JAMAICA CIVIL AVIATION AUTHORITY JOB SPECIFICATION & DESCRIPTION JOB SPECIFICATION JOB TITLE: DIVISION: Deputy Director General - Regulatory Affairs Regulatory Affairs DEPARTMENT: UNIT/LOCATION: Head Office JOB SUMMARY The incumbent is responsible for assisting the Director General in ensuring Jamaica's Civil Aviation (Amended) Act and Regulations are compliant with Articles of the ICAO Conventions and Annexes SARPS to which Jamaica is a signatory. Coordinate and Supervise the Authority's Regulatory Activities. The incumbent is responsible for the implementation of plans to achieve regulatory compliance; Acts for the Director General in his absence or as directed in carrying out functions of the Authority in accordance with the Civil Aviation Amendment Act. QUALIFICATIONS & EXPERIENCE B.Sc. Degree in Management Studies or other Professional Training in Management At least ten (10) years as an Administrator, including 5 years in a Senior Aviation Management Masters Degree from a reputable institution with a major in Business Administration Experience with an aviation related organization associated with the rules, regulations, flight and ground procedures for flight safety. SPECIFIC KNOWLEDGE REQUIRED: Working knowledge of Civil Aviation Regulations and Standards Sound knowledge of aviation incident and accident investigation procedures, quality assurance, and safety programme management. Working knowledge of ICAO Annexes and subsidiary Manuals and Documents. Working knowledge of the functions of State agencies related to the civil aviation industry Working knowledge of public sector management and regulatory principles

Legal Officer Externally: Air Operators Airport Operators Regional and International counterparts from aviation regulatory bodies ICAO Personnel Other International Bodies DUTIES & RESPONSIBILITIES: Oversee and monitor the activities of the Directorate of Flight Safety. Formulate medium and long-term objectives for the Division in accordance with the objectives of the Division and the JCAA. Ensure the development and on-going improvement of the measures to ensure safe, regular and efficient aviation services in Jamaica.
Coordinate and manage the activities of the Flight Safety Division as mandated in the Jamaica's Civil Aviation (Amended) Act and Regulations Keep abreast of emerging technology in the industry and ensure policies and legislation are appropriately updated in accordance with agreed International Standards and Recommended Practices Monitor the conduct of international and local flight operations to ensure safety and efficiency. Ensure implementation of an inspection and certification program of the air and aerodrome/airport operator(s) to ensure that standards of operations are maintained. Direct investigations into adverse findings and take measures necessary to ensure compliance by operators. Direct investigation into accidents and incidents involving civil aircraft in Jamaica is carried out. Ensure the oversight functions of the Jamaica Civil Aviation Authority are in accordance with Jamaica s Civil Aviation (Amended) Act and Regulations governing same. Ensure the upgrading of the inspection monitoring system and update flight operations procedures in accordance with international benchmarks. Ensure the updating and enforce the inspection system to ensure an efficient distribution of operations information Keep updated flight operations legislation and procedures as well as flight of aircraft and helicopters operated in Jamaica Ensure the operational safety audits of air operators to ensure compliance with regulations, standards and operations specifications Conduct surveillance and enforcement of civil aviation activities Ensure the functions of the Economic Regulation Department are carried out in accordance with the Airports (Economic Regulation) Act and the Civil Aviation (Air Transport Licensing) Regulations Advise the Director General on all matters of portfolio responsibility Any other duties as may be assigned from time to time
