellington School of Medicine and Health Sciences (WSMandHS). The Wellington School of Medicine and Health Sciences and Health Care Providers The Wellington School of Medicine and Health Sciences (Dean, Professor John N. Nacey) is situated at Wellington Hospital. In addition to Public Health, there are Departments of: General Practice (Professor Anthony C. Dowell), Obstetrics and Gynaecology (Professor Kevin C. Pringle), Paediatrics and Child Health (Professor Keith Grimwood), Pathology and Molecular Medicine (Professor Brett Delahunt), Psychological Medicine (Professor Peter M. Ellis), Medicine (Professor Carl Burgess), Surgery and Anaesthesia (Associate Professor Galletly) and Medical Radiation Therapy (Ms Karen Coleman). There is a Medical Library and a Computer Facility on site. There are six independent but closely associated research groups on the campus: the Bio- Investigation Group (Dr Paul Davis), the Dental Research Group (Dr Chris Sissons), the Eru Pomare Maori Health Research Centre and He Kainga Oranga, the Housing and Health Research

2 Programme (Professor Philippa Howden-Chapman), the Health Inequalities Research Programme (Professor Tony Blakely) and the Wellington Asthma Research Group (Professor Julian Crane) Capital and Coast District Health Board, Hutt Valley District Health Board and Wairarapa District Health Board operate public hospitals in the greater Wellington Region. District Health Boards have funder and provider functions. There are particularly strong relationships between the School and the two local District Health Boards, Capital and Coast, and Hutt Valley. Capital and Coast District Health Board is currently reassessing methods of service delivery in conjunction with the development of a new regional hospital. At present there are six service groups (Clinical Groups) within Wellington Hospital (Medical, Surgical, Clinical Support, Women s Health, Child Health and Mental Health). Additional general medical services, geriatric rehabilitation, day surgery and other day and outpatient services are provided at Kenepuru Hospital, 20km north of the main site. Some of the undergraduate teaching takes places at Kenepuru Hospital. The Wellington School of Medicine and Health Sciences has a teaching facility at Hutt Hospital, a general hospital 15km northeast of the Wellington campus, which is also the base for the Regional Plastic Surgical and Rheumatological Services. The School also has close working relationships with private hospitals in the region with the University of Otago Surgical Clinic at Wakefield Hospital, the University of Otago Gastroenterology Clinic at Southern Cross Hospital and WellSleep (Sleep Investigation Centre) at Bowen Hospital. The Department of Medicine The Department of Medicine has its main accommodation in adjacent floors of the School of Medicine and Health Sciences building and Wellington Hospital. Departmental space includes offices, teaching areas and laboratory facilities. The Wellington Asthma Research Group is based within the Department. Staff of the Department teach in the clinical years (fourth to sixth) of the medical course, teach and co-ordinate postgraduate diploma and degree courses for health professionals in the areas of aviation medicine, informatics and rehabilitation, supervise the work of PhD candidates and contribute to other postgraduate courses and activities. There are currently six PhD candidates and 32 Masters students under departmental supervision. The current Department of Medicine senior academic staff are Professor Carl Burgess, Head of Department, Dr D A Abernethy (Neurology), Professor J Crane (Clinical Epidemiology), Dr J W Delahunt (Endocrinology), Dr R F Griffiths (Aviation and Occupational Medicine), Dr A Harrison (Rheumatology), Dr L E Judd (Occupational Medicine and Dermatology), Associate Professor S Mann (Cardiology), Dr A M Neill (Respiratory Medicine), Dr M R Nowitz (Radiology), Associate Professor R Siegert (Rehabilitation medicine), Endocrinology), Dr N H Stace (Gastroenterology), Dr M Tweed (Respiratory Medicine) and Associate Professor M Weatherall (Geriatric Medicine). Most of these appointments are funded jointly by the University of Otago and the Capital and Coast District Health Board. For their clinical responsibilities, staff are responsible to the relevant Clinical Group Managers of the District Health Boards. In addition to these staff many of the hospital physicians at Wellington, Kenepuru and Hutt hospitals are appointed as Clinical Senior Lecturers within the Department.

3 The University funds two technical officer positions in the Department, one full-time and one parttime. There are additional research fellows and technical staff funded by external granting bodies. Duties and Responsibilities The successful candidate will be responsible through the academic Head of the Unit to the Head of the Department of Medicine for the performance of the teaching research, and administrative duties as set out below. Prime Function To ensure smooth and effective delivery and teaching of the undergraduate Health Informatics programme to fourth year medical students. Main Objectives Ensure smooth day to day running of undergraduate Health Informatics Programmes. Contribute to curriculum teaching, assessment, development and improvement. Contribute to and organise the fourth year introductory course sessions. Perform individual student teaching. Identify and provide remedial action for students with difficulties. Feedback to Health Informatics Group. Supervise and co-ordinate other staff teaching the undergraduate courses. Maintain course web site and pages. Contribute to Health Informatics workshops. Key Tasks Personal development and training: Be familiar with the existing course material. Introductory course: To play a major role in planning, delivery and evaluation. Staff co-ordination: To participate in the weekly meetings of the HI Group, and to report on issues relating to the undergraduate programme. To organise weekly undergraduate teacher meetings, write Minutes of these meetings and provide an agenda. To supervise and participate in marking of student competency tests in conjunction with the other Course teachers and members of the HI Group. Ensure, with the HI Group, that there is adequate staff training and familiarisation. To monitor student milestones, and report progress to HI Group. To ensure, where possible, that student queries via are answered within an agreed time period.

4 Personal teaching responsibilities: Contribute to the teaching of the Course. Contribute to the teaching material of the Course. Contribute to the marking of competency tests. Create and maintain teaching web pages. Maintain HI web site. Health Informatics Group membership responsibilities: To attend weekly meetings of the HI Group and report on undergraduate issues. To contribute to the writing of Course material for undergraduates. To carry out Course evaluation procedures. To keep current in the field of Health Informatics. Meet deadlines for applications and approval processes. Relationships Directly responsible to: Functional relationships: Health Informatics Course Co-ordinator. Health Informatics teaching staff. Library staff. Medical students. Health Informatics administrative support staff. Expected Outcomes Adequate student support. Competency tests marked with an agreed timeframe, preferably within one week of submission deadline, and always within three weeks in accordance with the University of Otago guideline. Student feedback obtained and brought to the attention of the Health Informatics Group in a timely manner. Students having difficulty are identified and remedial action taken. Course modules are written and reviewed within agreed timeframe. Student satisfaction targets are met in relation to teaching activities. New developments are brought to the attention of co-workers. Personal Specifications A university degree, preferably in library and/or information sciences. Working knowledge of Health Informatics, including experience in using the Internet. Teaching experience. Knowledge of information retrieval systems. Knowledge of the application of computer technology to the provision of health care. 5 Salary The salary range for a Professional Practice Fellow is $44,997 to $53,828 per annum (pro rata). Appointment will be made at an appropriate step in this range depending on qualifications and experience. This is a part-time, (0.9 FTE) permanent position.
