Grants and sonsorshis enable successful alicants to deliver quality rograms, events, roducts and services significant to Melbourne, bringing social and economic returns. The small business grants rogram is suorted through the City of Melbourne s economic develoment initiative, Enterrise Melbourne heling local businesses grow, learn and roser. About grants and sonsorshis These guidelines relate to the small business grants rogram. There are also more than 20 other grant and sonsorshi tyes including social enterrise, arts and community services, Active Melbourne, business events and the event artnershi rogram. Alicants in any category can only aly to one grant rogram in any given year. If a roject has already been funded or is being funded by one of the rograms, you will not be eligible to aly to another grant rogram for that roject. Alicants are advised to carefully review the guidelines rovided here and, if necessary, check the guidelines of other grant rograms to decide which is the best grant rogram for your circumstances. Eligibility Checklist Before you continue, lease comlete the checklist to determine whether your business is a good candidate for a small business grant. Alicants who do not meet the requirements or do not rovide the relevant documentation will not be considered. Are you located within the City of Melbourne boundaries or are you lanning to relocate within the municiality? Do you have 20 or fewer emloyees? Do you have an Australian Business Number (ABN)? Is your roosal genuinely innovative, creative and does it demonstrate a strong oint of difference? If you are roosing an online only business, can you demonstrate why you need to be hysically located in the City of Melbourne? Can you demonstrate how the City of Melbourne will benefit from your roosal? Do you hold the rights to the intellectual roerty for your roduct and/or service? Does your roosal enhance the city s reutation for innovation, business vitality and environmental sustainability? Does your roosal create emloyment oortunities and increase the level of business investment? Does your roosal demonstrate solid market otential? Have you comleted a market analysis or have you conducted a strengths, weaknesses, oortunities and threats (SWOT) analysis? ABOUT SMALL BUSINESS GRANTS Small business grants have been develoed to rovide sulementary financial suort to small businesses. They form art of the City of Melbourne s Business Develoment Fund, which directly suorts economic and business develoment in the City of Melbourne municiality. Grant objectives To encourage the establishment, growth and retention of sustainable businesses, including micro businesses, that enhance the City of Melbourne s reutation for innovation, creativity, business vitality, diversity, inclusiveness and environmental sustainability. To create emloyment oortunities and increase the level of business investment in the municiality. To suort innovative businesses that demonstrate solid market otential and a sound business model, including long-term financial viability. To increase the overall value and volume of exorts from the City of Melbourne municiality. To foster new artnershis and collaboration between businesses and business suort grous. The grants seek to encourage and suort new, creative and diverse business activities that will contribute to a thriving and cometitive business environment within the city. In addition, the rogram seeks to encourage a greater number of city-based businesses to engage and exand their exort activities. Innovation is not invention, nor is it doing things slightly differently to the way others are doing them already or bundling together existing roducts and services. Innovation means doing something in a new, creative or novel way. It may involve imroving on an existing service or roduct in an original way that increases its utility or oens u new markets. It may mean that an idea is radically different, but equally it may mean that an idea addresses an everyday rocess in a revolutionary or original way. You could ask: what is the oint of difference between my idea and that of the enterrise next door? The City of Melbourne is looking for enterrises that indicate, through their innovation, that they can add to the city s economic roserity and diversity. In assessing whether your roosal is innovative, you might consider the following questions. Does your businesses or organisation: Satisfy a comelling and otentially global need? Target a well-defined niche market? Demonstrate a significant cometitive advantage over the medium term? Achieve high gross margins? Scale u to a significant degree? Articulate the roblem it is trying to solve and how it will do it? Innovation in Business Innovation in business is imortant because it is the rimary driver of cometitiveness for firms differentiating their roducts and services from those of cometitors Continuous innovation, or the reeated successful introduction of novel roducts and services, is the only sustainable strategy for survival and rogress in raidly changing and turbulent technological and market circumstances. GRANT ELIGIBILITY Who is eligible to aly? Small businesses that will make a measurable contribution to the small business grant objectives are eligible