The VTAC Gazette ISSN 2203-479X July 2015 Policy and procedure updates Change of preference/ negotiated offers Published originally in August 2015 To be implemented January 2016 Negotiated Offers will no longer exist for course applications from 2015 onwards. Instead, Change of Preference will be reopened between offer rounds. In previous years, course preferences could not be changed after December, and Negotiated Offers were a parallel process that ran after the first offer round whereby applicants could request, one course at a time, offers for lower preference courses, or courses not on their preference list. From this year onwards, applicants who have changed their mind about which course they want to study will simply adjust their preferences after an offer round, irrespective of whether or not they have received an offer. This change does not affect the Supplementary Offers process. Change of Preference will close a few days prior to each offer round and reopen the day after each offer round (until the last round). Previously, rounds 1 and 2 were general offer rounds, and rounds 3, 4, and 5 existed only to formalise Negotiated and Supplementary Offers. Now, applicants will be able to change their preferences between all 5 offer rounds, and receive offers in all five rounds (if selected by institutions). Existing policies Contribution of VFE Block Credit towards the ATAR Published originally in February 2014 To be implemented December 2015. The rule regarding the use of VCAA granted VFE Block Credit, at unit 3-4 level, was first implemented in December 2011. It stated that: When calculating an ENTER for a student who has previously been awarded an ENTER, previously obtained VCE and VCE VET results will take precedence over later VFE Block Credit results. The rule was reviewed in 2013 by the VTAC Scaling Committee because of perceived unfairness and unnecessary complexity. As an example, two students with the same results apart from the year of their VFE block credit could receive different ATARs. Similarly, two students with identical results but in a different order may also receive different ATARs. This situation was considered unfair. In 2013, the VTAC Scaling Committee simplified the rule so that it did not depend on the existence of a previous ATAR or the order in which studies results were achieved. It now states that: VCE and VCE VET results will take precedence over VFE Block Credit results. The amended rule will come into effect for the calculation of 2015 ATARs. Under the new conditions, VFE block credit can still be used in the calculation of the ATAR. However, it can only be used in the calculation of an ATAR if there are fewer than 6 VCE or VCE VET studies available. If there are 6 or more VCE or VCE VET studies available, a VFE block credit result cannot be used. Policy definitions Legitimate one year VCE student All VCAA designated rules for the classification of a legitimate one year VCE student must be satisfied prior to any year 11 VCE block credit being granted. Check the VCAA, VCE and VCAL Administrative Handbook for the latest information. Unlike VCE students, legitimate one year students have had no opportunity to undertake a sixth study in a previous year, which would otherwise contribute to the calculation of the ATAR. To address this, VTAC provides them with an increment, in lieu of a 6thstudy so long as they have VCAA results of 5 scored sequences at 3/4 level. Students with one or more of the following are ineligible for this increment: A VET increment available Units 1 and 2 results from the VCAA A higher education increment Block credit at Unit 3/4 level Have transferred into a VCE program from an IB program (in Victoria) Tertiary education definition of an International Student To apply for international fee places through VTAC, a student must be holding or obtaining an Australian temporary resident/student visa and be: a current student of a standard Australian Year 12 program (e.g. VCE) or International Baccalaureate in Australia or New Zealand; or, an international student currently enrolled at The University of Melbourne applying to transfer to another course at The University of Melbourne; or, a temporary resident or someone who is planning to obtain a student visa who is currently studying or has finished the NCEA in New Zealand with no tertiary studies applying to Monash University.
