GUIDELINES FOR INSTALLATION OF AIR CONDITIONING UNITS 174-180 PHILLIP STREET, SYDNEY July 2008 1.0 SCOPE These guidelines describe the way in which air conditioning units shall be installed or replaced in the building situated at 174-180 Phillip Street, Sydney. 2.0 APPROVALS No air conditioning replacements or new installations shall be carried out without the approval of Counsel s Chambers Limited and any such approval, if given, shall be on the basis that all work shall comply with the requirements of these guidelines. Approval shall also be obtained, where necessary, from any statutory authority, which may have jurisdiction over the installation. This document is to be used in conjunction with the Contractor on-site procedures & conditions and Rules for Tradesmen issued by Counsel s Chambers Limited. Consultation must take place with Counsel s Chambers Limited and a preliminary design must be agreed upon by Counsel s Chambers Limited before the installation takes place. This would ideally occur prior to providing a quotation in the event that the installer s preliminary design is not acceptable to Counsel's Chambers Ltd. Inspection of the installation must take place and final approval granted from Counsel s Chambers Limited. Installers are reminded that any old air conditioning units and any excess building materials must be removed off-site on the day of installation of the new unit. 3.0 INSTALLATIONS - PHILLIP STREET, FAÇADE 3.1 Split System Type Air Conditioners The colour of the units shall be approved by Counsel s Chambers. Outdoor units shall be mounted on the left hand end of the window ledges and supported by two (2) stainless steel brackets so that the base of the unit is 330mm above the outer edge. The brackets shall be fastened to the ledges using minimum M8 stainless steel threaded rod placed into pre-drilled holes minimum depth 70mm. space between the rods and the holes shall be filled with Hilti Hit HY 150 bonding compound. The ledge surface surrounding the holes shall be generously coated with the same compound so that the feet of the brackets sits in the compound and is sealed around the edges. The sealing of the brackets to the ledges is important to prevent any moisture penetration into the ledges. The brackets shall be secured to the threaded rods using stainless steel nuts, washers and spring washers. The outdoor units shall be secured to the brackets using stainless steel bolts, nuts, washers and spring washers with the units separated from the brackets by rubber washers. Indoor units may be placed where required subject to the approval of Counsel s Chambers. Pipes and conduits may only pass through neat holes cut in the window glazing on the panels beneath the windows. Any openings in glazing or panels shall be sealed watertight. Infill panels of wood or other material are not to be used. Sufficient insulation is required around refrigerant piping and fixtures to prevent condensate formation. Penetrations shall not be made in frames of windows or panels in exterior walls. Condensate from the outdoor units shall be run in 20mm white plastic pipe to discharge into the existing main drain system at each level. Condensate from the indoor units may also utilise the existing main drain system. Exposed piping and conduit shall be covered with 70mm x 70mm aluminum channel ducting over its entire length. The channel ducting shall be painted to match the surfaces to which it is fixed. The external air conditioning units and fixtures are required to be installed using the Building Maintenance Unit (BMU). The BMU must be booked in advance and Phillip St façade installations can only occur on weekends. Any person using the BMU must complete a training session conducted by Counsel's Chambers Ltd. 3.2 Window Type Air Conditioning Units Window type Air Conditioning Units are not permitted to be installed on the buildings Phillip St Façade. The window units geometry, installation and operation conflict with the façade design. 2

4.0 INSTALLATIONS - LIGHT WELLS 4.1 Split System Type Air Conditioning Units Outdoor units shall be mounted as outlined in section 8.1. To preserve the integrity of the membrane coating on the wall, the edges of the brackets and around all fastenings shall be sealed immediately after installation with a single part polyurethane flexible sealant. Sufficient insulation is required around refrigerant piping and fixtures to prevent condensate formation. Indoor units may be placed where required subject to the approval of Counsel s Chambers. Pipes and conduits may only pass through neat holes out in the window glazing and any openings shall be sealed watertight. Infill panels of wood or other material are not to be used. Any new or replacement glazing shall be Georgian wired type. Penetrations shall not be made in frames of windows or exterior walls. 4.2 Window Type Air Conditioning Units Shall be installed in windows only without modification to frames or mullions. The window glazing shall be cut to a neat size to accept the unit and the surrounding void shall be sealed using a suitable weatherproof silicon sealant. Infill panels of timber or other material shall not be used. Any new or replacement glazing shall be Georgian wired type. Where external brackets are required, they shall be manufactured and installed in a similar manner to those described for the outdoor units. 4.3 Condensate Disposal Condensate from all units shall be disposed of into the existing main drain system at each level. Connection to the system is to be via clear flexible hose, securely fastened to the air conditioning unit s drain. No units shall be installed unless a drainage system using the above is provided and drainage of condensate onto the floor of the light wells is not permitted. The use of hot-boxes as previously prescribed by Counsel's Chambers Ltd is not acceptable. 3

