STANDARD PRACTICE NATIONAL OCCUPATIONAL SKILLS STANDARD (NOSS) FOR; 3D PRODUCTION OPERATION SUPPORT LEVEL 3 1. INTRODUCTION The Creative Industry is becoming an increasingly important component of modern post industrial knowledge-based economies. Not only is it thought to account for higher than average growth and job creation, it can also be a vehicle of cultural identity that plays an important role in fostering cultural diversity. In Malaysia it has been acknowledged that the creative industry is one of the fastest growing sectors in the economy, averaging at 11% per annum over the last five years. This demonstrates that creative industry is a key driver of the economy and is more dynamic than many of the other sectors in Malaysia. The animation industry in Malaysia received some attention from the government with plans for rapidly modernizing the country. This extended to the use of digital technology in production houses, later predominantly the direct-to-system method of drawing into the computer was introduced. The first 3D animation efforts in Malaysia were the 2000 film "Nien Resurrection" and an episode of the series "Skyland". However, in the late 1990s, 3D animation element was already included in Keluang Man animation series. This era also saw an increase in efforts to aggressively promote locally-produced animation efforts. Since the year 2000, the Malaysian animation industry has gone far globally when the Multimedia Development Corporation (MDeC) produced Saladin: The Animated Series for Al Jazeera Children's Channel. Since then, many Malaysian animation companies marketed their works globally. Their animation has succeeded in promoting Malaysia globally by creating content that was based on Malaysian culture but having universal values. As animation and technology has advanced in the recent years, the need of excellent 3D artists has become a necessity for various firms that design video games and animated movies. Media production houses thrive on innovation and creativity. With advancements in the animation technology, 3D artist are expected to create elements for the gaming, animation and film industry. 3D artist responsibilities include developing basic design concepts, creating conceptual art, drawing storyboards and touching up animations, as well as rendering, texturing, lighting and shading graphics. Often, 3D artists work in teams and specialize in a specific area, but they may be required to obtain a broad variety of skills to maximize their career opportunities. Many 3D artists specialize in a particular medium, such as video games, television or motion pictures. Within these areas, 3D artists can further specialize by i

concentrating on specific areas of design, such as the characters for video games, the layout and look of game levels or the scenery of an animated film. As a 3D artist, a basic foundation in traditional drawing and painting is often essential. Most 3D artists also possess the following traits or skills: Strong artistic capabilities with colour theory, illustration and rendering Good communication skills Computer literate Ability to work as part of a team Ability to handle multiple projects and deadlines Willingness and ability to keep up with latest industry standards and computer programs Passion in arts With the advent of incorporating digital creative effects into most digital content that will trigger the aesthetic appeal which is natural to consumers from anywhere on the globe, the increase of the creative workforce to enhance our creative representation will in turn enhance marketing appeal to Malaysia s industry. The effort to develop the National Occupational Skills Standard (NOSS) for 3D animation job area followed by developing the occupational skills standards and training manuals is timely in order for the industry to grow further. Authorities and Regulators for the Creative Industry:- a. Ministry of Information Communications & Culture (MICC) b. Multimedia Development Corporation (MDEC) c. Malaysian Multimedia and Communications Commission (MCMC) d. Malaysian Technology Development Corporation (MTDC) e. National Film Development Corporation (FINAS) f. Malaysia Animation Association (ANIMAS) Pre-requisite Based on the workshop findings, it was decided that the minimum for those interested to enrol this course are as follows: Proficient level in English Clear understanding of Basic Art Drawing Proficient in Computer literacy Possess sense of art ii

2. OCCUPATIONAL STRUCTURE 3D (Level 3) is categorised under Creative Multimedia sub-sector of the Information & Communication Sector, shown in Figure 1 and Figure 2 The panel of experts have concluded that the job area should start at Level 3 due to of significant range of varied work activities and performed in a variety of context, most of which are complex and non-routine. There is considerable responsibility and autonomy and control or guidance of others is often required. 3. DEFINITION OF COMPETENCY LEVEL The NOSS is developed for various occupational areas. Candidates for certification must be assessed and trained at certain levels to substantiate competencies. Below is a guideline of each NOSS Level as defined by the Department of Skills Development, Ministry of Human Resources, Malaysia. Malaysia Skills Certificate Level 1: Malaysia Skills Certificate Level 2: Malaysia Skills Certificate Level 3: Malaysia Skills Diploma Level 4: Competent in performing a range of varied work activities, most of which are routine and predictable. Competent in performing a significant range of varied work activities, performed in a variety of contexts. Some of the activities are non-routine and required individual responsibility and autonomy. Competent in performing a broad range of varied work activities, performed in a variety of contexts, most of which are complex and non-routine. There is considerable responsibility and autonomy and control or guidance of others is often required. Competent in performing a broad range of complex technical or professional work activities performed in a wide variety of contexts and with a substantial degree of personal responsibility and autonomy. Responsibility for the work of others and allocation of resources is often present. Malaysia Skills Advanced Diploma Competent in applying a significant range of Level 5: fundamental principles and complex techniques across a wide and often unpredictable variety of contexts. Very substantial personal autonomy and often significant responsibility for the work of others and for the allocation of substantial resources features strongly, as do personal accountabilities for analysis, diagnosis, planning, execution and evaluation. v

4. MALAYSIAN SKILLS CERTIFICATION Candidates after being assessed verified and having fulfilled Malaysian Skills Certification s shall be awarded with the Sijil Kemahiran Malaysia (SKM) at Level 3 5. JOB COMPETENCIES The 3D Production Operation Support (Level 3) personnel are competent in performing the following core competencies:- Basic 3D Modelling Basic 3D Rigging 3D Object Animation Basic 3D Lighting & Rendering Basic Animation Editing & Compositing Optionally, the 3D Production Operation Support (Level 3) personnel are competent in performing the following elective competencies:- Concept Art Illustration Storyboard Visualisation 6. WORKING CONDITIONS. Typically, 3D Artists work in production house office environments, although sometimes projects require detailed field research. Some independent animators may work at the client s location, remotely or from home-based businesses. Animators employed by large firms usually work a standard 40-hour week; however, like their freelance counterparts, evening and weekend work may be required to meet project deadlines. Common and desired traits are those who are committed, passionate and talented. 3D Artists may work independently or as part of a team. They receive instructions and work orders from superiors. 7. EMPLOYMENT PROSPECTS As the use of complex and photorealistic 3D animation increases in the video game and movie industries, the demand for skilled 3D artists continues to grow. The digital creative sub sector is becoming more lucrative as the expanding trend of animation and interactive media is now used widely in local films, web sites, cartoons and marketing campaigns. TRAINING, INDUSTRIAL/ PROFESSIONAL RECOGNITION, OTHER QUALIFICATIONS & ADVANCEMENT 8.1 Training:- A professional recognition for this particular job title is given by the industry itself. But at this moment, there is no standard reference of professional qualification with respect to this particular job title.
