Dear Citizens and Residents, The purpose of this brochure is to inform you about the waste management system in the Rhein-Neckar District and to make dealing with this system more convenient for you. The Rhein-Neckar District (which is a public institution) has the responsibility to deal with waste disposal. This responsibility covers both the recycling and the removal of waste. The Rural District Council has entrusted AVR Kommunal GmbH with the organizational handling of this task. AVR is a company wholly owned by the district. You order we deliver Our main priority is to provide service. As a user of our waste disposal system, you may address and organise your waste disposal problems according to your own needs. Choose the size and number of waste bins you need. Our customer adviser is prepared to assist you in determining the container or equipment that is suitable for your household. We offer you a variety of waste collection dates to choose from, dates on which you prefer your containers to be emptied and waste removed. We provide kerbside collection of your biodegradable waste and rest household waste every other week. You can decide how often your waste bins are to be emptied during the year. We offer to empty the four-wheel containers for rest household waste (660-litre, 770-litre, and 1,100-litre bins). The Green Bin plus will be emptied every other week. We provide kerbside collection of your bulky waste, waste timber, electrical devices and scrap by prior arrangement. This service is provided every other week. Moreover, we offer a wide range of additional waste-removal services, such as the collection of hazardous waste or the kerbside collection of horticultural waste. This flexible system of waste disposal operated by Rhein-Neckar District, gives you the opportunity to directly influence the amount of fees you pay. You have the choice in choosing the size of the waste bins which suit you best and in determing how often they are to be emptied. This therefore makes the final amount of the annual waste disposal fees due and payable. Most of the disposal services provided are part of the basic package of services which are already included in your fees; other services like the collection of horticultural waste have to be separately paid for. In comparison to other Rural Districts, the fees charged in the Rhein-Neckar District with its wide range of waste disposal services are comparatively low. 3

The Range of Services in Detail 1. Waste Bins Standard Bins We provide an 80-litre rest household waste bin as well as a 120-litre Green Bin plus for every landed property. Comfort Bins Additionally, you have the right to determine the number and size of the bins for both your rest household waste and biodegradable waste as well as of your Green Bin plus. On pages 12 to 13 you will find a list of the range of bins available showing the types of bins most frequently in demand. For the respective fees, please refer to our separate brochures. If you need any further advice, the staff of AVR would be pleased to assist you. 2. When and how are bins for Rest Household waste and biodegradable waste emptied? We arrange for the rest household waste and biodegradable bins to be emptied every other week. It is up to you to decide when the bins should be emptied. An electronic identification system (micro-chip) attached to each waste bin will register how often the bins are emptied. 3. When and how is the so-called Green Bin plus (for packaging material with the Green Dot, and other recyclable materials) emptied? In our district, we do not operate the system of Yellow Bags ; nor do you have to go to the recycling yard. It is our responsibility to collect your recyclable materials which you dispose of into the Green Bin plus. This convenience ensures that all packaging materials and other recyclable objects e.g. plastic material, metal or paper will be collected together. 4

You have the opportunity in determing the number and size of your Green Bin plus yourself. Each landed property must be equipped with at least a 120-litre Green Bin plus. In addition, 120-litre, 240-litre, 770-litre, and 1,100-litre bins for recyclable waste are also available. All the bins are equipped with an electronic identification system and will be allocated to the respective landed property in question. 4. Our Bag System : a Supplementary System for Collecting Rest Household, Biodegradable and Recyclable Waste ( Green Bin plus ) Waste Bags are a flexible supplement in situations when the capacities of the rest household or biodegradable waste bins or of the Green Bin plus are insufficient. Waste bags can be obtained from the respective outlets at all the municipal administration of the district. Your waste bags, either placed next to your bin or on their own, will be collected on the fixed collection day. 5. Glass Boxes for Packaging Glass In our district, i.e. the Rhein-Neckar District, you do not have to walk to the bottle bank to dispose of your bottles. The business partner, DSD AG provides a kerbside collection of your non-returnable bottles and other glass containers. For this convenience, each household is equipped with a Blue Glass Box, which will be emptied in accordance with the framework of the Dual System. The collection of glass materials is not part of the waste-disposal system of the Rhein-Neckar District. 6. Collection of Bulky Waste, Waste Timber, Scrap, and Electrical Devices by Prior Arrangement (up to 4 cubic metres per order) We arrange for the kerbside collection of bulky waste and waste timber twice a year per person and per landed property by prior arrangement. You may select from up to 26 different collection dates in a year. For the dates available, kindly refer to the AVR-Calender of your municipal. 5