5.0 INSTALLATION PROCESS WINDOWS 5.1 Asbestos in Window Mastic MEMORANDUM: TRACES OF ASBESTOS IN WINDOW MASTIC The mastic in the windows of Selborne & Wentworth Chambers contains traces of asbestos. The mastic surrounds the glass in the window panes, providing a seal for the window. The affected windows are those that are original to the building. The new windows in Selborne & Wentworth Chambers, which are bronze in colour, are not affected and do not utilize mastic containing asbestos. CCL has been advised that provided the mastic remains in good condition and is not disturbed it presents no material danger. A management plan has been developed and implemented by CCL to address the risk associated with the window mastic. The plan involves testing, inspections and ensuring that some simple rules are observed. Under the plan the following measures must be strictly observed by all occupants of and visitors to the building: The mastic must not be disturbed, removed or damaged in any way. All persons occupying space in Chambers must be aware of the presence of asbestos in the window mastic. The mastic has been sealed and CCL has been advised that it presents no danger in its current form, however it must remain in place and remain undisturbed. All building work carried out in Chambers must be approved by Counsel s Chambers Limited prior to any work taking place and must be carried out in accordance with the Rules for Tradespersons and Contractor on site Procedures. Counsel s Chambers must be notified of any intention to repair or replace air conditioning units. This type of work may affect the window mastic in which case the appropriate safety measures will need to be put in place. The replacement or removal of glazing is prohibited unless prior notification is submitted to and approval obtained from Counsel s Chambers Limited. Counsel s Chambers Limited will require advice to be obtained from an Environmental or OH&S Consultant and any work that is to be carried out on the windows that will affect the window mastic will require that the mastic is removed by a licensed asbestos contractor. 5.2 Window Frames The window frames are not to be altered in any way during the installation process. Penetrations of the window frame to accommodate a split system unit are NOT PERMITTED. All penetrations are to be made through the glass. The windows are to be re-instated as new, and previous damage from existing installations to be made good and as approved by CCL. All glazing work is to be carried out by a glazier approved by Counsel s Chambers. 4

5.3 Glass Should the replacement of glass be required, that glass is to be of the Georgian Wired type. The glass is to be sealed in its original position using Polyshim II or what is known as butyl tape. The windows are to be re-instated as originally installed and all glazing work is to be carried out by a glazier approved by Counsel s Chambers. 5.4 Mounting the unit The weight of external unit is not to be placed upon window frames. The frames are not designed as load bearing members, and the weight of these units distorts the frame and damages the window seals. Mounting blocks are to be used to support the weight of the external units during the installation process. 6.0 UNIT IDENTIFICATION All units installed in Selborne and Wentworth Chambers must have labels or tags which clearly identify the installer and the relevant contact details. In the case of split system units, both internal and external units must have these tags or labels. The date of installation must be indicated on the identification tag or label. 7.0 SYSTEM SELECTION The design of the system shall be according to the current Australian Standard 1677. 8.0 MOUNTING OF EXTERNAL UNITS The mounting of all external items must be in accordance with these guidelines. The items included in this specification are the external unit for split system air conditioning units, all piping and conduit and the mounting brackets for these items. The following applies for units of approximately 40kg. Heavier units must have superior fasteners and/or brackets and must have Counsel's Chambers Ltd approval. 8.1 Fastening equipment All brackets supporting the external unit must be fastened to the wall with Hilti HLC R 12 x 75 stainless steel expansion anchors. The installation of these anchors must be according to the manufacturer directions. The wall depth of 90 mm must not be breached. For the use of alternative fastening items, prior approval must be sought from Counsels Chambers. Should you arrive onsite without the correct fasteners, Hilti fasteners will be available for purchase from the Maintenance Office at a cost of $5 per anchor. A minimum of two anchors per bracket must be used, 4 in total. Nylon wall plugs are not permissible. The outdoor units shall be secured to the brackets using stainless steel bolts, nuts, washers and spring washers with the units separated from the brackets by rubber washers. All 4 feet of external units must be secured in this fashion. The external units must be mounted a maximum of 100 millimetres from the exterior wall. 5

8.2 Support Brackets All brackets used to support external air conditioning units must be hot dipped galvanised (minimum 4mm gauge) and must have, at least, the critical dimensions shown below. The vertical location of the horizontal cross-member is free. The member must be welded to the upright on all four sides. Brackets that do not comply with these criteria, must be approved by Counsel s Chambers prior to installation. Alternatively, a two piece unistrut bracket may be used as mounting brackets for units, after consultation and approval from Counsel s Chambers Limited. Warranty: Shall be twelve (12) months parts and labour if a minimum 12 months maintenance contract awarded, else twelve (12) months parts and ninety (90) days labour. 6