to aly. An alicant must: have a registered Australian Business Number (ABN) be located or committed to locate within the City of Melbourne municiality emloy 20 eole or less have an aroriate legal structure, such as a sole trader, an Australian registered comany, business cooerative or artnershi and have documentary evidence of an aroriate legal structure. Business suort grous are eligible to aly for a grant under the business suort services category. Who is not eligible to aly? Franchisees, subsidiaries of larger comanies, unincororated associations and government deartments or agencies are not eligible to aly. Branches of foreign comanies that are not registered as an Australian comany are also not eligible to aly. Individuals/organisations roviding trade facilitation services to businesses are not eligible to aly under the exort entry grants category. Those who are not located in or considering relocation to the City of Melbourne if successful in obtaining a small business grant are also ineligible to aly. Potential alicants should give consideration as to why their business model dictates a need to be located in the City of Melbourne, not just because a grant is on offer. For micro business start-u and exansion grants, the following criteria must be met: that the business is for-rofit with one or two owner/oerators, at least one of whom is; a former refugee homeless Aboriginal and Torres Strait Islander long-term unemloyed or has a disability. 7 Small business grants rogram guidelines
GRANT Categories Businesses can only aly for one category in each funding round. If you aly for more than one category you will be asked to choose one category and your other alication/s will be returned. 1. Start-u Start-u grants are designed to assist with the establishment of new, novel, creative and innovative businesses that will increase the diversity of the city s business community and boost Melbourne s caability in key business sectors. Grants of u to $30,000 are available. 2. Business exansion Business exansion grants are targeted to assist the exansion of existing innovative businesses. Business exansion is defined as: an existing City of Melbourne small business introducing a new, novel, creative and innovative activity/roduct/service or a creative business collaboration as art of its exansion hase an existing innovative small business relocating to/within the city as art of its business exansion rocess. Grants of u to $30,000 are available. 3. Exort entry Exort entry grants are focused on heling City of Melbourne-based comanies enter and exand into new overseas markets. They suort exort-ready small businesses looking to enter the international market for the first time, as well as more exerienced exorters who wish to exand into new markets. Exort entry grants differ from start-u and business exansion in that the grant is on a dollar-for-dollar basis and claimed after the event or visit has occurred. Businesses are eligible to aly for a grant on of u to $10,000 for exort initiatives. Businesses can aly under two sub-categories; new exorter and current exorter. A new exorter: has exort turnover of less than 5 er cent of total annual dollar turnover has an exort strategy and demonstrated exort readiness/caability. A current exorter: has demonstrated exort exerience in one or more overseas markets seeks to exlore exort oortunities in a new market or launch a new roduct/service in an existing market. U to three grants can be made to a business, with each grant occurring in three searate financial years. The aroval of subsequent grants will be subject to the satisfactory comletion of agreed erformance measures of the revious grant. Small business grants rogram guidelines 8

Business suort services Business suort services grants aim to hel member-based organisations located within the City of Melbourne deliver new initiatives to rovide significant tangible benefits to their members. Grants of u to $10,000 are available. A business suort grou can aly annually for a business suort services grant, if it can demonstrate the develoment of a new initiative/rogram and satisfactorily comlete agreed erformance measures of the revious grant. A business suort grou is a member-based organisation that comrises a grou of small businesses having common roducts/services or co-location within a recinct in the City of Melbourne. Examles of business suort grous include a city recinct grou and an industry association. National association Member-based organisations that are national associations, or a Victorian/Melbourne chater of a national association for a secific industry, will be able to aly for funding to assist with exenditure directly related to establishing an office in the City of Melbourne. 5. Micro business A micro business, for the urose of these grants, is defined as a for-rofit business with one or two owner/oerators, at least one of whom is; a former refugee homeless Aboriginal and Torres Strait Islander long-term unemloyed or has a disability. Micro business grants of u to $25,000 are available. There are two sub-categories; 1. Micro business start-u. Start-u grants are designed to assist micro business owner/oerators in accelerating the establishment of their business 2. Micro business exansion grant. Exansion grants are intended to assist with the exansion of existing micro businesses. Exansion is defined as: a. an existing micro business oerating in the City of Melbourne municiality that lans to introduce a new or additional activity, roduct or service; or b. an existing micro business that intends to relocate to or within the municiality as art of its exansion. These grants may comrise a combination of financial suort and business mentoring as well as funding for training. The City of Melbourne reserves the right not to award any grants, if no suitable, eligible alications are received. Furthermore, we reserve the right to make grants of smaller amounts or fund business mentoring only. 9 Small business grants rogram guidelines