Scrap and electrical devices will be collected every other week. The only thing you have to do is to inform AVR. We will then inform you of the collection day. Registration of the respective collection day can be made by calling 07261/931-310, by facsimile 07261/931-7040, or at www.avr-kommunal.de. Collection may only be effected for landed properties which are linked with the public waste disposal system. Small electrical devices may be handed in at a number of electrical shops in the Rhein-Neckar District. For names and addresses, please call the AVR customer adviser at 07261/931-310. 7. Direct Delivery to the Waste Disposal Plant In urgent cases you may dispose of your bulky waste at our waste disposal centers in Sinsheim, Wiesloch, Ketsch and Hirschberg. Electric appliances may be brought to the disposal center in Wiesloch for free of charge. 8. Collection of Horticultural Waste by Prior Arrangement Your horticultural waste will be collected from the kerbside of your residential address by prior scheduled arrangement there s no easier way to solve your waste problem. You do not need to rent a trailer or find someone to clean your car. Charges for this service will be shown in a separate invoice. 9. Collection of Hazardous Waste In private households you will find many products containing substances which are harmful and detrimental to the environment or your health. 6

In order to dispose of these or other environmentally harmful substances in a professional way, AVR provides for the collection of hazardous waste in several towns and municipals of the Rhein-Neckar District. Hazardous waste in smaller quantities usually found in households, may be handed over to the Mobile Hazardous Waste Collection Service. Some of these substances include e.g. varnish and lacquers, brush cleaners, rust inhibitors. Checklist: Refuse Bins when Moving in You are moving into a new apartment and need refuse bins: what steps should you take? Refuse bins will not be delivered to your doorstep automatically after you have registered with the Local Citizens Registry Office. It is your responsibility to subscribe or unsubscribe for the required refuse bins. (Contact AVR) Steps you have to take if you are the tenant: Steps you have to take if you are the owner of the landed property: In this instance, we would advise you in your capacity as tenant, to contact the owner of the landed property or the property manager, because the owner is liable for fees due. * Rest Household Waste Bin * Biodegradable Waste Bin Firstly, you should decide if you want to dispose of your biodegradable waste and rest household waste separately, or if you prefer using the rest household waste bin to dispose of all your waste. Any occupied landed property must be equipped with, at least, an 80-litre rest household waste Bin. Depending on the volume of your rest household waste, you may choose your bin from the different volumes of bins available. If you prefer to dispose of your biodegradable waste separately, you may choose your biodegradable waste bins in different volumes, depending on your individual requirements. Please contact the owner of the property or your property manager. Should individual households in an apartment block/building need their own rest household waste bins and biodegradable waste bins, please apply to AVR for the form concerning household-related bins. The waste bins may be ordered from AVR at Tel. No: 07261/931-202. Period of delivery: 2 weeks. * Green Bin plus Each landed property must be equipped with a 120-litre Green Bin plus. Depending on your individual requirements you may choose from Green Bins of different sizes. * Glass Box Within the framework of the german Duale System (Dual Waste Management System) a glass box is placed at the disposal of each individual household. Please contact the owner of the property or your property manager. Should you need a glass box, please contact AVR at Tel. No: 07261/931-202. The waste bins may be ordered from AVR at Tel. Additional information: The most frequently asked questions which arise when you move in or out have been listed below: Important if you are a tenant Important if you are the owner of the landed property What to do when you move out: Please contact your Local Citizens Registry Office to deregister yourself; concerning your final payment of waste disposal fees, please contact the owner of your property (landlord) or property manager. For household-related equipment such as waste bins, please inform AVR at least two weeks prior to moving out. Please inform your Local Citizens Registry Office well in advance of any change of tenants, and inform AVR two weeks prior to vacating the premises by telephone at 07261/931-202. What to do when there is a change in ownership. No notification necessary. Please let us have a copy of your entry in the Land Register. If this has not been done, we are prepared to let you have the form Assumption of Debts in connection with fees due and payable which the new owner is required to complete and to return to us. We will make all the necessary arrangements accordingly. When ordering waste bins, you may have to wait for about two weeks before they can be delivered. Direct Debiting Mandate concerning Waste Disposal Fees payable to the Rhein- Neckar District Please contact the owner or your property manager. You will find the relevant form on the internet at www.avrkommunal.de; you may also ask AVR to send you the respective form. Fees Please remit the fees due to the Rhein- Neckar District Treasury (Kreiskasse), only. (Account number: 4243, bank: Sparkasse Heidelberg) Sorting code: 672 500 20). Do not remit the money to AVR!) The Waste-Disposal Fee Assessment Notice will be sent to the owner or property manager. Exception: In the case of household-related waste-bins, tenants shall receive the Fee Assessment Notice concerning basic fees and service fees for bins; the owner shall receive the notice concerning Capita- Related Basic Fees. All the forms mentioned in this table can be downloaded at www.avr-kommunal.de; you can also request for AVR to send them to you. 10

