About the Study This report presents the findings of the Special Focus Questions from the MYOB Small Business Survey. The survey comprised a national sample of 1,399 small business proprietors and general managers, conducted in January 2007. These small businesses are defined as both non-employing and employing businesses with fewer than 20 employees. Results have been weighted to reflect the small business population distribution according to the Australian Bureau of Statistics (ABS) for company size, length of time operating, and selected ANZSIC Industry divisions (refer to ABS publications Characteristics of Small Business, 8127.0, 2001 and Small Business in Australia, 1321, 2001). (Y/N) Overall, around one in three small businesses (31%) reported use of an accountant or tax agent to assist with preparing their BAS. By Industry, small businesses from the Communication, Media and Marketing Services sector (43%) were most likely to seek help from an accountant/tax agent, while those from the Finance and Insurance sector (16%) were least likely. 4

(Y/N) Around a quarter (27%) of small businesses reported use of an accountant or tax agent to lodge their BAS. As with the results from the previous figure, the Finance and Insurance sector (15%) was least likely to use an accountant/tax agent to lodge their BAS (see Figure 1 for comparison). Small businesses from the Wholesale Trade industry (36%) were most likely to seek help from their accountants/tax agents. 5

Most small businesses (83%) were likely to spend five or less hours per week on complying with local, state and federal government red tapes, i.e., regulations such as BAS, industrial relations requirements, etc. 5% of small businesses were likely to spend more than 10 hours per week on compliance with government regulations. 6

Small businesses were asked to rank the areas of red tape that are of burden on them from highest to lowest. BAS reporting was ranked the highest red tape burden, with over two-thirds (68%) of the respondents placing it top three (i.e., rank 1 st, rank 2 nd and rank 3 rd ) amongst all areas of red tape. This was followed by GST (daily transactions), with 56% of small businesses placing it top three, and Occupational Health & Safety, with 31% of the respondents placing it top three. 7

Time-consuming was listed as the main reason for the three areas of red tape ranked most highly amongst all red tapes, namely BAS Reporting (45%), GST (daily transactions) (38%) and Occupational Health & Safety (21%). 8

Around a quarter (22%) of the respondents were unsure about the issue. By Industry, small businesses from the Accommodation, Café and Restaurants sector (91%) were most likely to disagree on the issue. 9