APPLICATION Alications for small business grants will be sought twice a year. The two funding rounds are August (first round) and March (second round) in any financial year. No alications will be acceted or assessed outside those rounds. A series of individual grant category lunchtime briefing sessions will be held during the alication eriod to allow rosective alicants to seek more information about the rogram and seek advice. Micro business grant alications Alicants can aly by following these stes; 1. Visit melbourne.vic.gov.au/grantsandsonsorshis 2. Call the City of Melbourne on 9658 9658 to discuss your business idea and alication. Submit your alication Submit your alication online to the City of Melbourne. Your alication must be received by 5m on the nominated closing date for each funding round. You will not be able to access or submit your alication online after this date. You will receive an email confirming receit of your alication. 1. Call the City of Melbourne on 9658 9658 or visit melbourne.vic.gov.au/grantsandsonsorshis for small business grants information. 2. Attend a small business grants general information session. 3. Book and attend a category-secific lunchtime briefing session to discuss your roosed roject with the City of Melbourne. 4. claimable items What can I claim? The individual tyes of items that can be claimed under each grant category are outlined below. Please note only exenditure items that have not yet been incurred rior to alication lodgement will be eligible in any of the grant categories. Start-u and business exansion The start-u and business exansion grants suort the following categories of exenditure directly related to establishing a business or as art of a business exansion rocess. Caital imrovement The costs associated with the fit-out of business remises such as artitioning, desks, chairs, cabling or in the case of a retail business fit out, shelving. Website develoment The costs associated with the develoment or enhancement of a business website. IT equiment The costs associated with urchasing IT hardware such as comuters, rinters, servers for the oeration of the new business or as art of the business exansion activity. Secialised equiment and software The costs associated with urchasing secialised equiment and software other than that which comes as art of a comuter hardware urchase that is directly related to the oeration of the new business or as art of the business exansion activity. Other Exenditure items not listed above if it can be demonstrated there is a significant need for them to aide the start-u or exansion of a secialised business. General oerational exenses including rent, stock urchase, utilities, training, marketing, legal costs, networking and staff remuneration will not be considered. Alicants and their staff cannot undertake work and activity associated with the above exenditure categories and ay themselves from any grant that may be awarded under this scheme. Exort entry The exort entry grants suort the following categories of exort-related activities: Overseas reresentation and marketing consultants The cost associated with engaging an overseas reresentative acting on behalf of the business to market or romote the roduct/service. The cost associated with engaging an overseas reresentative or consultant for business matching activities. Market research The cost of engaging a consultant to undertake targeted exort market research. Marketing visits The cost of economy airfares, on-ground travel and accommodation. Free samles The cost of roviding free samles to non-residents. Communications The cost of communications directly associated with the exort roject. Promotional literature The roduction cost of internationally-branded romotional materials including brochures, video/ CD/DVD resentations, advertising and translation. Trade fairs and exhibitions The cost of articiating in international trade fairs, seminars or exhibitions. Outbound missions The cost of articiating in a City of Melbourne business/trade mission. Exort roduct develoment and rotection The cost of modifying a roduct/service or its ackaging in order to tailor it to the exort requirements of an overseas market. The cost associated with roduct/service rotection including intellectual roerty rights, atents and trademarks. claimable items (CONTINUED) Business suort services Business suort services grants will only assist with exenditure related to the following activities: Project initiative The costs associated with the delivery