The Waste-Bins You have the possibility to order separate containers for biodegradable waste and rest household waste. Any occupied landed property must have at least an 80-litre rest household waste bin. Depending on the volume of your rest household waste, you may choose your bin from the different volumes of bins available. If you prefer to dispose of your biodegradable waste separately, you may choose your biodegradable waste bin in different volumes, depending on your individual requirements. Separate biodegradable waste collection is profitable for both the environment and you. You have the possibility to determine the size of the waste containers for recyclables. You may choose from our range of Green Bin plus (Grüne Tonne plus) which come in volumes of 120 litres, 240 litres, 770 litres, or 1,100 litres; subject to the condition that each landed property must be equipped with a container of at least 120 litres. Private clients may call 07261/931-202 to get information and reliable advice concerning the size of the respective containers and the fees from our Customer Care Service; business clients are requested to call 07261/931-395. 11

The Waste Disposal Fees Charged by the Rhein-Neckar-District Our scope of services is arranged to suit you best. See illustration: Flexible System of Fee Calculation The Capita-Related Basic The Container-Related Basic Fee Performance-Dependent Fee for Household and Business Containers The flexible system of waste disposal fee calculation operated by the Rhein-Neckar District consists of three components: The Capita-Related Basic Fee The Capita-Related Basic Fee is calculated on the basis of the number of persons registered in the Local Citizens Registry, or actually living on a landed property. Also people who have their secondary residence here are assessed accordingly. Firstly, the number of persons determined as at January 1 st in each calendar year will be regarded as the relevant figure. Please note that people with a secondary residence here will be assessed accordingly. Daily data transfers enable the Rhein-Neckar District to take all changes into account on the following day when the basic fees are adjusted. For this reason, any changes to the number of people should be reported to the Local Citizens Registry Office as early as possible; it is not necessary to inform the Rhein-Neckar District or AVR separately. When your final accounts are prepared all changes made during the relevant financial year will be taken into consideration automatically. As a rule, adjustments will not be made to the prepayments that have been determined for the current year. 14

The Container-Related Basic Fee This fee is calculated based on the number and size of the waste bins for rest household waste you choose. The waste bins for biodegradable are free of charge. The Container-Related Basic Fee includes the costs for delivery and maintenance of the waste bins, prorated charge for the operating and personnel costs of the waste collection service, prorated costs of materials and personnel costs of administration. Performance-Dependent Fee for Household and Business Containers This fee accrues whenever a rest household waste bin is emptied. This fee includes the costs for the variable and periodical-dependent costs of the waste-disposal plants including the Mannheim Waste Incineration Plant; costs for reloading and transport; pro-rated fee for the variable costs of emptying the waste bins. Method of Payment In the course of the year the Rhein-Neckar District charges down payments on account of the estimated fees. Final accounts which take day-to-day changes to the number of persons and the types and sizes of containers into consideration, and which breaks down the individual waste bin collections will be submitted during the first six months of the following year. 15
