,, Andhra Pradesh INSTITUTIONAL CASE STUDY: JNTUH COLLEGE OF ENGINEERING, HYDERABAD SECTION ONE: Unique context, mission, size and shape JNTUCEH was established in 1972 and is an constituent and autonomous college of JNTU. One of the First Preferred Colleges in the State of Andhra Pradesh offering 6 UG Programmes, more than 20 PG Programmes, and Ph.D in all basic Disciplines of Engineering. The Placement Record is 100% for UG and more than 60% for PG programmes. More than 50% faculty are Ph.D holders. The University offers its consultancy services to several Government and Industrial Organisations. All Engineering Departments are accredited by NBA. Enrolments: The college offers 6 regular four-year UG (B.Tech.) Programmes in Engineering as follows with intake of 60 each: Civil Engineering Department Electrical & Electronics Engineering Department Mechanical Engineering Department Electronics & Communications Engineering Department Computer Science and Engineering Department Metallurgical Engineering Department All these B.Tech. courses are approved by AICTE and accredited by National Board of Accreditation (NBA), New Delhi. The admission to these B.Tech. courses is based on A.P. State level entrance examination EAMCET. ,, Andhra Pradesh SECTION TWO: Decision authority - who has authority to make what decisions Enrolments: The UG admission is through EAMCET, the state wide common entrance examination. New PG programmes in JNTUHCEH are identified in the thrust and emerging areas by the departments. Proposals are submitted to the governing council and then to AICTE for approval and are started on a self-supporting basis. The intake to these courses is as per AICTE guidelines, and the fee structure is as fixed by the state government. ing ratio: JNTUHCEH maintains the ing ratio (1: 14) as per UGC/AICTE norms (1:15) by recruiting faculty for all self supporting courses. The Institute gets its due share of the block grant given to the university for the approved courses. Consequent upon rationalization of faculty conducted by APSCHE, the institution is in the process of filling the vacancy positions. Non-Teaching technical/supporting are recruited based on the approval of the Executive Council. Budget allocation: JNTUHCEH gets its share for the salaries of all its regular faculty from the block grant given to the university. In addition, each department is assigned a budget proportional to the number of students from the tuition fee account to be used for the development of the Departments. The institution enjoys full financial autonomy in planning and in spending the TEQIP amount without any limits with the approval of governing council. The institute also receives research funding from DST, AICTE, Govt, etc. Academic structures, curriculum, delivery and use of technology: The College is an autonomous constituent college of the university and the academic structures and curriculum are devised and revised from time to time by Boards of Studies (BOS) of all departments under the broad guidelines on the credit structure and evaluation. The BOS constitutes of Head of the Department, as Chairperson, Members- Chairperson University BOS, 2 senior Professors / Associate Professors of the Concerned Department, 3 Members from Industry, Premier Educational Institutes like IITs, NITs,. The curriculum is delivered by Regular Classroom teaching and augmented with standard online content like NPTEL and MIT-OCW, Satellite based Virtual Classroom (IIT Bombay and NITTR Chandigarh), wherever possible as recommended by BOS from time to time. Quality assurance/standards (including assessment of student work and teachers performance: A Student Feedback system is in place and the Heads of the Departments, analyze and ensure the classroom performance of the teachers. In addition, self-assessment and expert evaluation of the teacher is made at the time of implementing promotions as part of the Career Advancement Scheme. Continuous evaluation of students during course work and feedback of their 3

,, Andhra Pradesh performance at national entrance tests and recruitment tests is reviewed by BOS to ensure standards. The College and Departments are accredited by the apex Councils NAAC (A grade) and NBA. Links with industry and local communities: JNTUHCEH has established good industry links and the relationship has been win-win always. Specialized PG programs in the disciplines of Mechanical Engineering and Electrical Engineering are designed for industry personnel. The students carry out a compulsory Industry Oriented Mini Project at industries that are related to the institute. FDP programs are conducted by the Industry on a regular basis to keep the faculty (Wipro, Infosys, TCS, Academic College). Many PG students, by way of internships, work on real projects (for Motorola, Microsoft, CITD, ECIL). Industry personnel carry out Ph.D parttime in all Engineering Departments. Consultancy services are given to Government and Industrial Sectors through BICS (Bureau of Industrial Consultancy Services) unit of the university. Structure of the Governing board, recruitment and TOR of governor: The structure of the Governing board consists of Chairman Vice-Chancellor, JNTUH, Member Secretary Principal JNTUH College of Engg,, Members Vice-Principal JNTUHCEH, Heads of all Departments 6, Members from Industry and other Institutes 3, UGC Nominee -1. The Principal of the college is appointed by the Executive Council of the University and the Heads of the department are appointed by the Principal. The term period of the committee is 2 years. The details of the present body is given in Annex.1. SECTION THREE: Recent reforms to governance Finance: Sanction of Departmental Budget from the Tuition Fee account proportional to the student strength and the level of degrees offered by the Department since 2009. This has led to the percolation of financial autonomy with increased budget allocation and delegation of financial powers to the Department Level. Academic: Credit and Grading System has been introduced for all the courses run by the Institution from 2009 to enable transfer of credits across different universities Internationally. This enables the student exchange and twinning programmes apart from global recognition and equivalence of degrees offered by the Institutes. New PG M.tech/M.Sc Double Degree Programs are started in the year 2009-10 in collaboration with Blekinge Institute of Technology, Sweden with equivalence of European Credits. Integrated Dual Degree Programs in five disciplines of Engg with PG specialization in Engg/MBA are started in the year 2009 for students to acquire specialized UG+PG Degree in an optimum time. Three Centres of Excellence namely VLSI & Embedded Systems, E-Learning Solutions, Alternate Energy Options stated to promote excellence in Research. These centres are proposed to work as independent units with initial seed funds from the University and separate allocation of R&D funding and manpower during the year 2009. SECTION FOUR: Lessons for other institutions (in terms of the challenges that greater autonomy and accountability presents Autonomy: The institution has full academic, financial and sufficient administrative autonomy, being a constituent college of the University. In general, greater autonomy promoted quick decision-making and increased the ownership of those closely involved in Strategic Planning. Innovative Academic Programmes at UG level and PG level have been started. 4

,, Andhra Pradesh Integrated Dual Degree Program leading to B.Tech + M.Tech/MBA has been started in the year 2009. Interdisciplinary PG Program M.Tech (Embedded Systems) is offered jointly by ECE, CSE, EEE departments. PG Programs in collaboration with industry- M.Tech (Mechatronics) with CITD, M.Tech (Power Systems) with GE are started Networking Activities are initiated with industry and foreign universities Double Degree Programs M.Tech/M.Sc in three specializations (Software Engg, Signal Processing, Telecommunication Systems) are offered in collaboration with Blekinge Institute of Technology, Sweden. MoU has been entered with Foreign Universities, University of Udine, Italy, University of Malaysia, Pehang, for faculty and student exchange. Nearly 52 of the 134 faculty members have attended Conferences and Presented research papers during the period. 6 Faculty members received one month training abroad and updated their Knowledge in the specialized areas beneficial to faculty and students. Formal and informal Networking was done rapidly with industries such as TCS, CITD, GE, Wipro, C-DAC and other premier institutes University of, IITs and NITs. Autonomy and accountability promoted a healthy competition amongst institutions and improvement of Quality Issues with internal and external evaluation. PRESENT GOVERNING BODY Dr. D.N.