of a new and innovative roject, Training and develoment initiatives The costs associated with the delivery of training and develoment-related initiatives designed to imrove the erformance of small businesses in the City of Melbourne municiality, Office establishment The cost associated with the set-u of a new office. Only alicable to a national association or Victorian/Melbourne chater of a national association. The business suort services grants will not suort exenditure items relating to general oerational exenses and marketing or networking activities. Micro business The micro business start-u and business exansion grants suort the following tyes of exenditure directly related to establishing a business or as art of a business exansion rocess: Caital imrovement the costs associated with the fit-out of business remises. IT equiment Other exenditure items which are not listed above but can be demonstrated as crucial for the start-u or exansion of a secialised business. Training exenses The City of Melbourne may make a re-agreed contribution towards training exenses including as follows: Start-u (micro businesses) Training costs associated with establishing the micro business such as courses and rograms in: establishing a small business bookkeeing business and financial lanning, sales/marketing lanning and imlementations managing cash flow. Exansion (micro businesses) Training costs associated with exanding the micro business such as courses and rograms in: managing cash flow business and financial lanning sales/marketing lanning and imlementation What is not included? General oerational exenses, including rent, utilities, wages, marketing, sales develoment, networking or ersonal exenses. the costs associated with urchasing IT equiment for the oeration of the new business or as art of the business exansion activity. Secialised equiment and software the costs associated with urchasing secialised equiment and software that is directly related to the oeration of the new business or as art of the business exansion activity. Assessment rocess What is the assessment rocess? Each alication will be assessed against the small business grants objectives and assessment criteria. An assessment reort is reared for consideration by an external indeendent review anel (IRP). The IRP is made u of exerienced small business oerators and advisors. The IRP will consider the conforming alications on a cometitive and merit basis and make recommendations for aroval. On the basis of these recommendations, the Melbourne City Council will determine the final grant funding. Lobbying Canvassing or lobbying councillors, emloyees of the City of Melbourne or assessment anel members in relation to any grant or sonsorshi alication is rohibited during the alication rocess. No further consideration will be given to an alication submitted by an alicant who canvasses or lobbies a councillor, City of Melbourne emloyee or assessment anel member in relation to their alication. The City of Melbourne encourages alications in key target industry sectors such as advanced manufacturing, biotechnology, creative industries, environment services, finance and business services, healthcare, higher education, hositality, information and communication technologies, retail and tourism and businesses. Assessment criteria Alications considered to offer the most valuable contribution to the achievement of the rogram s objectives and consistent with the City of Melbourne s goals will be offered grants. The assessment criteria for individual grant categories is outlined below. Start-u Able to clearly demonstrate via a market analysis and by a subsequent market strategy, a strong oint of difference, not dulicating existing roducts/services available in the city, and can demonstrate unique, hard to coy, or extensive intellectual caital or roerty. Able to demonstrate business readiness that the roduct/service is well-researched, lanned and financially viable and will roceed without a grant. Able to demonstrate financial viability and sound management. Able to deliver measurable economic benefits to the City of Melbourne in areas such as job creation, investment, revenue generation and caability-building. Able to demonstrate sustainable business ractices. The small business grants scheme is oen to alicants from all sectors. Able to deliver measurable economic benefits to the City of Melbourne in areas such as job creation, investment, revenue generation and caability-building. Able to demonstrate sustainable business ractices. Exort entry Able to demonstrate exort readiness in that the roosed exort roduct/service is well-researched, lanned and financially viable. Able to demonstrate the otential for global demand for the roduct or service. Able to match any aroved funding on a dollar-for-dollar basis. Able to demonstrate that goods/services for exort are manufactured or roduced in Australia. Able to demonstrate direct exort outcomes. Able to demonstrate sustainable business ractices. For current exorters: able to demonstrate a level of existing business success, suorted by financial documentation. Preferably, the business will be in one of the City of Melbourne s key target industry sectors (see age 13) and/or riority exort markets (see below). Business