Neogov 101 W HAT IS N EOGOV? Neogov is an online hiring system that has been developed exclusively for public sector recruitment, selection, and applicant tracking. The Neogov system has been used since 1999 by public sector agencies across the United States. This experience has given the Neogov company insight into the public sector s unique hiring requirements and processes. Neogov is a web-based system, which means that you can access Neogov from anywhere with a browser and internet connection. Access to Neogov is protected by passwords, user-level (granular) permissions, and encryption. For King County, the benefits of using Neogov include providing: 1. Online entry and tracking of job requisitions, job postings, recruitment plans, and job applications. 2. Increased visibility of job announcements by posting on our county website and governmentjobs.com. 3. Automated processing of job applications and eligibility lists. 4. Process and information flow between HR and hiring managers. 5. Extensive reporting and data analysis tools. Note: While King County will emphasize applying online for our jobs, we will continue to accept paper applications for now to ensure that we meet the needs of the widest range of applicants. Paper applications will be processed and entered by HRD. I NSIGHT VS. O NLINE H IRING C ENTER The Neogov system is actually two systems in one, Insight and the Online Hiring Center: Once job announcements go live in the system, they are posted to governmentjobs.com. R ECRUITMENT L IFE C YCLE The typical recruitment process in Neogov is illustrated below. T EST E NVIRONMENT Neogov provides a test environment to help you learn and understand the system. Online Hiring Center (OHC) The hiring process begins and ends in the Online Hiring Center (OHC). The OHC is used to create and approve job requisitions, and to select and hire candidates from eligibility lists created by HR staff in Insight. The OHC can also be used by subject matter experts to review applications. Your department can determine whether HR staff or hiring managers will be responsible for creating requisitions. R EQUISITIONS You can use the OHC to: Create, route, and approve requisitions online Notify appropriate staff when new requisitions require approval Modify requisition form fields and permissions Track and capture all requisition activities, status and progress Report on and analyze requisition data Neogov Insight Training Manual Session 1 3
R EVIEW OF A PPLICATIONS BY SMES Departments can assign subject matter experts (SMEs) to review applications. Using the OHC, SMEs can: Review job applications for specified postings Record candidate dispositions and scores. C ANDIDATE H IRING Once you identify qualified candidates and have created an eligibility list in Insight, you can refer the list automatically to the hiring manager. Then, in the OHC, the hiring manager can: Review the eligibility list and related application materials Schedule referred candidates for interviews Make and track hiring offers Neogov Insight Training Manual Session 1 4
Insight Insight is the heart of the Neogov system. Insight provides extensive recruitment, selection, test scheduling, applicant tracking, and reporting features. R ECRUITMENT You can use Insight to: Develop and track recruitment (exam) plans, including capturing and reporting on advertising costs Create and post job announcements Generate online job interest cards Accept job applications online 24x7 Neogov Insight Training Manual Session 1 5
S ELECTION You can use Insight to: Create and manage pre-screening questions Pre-screen applicants automatically, as they apply Define and store scoring plans, including automatic scoring Evaluate candidate training and experience Score, rank, and refer applicants Develop item bank questions for commonly used supplemental questions (talk with system administrator before adding items) Neogov Insight Training Manual Session 1 6

Classification Specifications All of the county s current classification specifications have been loaded into Neogov. Accurate class spec information is vital because class specs are linked to requisitions and can be used to pre-populate job postings. Class spec information that is maintained in the system includes: Class summary Examples of duties Knowledge/skills Licensing, certification, and other requirements Minimum and maximum salary Bargaining unit Background, physical, and drug test requirements Occupational group FLSA status Salary rates for all class specs in Neogov have been updated to the current year s salary schedule, even for classifications or bargaining units that may still be paid on a previous year s salary schedule. When you create a job posting, carefully review the salary to ensure that it is accurate for your department and the applicable bargaining unit. Technical Support Neogov provides online training materials and tutorials through the Help & Support menu. If you have questions or issues that cannot be answered through the online materials, do not contact Neogov directly. Roles & Responsibilities You can define approval groups and user roles for various Neogov processes. OHC (DEPARTMENT) A PPROVAL G ROUPS AND U SERS Department Approval Group (Optional) Each level of requisition approval must have a Requisition Group (Department Approval Group) defined Department User The following types of Requisition User roles are available: HR Liaison or Originator The representative from the requesting department/division who is responsible for creating the requisition Approver Any user who will be responsible to review/approve requisitions SME Any user who is assigned to review and rate applications as a subject matter expert Hiring Manager The department/division hiring manager who will receive the list of referred applicants Neogov Insight Training Manual Session 1 12
Requisitions requiring no department approval steps can be automatically routed to the HR Analyst assigned to (responsible to recruit for) the requesting Department/Division (Automatic routing to the HR Analyst is optional and is configured during implementation). I NSIGHT (HR) U SERS There is only one type of user in Insight: analyst/recruiter. However, Insight provides the ability to limit roles and responsibilities of each user, depending on the tasks the person will perform. These tasks include: Adding, updating, or deleting class specs Adding, updating, or deleting job postings Adding, updating, or deleting benefit statements Updating requisitions created in the OHC Viewing confidential information Viewing personally identifiable information Neogov Insight Training Manual Session 1 13
Governmentjobs.com Job Categories When you post jobs through Neogov, you can select the job categories in which the job will display on governmentjobs.com. Selecting the appropriate categories is important, because people with accounts on governmentjobs.com can request to be notified via e-mail when jobs in specific categories open.
