A LL SEVEN LANDFILLS IN NORTHWESTERN ILLINOIS REGION remained open into 2008. Three landfills in Region One show up in the top ten ranking of all the State s landfills in terms of waste receipts in 2007. Veolia ES Orchard Hills Landfill Inc., Davis Junction, ranks first in the state by accepting almost 6.3 million gate cubic yards; Winnebago Landfill, Rockford, is fifth with more than 3.3 million gate cubic yards received and Lee County Landfill Inc., Dixon, is ninth with 2.5 million gate cubic yards accepted for disposal. Region One s seven active facilities received more than 14.9 million gate cubic yards of waste in 2007. These three top-ranked landfills mentioned above helped raise the waste receipts almost a quarter of million gate cubic yards more than the year before. The increase in waste receipts year to year amounted to 1.7 percent. Out-of-state waste accepted from Iowa and Wisconsin Three landfills: Lee County Landfill Inc., Prairie Hill RDF, Morrison and Veolia ES Orchard Hills Landfill Inc. all reported accepting waste from the State of Iowa in 2007. In 2007, Veolia ES Orchard Hills Landfill Inc. also accepted waste from the State of Wisconsin. Chicago s waste needs a place to be disposed Cook County has only one landfill for waste disposal into 2008. CID Recycling and Disposal Facility (RDF), Calumet City/Chicago ceased accepting municipal solid waste as of Dec. 31, 2007 and Congress Development Company, Hillside ceased accepting waste on Jan. 31, 2008. The sole landfill left is River Bend Prairie Landfill in Dolton. During earlier years, in November 2005 and December 2006, two more Chicago area landfills closed in Chebanse and Batavia respectively. Capacity down 4.4 percent as of Jan. 1, 2008 Capacity available for waste disposal in the region was down 4.4 percent from 2006 to 2007, by a total of 10.3 million gate cubic yards. The capacity available in the region as reported on Jan. 1, 2008, was 223.5 million gate cubic yards. All regions reported decreased capacity as of Jan. 1, 2008. City of Rochelle attempts to expand its landfill On 4-11-07, local siting was approved by the City of Rochelle for its expansion of Rochelle Municipal Landfill #2. The siting application requested an expansion of the existing 61-acre waste footprint to 111 acres, including a vertical expansion over the existing site. This decision is under appeal with the Illinois Pollution Control Board. Expansions Approved in 2006 Name Airspace Lee County Landfill Inc. 29.4 million Vertical and horizontal expansions were both approved on June 8, 2006. Fifteen years of capacity remain for region as of Jan. 1, 2008 This region is first in the state, in remaining capacity, with a 22.6 percent capacity share. Veolia ES Orchard Hills Landfill reported almost 93.1 million gate cubic yards of space available as of Jan. 1, 2008, making it fourth in the state in capacity ranking on that date. Lee County Landfill Inc. reported the fifth largest capacity, that is almost 63.4 million gate cubic yards. Prairie Hill RDF reported almost 44.2 million gate cubic yards of capacity available and ranks eighth. Total capacity for the Region s seven landfills, reporting on Jan. 1, 2008, was over 223.5 million gate cubic yards which provides 15 years of remaining capacity for the region. Expansions help boost the State s capacity from 2005 to 2007 At Winnebago Landfill, Rockford the operation of Phase 1 South unit expansion was approved on Dec. 21, 2005 and Phase 2 South unit expansion was approved on Dec. 21, 2006. At Lee County Landfill both vertical (78 feet) and horizontal expansions (125 acres) were approved on June 8, 2006. The latest capacity figure available on Jan. 1, 2008 includes both expansions. A new area (3.2 acres) called Phase 2B opened at DeKalb County Landfill, DeKalb in 2006, but it appears that only DeKalb County s waste can be deposited there. That landfill has 7.5 years of capacity left. New cells were reported as open at two landfills: LandComp Landfill, Ottawa also opened a new area (5.25 acres) called Cell 2 South for waste disposal in 2006. Freeport Transfer Station built in 2006 to replace the city s landfill An Agency survey determined Region One s transfer stations handled 170,366 gate tons of municipal waste in 2007, an amount equivalent to 1.1 percent of the waste landfilled in the region. Of those six voluntarily reporting, Waste Management/Rockford in Roscoe reported the most waste accepted; 72,800 tons. Second-ranked Princeton Solid Waste Transfer Station, Princeton, accepted 38,493 tons. Freeport Transfer Station, Freeport, was third having accepted 37,090 tons of municipal waste during its first complete year of operation. However, Waste Management/Rockford in Roscoe has temporarily ceased accepting waste as of Feb. 29, 2008, because construction of a new building is occurring there. Transfer station permits never expire, and the site can re-open after it is inspected by the Rockford Regional Office s staff. The City of Freeport s Public Works office planned ahead to build a transfer station to replace its own landfill. The City of Freeport received a permit to develop the transfer station on Dec. 8, 2004; and the site was permitted to operate on July 25, 2006. These three sites in Roscoe, Princeton and Freeport took in 87 percent of the waste accepted in 2007. Two other operators choose not to voluntarily report the amount of waste accepted at their sites.