suort services Able to demonstrate that the roosed initiative can deliver significant tangible outcomes to its members and small businesses located within the City of Melbourne. Able to demonstrate that the roosed initiative is well-researched, lanned and financially viable. Able to deliver measurable economic benefits to the City of Melbourne. Able to demonstrate sustainable business ractices. Preferably, the organisation will be in one of the City of Melbourne s key target industry sectors (see age 13). Micro business Able to demonstrate sustainable, suorted emloyment or self-emloyment oortunities within the City of Melbourne municiality for eole who are in one or more of these target grous: former refugees and newcomers arriving under the humanitarian immigration rogram homeless Aboriginal and Torres Strait Islander long-term unemloyed ersons with a disability ersons with a mental illness. Able to demonstrate why and how the roosed business concet or lanned exansion activity will be successful Able to demonstrate long term business and financial viability Able to commence the roosed business activity within 12 months following the aroval of grant Able to deliver measurable economic benefits to the City of Melbourne For micro business exansion: able to demonstrate a level of existing business success, suorted by financial documentation Priority Exort markets The City of Melbourne s riority international markets are the countries with which the City of Melbourne has key sister city or strategic relationshis. These include China (Tianjin), Jaan (Osaka), India (Mumbai and New Delhi), Italy (Milan), USA (Boston). Small business grants rogram guidelines 14
TERMS AND conditions Grant reciients will be required to enter into a 12 month agreement with the City of Melbourne and meet agreed erformance measures in relation to the anticiated outcomes, as identified in the alication. Grant reciients are also required to have the aroriate business insurances and be located within the City of Melbourne municiality during the delivery of the roosed roject. All reciients are required to submit two reorts during the eriod of the agreement (at six months and 12 months), detailing rogress against the agreed measures. Reciients will also be required to recognise the City of Melbourne s suort, in an agreed manner and to articiate in any ublic romotions organised by the City of Melbourne to romote the small business grants. The City of Melbourne may also contact you to gain feedback about the rogress of your business over the longer term. A City of Melbourne officer is likely to contact you u to five years after you receive the grant, to gain an understanding of how the grant made a difference to your enterrise and its develoment. This may include questions about how your business has grown including major milestones and achievements. The resonses will be aggregated with those of other reciients to guide future refinement of the grants rogram. Start-u and business exansion grants reciients are also required to use the Small Business Mentoring Service to assist the success of the roosed roject. The City of Melbourne will reimburse art of the cost of the service. If successful, when will I receive ayment? Start-u, business exansion, business suort services and micro business grants Successful reciients will receive an initial ayment of 50 er cent of the grant after both arties have signed the agreement. The balance of the grant ayment will be made at the conclusion of the 12 month term of the agreement and will be subject to the receit of a 12 month reort detailing satisfactory comletion of agreed erformance measures as well as detailed invoices and roof of ayment for comleted items. Payments will only be made for items invoiced after the alication closing date. For examle, if the closing date is 15 March, successful alicants are eligible to claim for items invoiced from 16 March onwards. Exort entry grants Grant ayments will be made on receit of a ost-activity reort detailing satisfactory comletion of agreed erformance measures and an acquittal form including suorting documents such as invoices and receits u to the aroved amount. No ayments will be made rior to exenditure being incurred. Aroved grants will remain valid for a eriod of 12 months from the date of aroval. On average, alicants will be notified of the assessment outcome three months from the closing date of the alication. All decisions are final. There will be no review or aeal rocess. However, unsuccessful alicants are eligible to re-aly. 15 Small business grants rogram guidelines
Ethical Considerations Preference will be given to alications that demonstrate sustainable business ractices and business ractices in line with the ethical charter. Ethical charter The City of Melbourne seeks to suort small businesses that will contribute to one or more of the following: 1. roduction of high quality and roerly resented roducts and services 2. develoment of locally-based ventures 3. develoment of aroriate technological systems 4. imrovement of wasteful or olluting ractices 5. develoment of sustainable land use and food roduction 6. reservation of endangered ecosystems 7. human hainess, dignity and education 8. the dignity and wellbeing of animals.
