JOB DESCRIPTION Niles Township High School District 219 Director of Human Resources and Employee Performance REPORTS TO : POSITION OBJECTIVE : Assistant Superintendent of Human Resources To support the implementation of a progressive Human Resource Department. MINIMUM QUALIFICATIONS 1. Illinois Public Educator License, General Administrative Endorsement, and Teacher Evaluator Designation preferred 2. Experience in human resources 3. Degree in academic subject area, public administration or business management preferred REQUIRED SKILLS : 1. Ability to understand information in human resource management, including legal documents 2. Ability to calculate, analyze and use and present data 3. Ability to use database, spreadsheet, internet, word processing programs 4. Ability to work with collective bargaining contracts and interpret basic contractual provisions 5. Ability to manage and organize personnel information to comply with the law and contracts 6. Ability to work with staff on personnel related issues 7. Ability to lead other administrators 8. Ability to evaluate staff. PERFORMANCE RESPONSIBILITIES AND DUTIES : 1. Oversees the Evaluation Processes a. Provides supervision to administrators and licensed staff who complete teacher and support staff evaluations. b. Reviews work regularly to establish inter rater reliability of evaluations. c. Oversees and reviews of the compilation of the Honorable Dismissal list as required by Senate Bill 7 list. d. Implements and ensures compliance with the requirements of PERA in the District evaluation process. e. Meets with curriculum directors to ensure compliance with the evaluation schedule and quality of evaluations and provides input into Directors evaluations. f. Manages evaluation reporting to Assistant Superintendent of Human Resources including reports on late submitted evaluations and unequal rating distributions by supervisors. g. Ensures that all licenses and endorsements are up to date and entered into the District s software system. h. Supports building administrators in using evaluation data. i. Develops the procedures and guidelines and oversees the implementation of merit pay for athletics and activities. j. Sets up, maintains and edits all evaluation documents. k. Oversees and tracks stipend evaluations.

l. Participates in the Joint Committee and the Joint RIF Committee. m. Completes state reporting and responds to surveys and research regarding evaluation. 2. Assists with the management of induction and supervision of employees a. Supervises the Senior Human Resources Generalist to ensure compliance with state reporting, FMLA, and onboarding processes. b. Works with principals and directors on difficult or sensitive personnel matters including remediation plans for support staff, supervisory conferences, accommodation plans, and discipline appearances. c. Supports district wide programs for support staff. 3. Keeps Current of Developments in the area of Supervision and Evaluation a. Keeps informed about current trends and practices in evaluation. b. Maintains a library of professional evaluation materials for staff use regarding evaluation. c. Remains up to date on changing laws and requirements on evaluation. 4. Provides Professional Development a. Provides professional development to administrators on state licensure. b. Provides professional development to teachers and paraeducators on state licensure. c. Oversees district wide inservice programs for administrators and support staff. d. Maintains database of professional development for the District. e. Reviews, approves, and coordinates documentation for all professional development offered by District 219 to comply with state requirements. 5. Develops and Maintains Administrator Mentor Program a. Develops and maintains an administrator mentor program to provide support and supervision for new administrators. 6. Maintains Handbooks a. Ensures that the Administrative Evaluation Handbook is up to date and provides trainings as needed. b. Reviews job descriptions with administrators and support staff members and assures that job descriptions are updated regularly to reflect current job responsibilities. c. Creates flowcharts, timelines and data management tools for all personnel procedures, updates Administrative Handbook with accurate documents. 7. Develops and Maintains an Electronic Filing System a. Researches and selects an electronic filing system that complies with all federal and state guidelines. b. Maintains the newly adopted electronic filing system. 8. Evaluates Transcripts for Lane Advancement and Oversees Tuition Reimbursement a. Maintains lane advancement. b. Reviews, approves or denies all course work for tuition reimbursement for teachers at the MA+60, support staff and administrators.

9. Monitors Licensure. a. Monitors teacher, administrator and paraprofessional licensure to ensure that staff has appropriate license. 10. Directs Student Teaching and Administrative Intern Programs a. Works with administrators and directors to ensure that they are able to appropriately supervise administrative interns and student teachers. b. Develops relationships with universities to promote the placement of minority candidates into District 219 including attending job fairs or managing job fair retranslation by the District. c. Processes student teaching and intern requests. d. Oversees legal contracts for student teaching programs in district. 11. Leads District 219 Talent Search a. Builds District 219 s talent recruitment systems through, among other means, job fairs, LinkedIn, Facebook, Professional Organizations. b. Trains and works with recruiting administrators to actively seek highly competitive candidates. c. Recommends improvements to talent recruitment to Assistant Superintendent of Human Resources. 12. Oversees Summer School Evaluations a. Creates evaluation schedule. b. Monitors evaluation compliance. c. Provides guidance to administrators in staff supervision and evaluation. 13. Assists with the District Hiring Process a. Maintains the District s hiring database (i..e Applitrack) and expands its implementation across broader usages in the department (new forms, electronic emails, interviewing setup, employment verification, etc). b. Trains interviewers on required skills and checks references on potential staff. c. Ensures positions have ongoing open postings online. 14. Stays abreast of current trends and laws in human resources. a. Keeps informed about current trends and laws in human resources. b. Represents the district at local regional personnel meetings. c. Participates in cross training to ensure an efficient human resources department. 15. Serves as the District Complaint Manager a. Investigates all complaints or allegations of misconduct, except that, depending on the circumstances, the Superintendent or School Board may appoint a special investigator. b. Reports to the Superintendent or designee the investigation results, that is, the matters investigated,facts, conclusions, and recommendations. c. Prepares a written report.
