1 SUNSHINE CANYON LANDFILL January 15, 2014 Mr. Gerry Villalobos SCL LEA Program Manager 5050 Commerce Drive Baldwin Park, California Subject: December 2013 Monthly Report (MRMP 46, 96, 119, & 125) Sunshine Canyon Landfill, SWFP No. 19-AA-2000 Dear Mr. Villalobos: Conditions on pages 3-4 of the Sunshine Canyon Landfill (SCL) Solid Waste Facilities Permit (SWFP) require monthly reporting of the following items: Types and quantities of non-hazardous waste received each day (SWFP 16.a): Attached is a copy of the monthly activity report including a daily and weekly breakdown of tonnage received. Number of vehicles using the facility per day and per week (SWFP 16.b, MRMP 91, Q-B.5.b): The attached monthly activity report includes data on the number of vehicles per day and per week. Results of the hazardous waste load checking program (SWFP 16.c): The types and quantities of hazardous waste and other prohibited wastes found in the waste stream are outlined below. All identified wastes are stored and disposed in accordance with applicable requirements. 2 Reports of all special/unusual occurrences (SWFP 16.d, Q-B.5.c): Copies of the log for special/unusual occurrences during the month, including notes on SCL s actions taken to respond, are attached. December 2013 Compliance Summary (SWFP 16.e, Q-C.2.b, IMP X.B.7 & IMP X.B.6): The site received one complaint through the Sunshine Canyon 24 hour hotline on December 3, Two calls reporting complaints made to the South Coast Air Quality Management District (SCAQMD) hotline were received December 4 and December 13, No written complaints were received. This month s weekly inspections from SCL s on-site LEA are attached to this report. Please note that the weekly inspections can be delayed by up to 30 days from SCL s on-site LEAs. Record of receipt of a violation from any regulatory agency (SWFP 16.f): The site received one notices of Violation (NOV) from SCAQMD on December 5, Status Update and Monitoring results of the landfill gas migration control program (SWFP 16.g, MRMP 34a-d): Quarterly Monitoring: The third quarter Quarterly Monitoring Report was submitted on November 15, 2013, and is available upon request. Perimeter Probes: Perimeter probes are monitored each month in accordance with Rule requirements. The results of the probe monitoring showed readings of 0% (measured as methane) except for the following: Perimeter Probe Date Monitored Readings % CH 4 Readings 5.0+ % CH 4 P-205RC P-205RD In previous reports, the field data logs were included as an attachment to this report. In efforts to make this report more user friendly and compatible with format, those documents have not been included and the data has been complied in the chart above. Owner Name Republic Services Inc Also Present (Name) THE ABOVE FACILITY WAS INSPECTED FOR COMPLIANCE WITH APPLICABLE SECTIONS OF THE DIVISION 30 OF THE PUBLIC RESOURCES CODE (PRC) AND TITLE 14 AND TITLE 27 CALIFORNIA CODE OF REGULATIONS (CCR) X No Violations or Areas of Concern V A Regulations Inspection Report Comments: This report is a compilation of site observations by the SCL-LEA staff for the week of December 7, December 13, Weather conditions during the inspection were sunny and cool. On December 5, 2013 the SCL-LEA approved the removal of three temporary perimeter probes (P-202, P-230 and P- 231). A permanent perimeter probe (GP-9) will be installed when the area is accessible to the drilling equipment. On Monday, December 9, 2013 the landfill closed at 1:40 PM due to high winds. According to the Department of Water Resources California Data Exchange Center, Newhall Pass Station the wind gust peaked at 62 MPH at approximately 1:30 PM. Extra litter pickers were working at the front gate area to avoid litter from leaving the site. Additional litter pickers were also working the litter fences and the slopes. On Tuesday, December 10, 2013 the landfill closed at 6:50 AM due to high winds and re-opened at 12:30 PM after the winds died down. The wind gust peaked at 37.5 MPH at approximately 10:00 AM. Extra litter were on site to attend to the litter in all areas of the landfill. On December 13, 2013 Larry Israel of the South Coast Air Quality Management District issued a Notice of Violation (P61365) for twelve verified odor complaints for the evening of November 27, An additional Notice of Violation (P61366) was issued for six verified odor complaints for the evening of December 5, Both Notice of Violations were for a Rule 402-Public Nuisance violation. Bird control methods were in place to control the birds. Several load checks were observed during this inspection period and found to be conducted consistent with the program described in the JTD dated May Litter pickers worked on and off site during this period to control the litter. Orchard fans were in use near the scale house. Site roads were maintained in satisfactory conditions. Spotters were on site controlling traffic. Misters were in use on the perimeter fences and along the haul road. Adequate dust and litter control measures were in place with the use of water trucks and litter control fences. Two working faces were in use during this inspection period. The wet weather deck was being prepared for the predicted upcoming rain event.
