Medicare Data Portal Quick Start Guide

1 P age

Background HealthLandscape (a division of the American Academy of Family Physicians [AAFP]) and the Robert Graham Center for Policy Studies in Family Medicine and Primary Care are pleased to present the Medicare Data Portal. This powerful tool for visualizing and understanding Medicare data gives you easy access to an array of hospital referral region (HRR) and county-level Medicare indicators that can be displayed as a map, table, bar chart, or trend graph. You can also examine the relationship between two health indicators by creating a side-by-side map or a comparison map. The Medicare Data Portal contains a wide variety of Medicare data, including multiple years of indicators from the Geographic Variation in Medicare Spending and Utilization database and the Chronic Conditions Warehouse from the Centers for Medicare and Medicaid Services. These data have been supplemented with Medicare indicators from the Dartmouth Atlas, including data related to Medicare Reimbursements, Primary Care Access & Quality, Post-Discharge Events, Discharges by type, Prescription Drug Use, and End of Life Care. More information about the data sources is available at: CMS Geographic Variation https://www.cms.gov/research-statistics-data-and-systems/statistics-trends-and-reports/medicare- Geographic-Variation/ CMS Chronic Conditions Warehouse https://www.ccwdata.org/web/guest/home Dartmouth Atlas http://www.dartmouthatlas.org/ 2 P age

Welcome Screen When you enter the Medicare Data Portal, a welcome screen displays general information about the tool s data sources. It also presents six topic areas in boxes. Hover your cursor over a topic to get more information about the indicators it includes. Click on one of the topic boxes to create a map. 4 P age

Creating a Map Topic Zoom Bar Indicator Group/Category Create a map by doing the following: (1) Select a topic by clicking on a topic box (2) Select an indicator by clicking the radio button next to the desired indicator (3) Select a group/category from the drop-down menu Once you have selected a group/category, a continental U.S. map of hospital referral regions (HRR) with different shades of blue will be displayed. Zoom in on the map by doing one of the following: Double-click on the area of interest Hold down the Shift key while you click and drag with your mouse to draw a box on the map Click the (+) on the zoom bar in the upper left-hand corner of the screen Zoom out by clicking the (-) on the zoom bar in the upper left-hand corner of the screen. 5 P age

Thematic Map View Tool-tip Legend Legend Controls The initial map you create will display a thematic map view. In addition to your map, you will see a legend and legend controls at the bottom of the screen. The legend indicates the range of values represented by each shade of color on the map. The legend controls allow you to change the map s color scheme and color palette, the number of value categories into which the data is grouped, and the distribution (i.e., quantile or equal interval). In the map above the color palette was changed to orange and the number of categories was increased to six. When you mouse over a country, a pop-up window called a tool-tip will appear. It shows data for the selected indicator in all available groups/categories for the highlighted geography, or hospital referral region. 6 P age

Thematic Map View (Cascading Geographies) If county level data are available, you can zoom into the map and the geography will automatically change from hospital referral region to county level data. Note that not all indicators have county level data. 7 P age

Threshold Map View Threshold Change to a threshold map view by clicking the radio button next to Threshold in the legend controls at the bottom of the screen. On a threshold map, you can click and drag the slider bar at the bottom of the screen to set a threshold value so that you will only see counties with values greater than or equal to that value. This allows you to pinpoint counties (or hospital referral regions) that have high values on specific indicators. 8 P age

Adding a Secondary Indicator (Side-by-Side Maps) Add Secondary Indicator View two indicators at the same time on side-by-side maps by doing the following: (1) Click on Add Secondary Indicator in the bottom right-hand corner of the screen (You may need to scroll down to see this text.) (2) Select a topic by clicking on a topic box (3) Select a secondary indicator by clicking the radio button next to the desired indicator (4) Select a group/category from the drop-down menu Once you have selected a group/category, you will see two maps side-by-side. The map on the left-hand side of the screen displays the primary indicator, and the map on the right-hand side of the screen displays the secondary indicator. When you mouse over a hospital referral region on one map, it is highlighted with a dark red outline on both maps (if data for the selected indicator is available). 9 P age

Adding a Secondary Indicator (Comparison Map) Comparison Tool Merge side-by-side maps together by clicking the radio button next to Comparison in the legend controls at the bottom of the screen. This will merge the primary and secondary indicators together by percentile. Click and drag the slider bar at the bottom of the screen to select the break points for your percentiles. A comparison map displays hospital referral regions (HRRs) in the following colors, which correspond to the break points: Blue = High/High Red = High/Low Light blue/green = Low/High Yellow = Low/Low For example, if your break points are 35/65, then blue HRRs have both primary and secondary indicators in the 65 th percentile or above; red HRRs have the primary indicator in the 65 th percentile or above and the secondary indicator in the 35 th percentile or below. 10 P age

Data Table Export Data See all of the data for your selected indicator in tabular form by clicking on the Data tab in the upper left-hand corner of the screen. Click on a column header to sort the data by column in ascending or descending order. Download the data table as a.csv file by clicking on the Export button on the upper right-hand side of the screen. 11 P age

Bar Chart Sort Benchmark See all of the data for your selected indicator as a bar chart by clicking on the Chart tab in the upper lefthand corner of the screen. Select a Sort By option from the drop-down menu at the top of the screen to sort the chart by value or alphabetically. Gray bars on the chart indicate benchmark values for the U.S. 12 P age

Trend Graph See trend data for your selected indicator (if available) by clicking on the Graph tab in the upper lefthand corner of the screen. Keep in mind the following when you are graphing trend data: The graph may take a few minutes to load. To display or hide a HHR or county on the graph, click on the checkbox next to the HRR/county name to select or deselect it. Trend data are not available for all indicators. 13 P age

Printing Print Print a map directly from the Medicare Data Portal by clicking the Print button on the upper righthand side of the screen. In the pop-up window that opens, you can enter a title for your map, and click and drag the map to position it for printing. You also have the option of downloading a data table and/or map as a PDF. Data tables cannot be printed directly from the tool. 14 P age

Reset Button Reset Clear your map and start over by clicking the Reset button on the upper right-hand side of the screen. 15 P age
