L.1 RULES FOR THE POSTGRADUATE DIPLOMA IN MANAGEMENT L.1.1 L.1.2 L.1.2.1 L.1.2.1.1 L.1.2.1.2 L.1.2.1.3 L.1.2.1.4 L.1.2.1.5 The curriculum for this programme is offered part-time only. DURATION OF THE STUDY The minimum duration is one year and the maximum duration is three years calculated from the date of first registration. PROGRAMME: PUBLIC AND NON-PROFIT MANAGEMENT Curriculum L531P: Public and Non-profit Management Specific admission requirements of the curriculum a) A B-degree, Advanced Diploma, National Higher Technikon Diploma or its equivalent and a minimum of two years appropriate work experience in the public sector (Provincial, national or local government). b) The modules of the final undergraduate year must have been completed with an average of not less than 65% unless specifically exempt from this condition by the School Director. Curriculum outcomes In this programme the student will experience that the discipline Public Management equips students with knowledge and professional management skills to make significant contributions to a fast changing world and specifically South Africa. It also offers students analytical and research skills that may put him/her in demand in the public sector labour market or in a position to work autonomously. Curriculum L531P: Public and Non-profit Management Articulation On successful completion of this curriculum students may be admitted to the master s degree in Public Administration (MPA). L.1.2.1.6.1 Structure of the qualification The Postgraduate Diploma in Management: Public and Non-Profit Management consists of a number of modules with a minimum of 120 credits as referred to in point L.6.2.1.5. L.1.2.1.6.2 Admission Requirements The admission requirements are explained in point L.6.2.1.1 and the Admission Policy as approved by Senate and the Council (http://www.nwu.ac.za/af/content/beleide-en-reels). L.1.2.1.6.3 Registration L.1.2.1.6.3.1 Annual registrations 2
The provisions of Academic Rule 2.3.1 apply to the Postgraduate Diploma in Management: Public L.1.2.1.6.3.2 Exemption from registration The provisions of Academic Rule 2.3.5 apply to the Postgraduate Diploma in Management: Public L.1.2.1.6.3.3 Amendment or cancellation of registration The provisions in Academic Rule 2.3.6 apply to the Postgraduate Diploma in Management: Public and Non-Profit Management provided that cancellation of registration for the Postgraduate Diploma in Management: Public and Non-Profit Management can be requested at any time. L.1.2.1.6.3.4 Recognition of and exemption from modules a. A student who studied at another recognised higher education institution and who applies to register for the Postgraduate Diploma in Management: Public and Non-Profit Management, may apply in writing to the dean concerned for recognition or exemption of modules required for the qualification programme, provided that the dean may grant recognition or exemption for no more than half the credits. b. A student who has obtained a qualification from the University or any other recognised higher education institution and who applies for registration for the Postgraduate Diploma in Management: Public and Non-Profit Management, may apply in writing to the dean concerned for recognition or exemption of modules required for the qualification programme, provided that the dean may grant recognition or exemption for not more than half the credits. L.1.2.1.6.4 Assessment L.1.2.1.6.4.1 Assessors and moderators The provisions of Academic Rule 2.4.1 apply to the Postgraduate Diploma in Management: Public L.1.2.1.6.4.2 Pass requirements The pass requirements of the curriculum and modules are stipulated in point L.7 of the Yearbook, inclusive of the ratio in which the assessment methods relevant to a particular module are combined to determine whether it was successfully completed. L.1.2.1.6.4.3 Number of assessment opportunities L.1.2.1.6.4.3.1 If a student undergoes a summative assessment and fails one or more modules of the Postgraduate Diploma in Management: Public and Non-Profit Management, the dean, in consultation with the school director, may grant the student a second summative assessment opportunity in the relevant module(s). L.1.2.1.6.4.3.2 A learner may, within the maximum admissible study period, repeat a maximum of 33% of the modules of the curriculum concerned. L.1.2.1.6.4.3.3 If a student has utilised all standard assessment opportunities and passed all but one of the modules required for the Postgraduate Diploma in Management: Public and Non-Profit Management, the student may apply for a final assessment opportunity for the outstanding module; payment of a prescribed amount (but not registration) may be required for such an assessment. L.1.2.1.6.5 Extension of study period The provisions of Academic Rule 2.4.6 apply to the Postgraduate Diploma in Management: Public L.1.2.1.6.6 Unsatisfactory academic performance The provisions of Academic Rule 2.4.7 and 2.4.8 apply to the Postgraduate Diploma in Management: Public L.1.2.1.6.7 Obtaining the degree L.1.2.1.6.7.1 Compliance with requirements The Postgraduate Diploma in Management: Public and Non-Profit Management is acquired when a student has passed all modules prescribed for the curriculum. L.1.2.1.6.7.2 Qualification with distinction The Postgraduate Diploma in Management: Public and Non-Profit Management is conferred when a student completes the qualification within the minimum period and achieves a weighted average of 75% in all modules. 3
L.2 MODULE-OUTCOMES: POST-GRADUATE DIPLOMA IN MANAGEMENT L.2.1 PUBLIC AND NON-PROFIT MANAGEMENT Module code: PGDP 511 Semester 1 NQF level: 8 Title: Strategic Planning and Management apply strategic planning competencies to designing systems, policies and strategies for effective public management; apply appropriate systems thinking to business, operations, behavioural, marketing, strategic and entrepreneurial processes. Module code: PGDP Semester 1 NQF level: 8 512 Title: Leadership for Good Governance connect knowledge of leadership and practice to individual contexts in the public sector; apply appropriate models, theories and experience to public governance contexts to solve concrete, complex and abstract problems; apply competencies associated with effective leadership: emotional intelligence, imaginative intelligence, initiative (innovative leadership), creative problem solving and interpersonal sensitivity. Module code: PGDP Semester 1 NQF level: 8 513 Title: Programme and Project Management demonstrate competence in designing systems, strategies and programmes for public policy implementation; apply appropriate project management competencies in programme development and delivery; apply relevant performance management systems in programme monitoring and evaluation. 4
Module code: PGDP Semester 2 NQF level: 8 521 Title: Strategic Human Resource Management demonstrate applied competence of Human Resource Management principles and strategies including inter alia intellectual capital management, retention and talent management, mentoring, coaching, labour relations, health and HIV/Aids; manage diversity and promote equity with individual contexts. Module code: PGDP Semester 2 NQF level: 8 522 Title: Financial Management and Budgeting evaluate the theoretical foundations of financial management techniques; apply the different types of financial management techniques such as cost benefit analysis, systems analysis, project management and performance management; demonstrate knowledge in the application of financial management techniques; evaluate application of financial management techniques in reality-based case studies; interpreted, analyse and apply the requirements of the public finance regulatory framework to financial management processes. Module code: PGDP Semester 2 NQF level: 8 523 Title: Policy Formulation and Implementation critically analyse strengths, weaknesses and challenges in contemporary policy formulation; apply principles of democratic accountability, social equity, transparency and cultural sensitivity to policy formulation practice; connect theory and practice of policy formulation, organisational design and monitoring and evaluation systems to contemporary public governance practice. 5
