Strategic priorities during this planning cycle TO DELIVER EDUCATION OUTCOMES* A Embed the Narrowing the Gaps (NtG) strategy in order to raise the attainment of pupils eligible for the Pupil Premium (PP) at every stage of their education and narrow the gap between them and their peers. B Work with colleagues in other local authorities to raise the attainment of secondary-age pupils who are eligible for Free School Meals (FSM) in the area of North Lincolnshire, Hull and East Riding. C Improve standards of communication and literacy in EYFS. D Improve standards of communication and literacy in KS1 and KS2. K Take forward a range of initiatives to increase the proportion of outstanding schools in North Lincolnshire. L Sharpen up the induction programme for new headteachers and acting headteachers, so that they feel well-supported and carry out their roles effectively. M Introduce an Aspiring School Leaders programme so that more strong applications are received for senior leadership posts in North Lincolnshire. N Introduce measures to ensure good appointments are made to the vital position of deputy headteacher in primary and secondary schools, and effective ongoing support for the role is in place. O Further enhance the local authority offer for improving governance so that more governing bodies are judged to be good. P Refresh our relationship with and re-engage secondary schools and academies with North Lincolnshire s school improvement agenda and offer of support and challenge. Q Further support colleges and sixth forms to improve post-16 provision and outcomes for their students. R Progress the Education and Economic Engagement Partnership (EEEP) and the work of its sub-groups in order to promote the aspirations and participation of young people in North Lincolnshire. S Ensure that the local authority s statutory duties with regard to assessment and moderation continue to be well met, including facilitating a smooth transition into the new arrangements for 2016. Planning and monitoring Burning Platform 1: Narrow attainment gaps for pupils eligible for Free School Meals (FSM), pupils with Special Educational Needs (SEN) and Looked After Children (LAC) Lead Nancy Malkin STATUS Embed the Narrowing the Gaps (NtG) strategy in order to raise the attainment of pupils eligible for the Pupil Premium (PP) at every stage of their education and narrow the gap between them and their peers. A Finalise and implement the NtG action plan for 2014-15, which includes local authority targets and a coherent programme of events and builds on the work of other related projects. Continue to analyse data for schools and localities to inform levels on the NtG graduated approach and set targets for attainment of PP in individual schools; find ways of sharing targets with schools. Further develop and deliver programmes of support and learning networks to help schools to achieve their PP attainment targets; devise mechanisms for sharing good practice along the way. Consider whether to extend this approach to narrowing gaps in attainment for boys. Lead Nancy Malkin STATUS Work with colleagues in other local authorities to raise the attainment of secondary-age pupils who are eligible for Free School Meals (FSM) in the area of North Lincolnshire, Hull and East Riding. B Chair a meeting of NtG leads for the three local authorities and agree a plan for raising the attainment of secondary-age FSM pupils in the area. Agree a floor standard for the attainment of FSM pupils in schools in the area, identify those schools at risk of not meeting this floor standard and establish an FSM learning network for these schools. Organise a North Lincolnshire NtG Conference in June with national speakers, including a day for headteachers plus one of all secondary schools in the area. Burning Platform 2: Improve standards of communication and literacy at all ages, especially writing Lead Tracey Evison/Sue Plachcinski STATUS Improve standards of communication and literacy in EYFS. C Develop and implement a strategic plan to ensure that EYFS provision in schools and other settings builds on the work and successes of the Imagination Library. Continue to deliver projects linked to the Early Excellence strategy that have the potential to promote communication and literacy skills, such as Talking and Thinking Floorbooks. Lead Tracey Sawyer/Jill Stubbs STATUS Improve standards of communication and literacy in KS1 and KS2. D Use the latest analysis of pupil outcomes and an evaluation of the impact of previous support, to develop an action plan for improving aspects of literacy for priority schools and groups of pupils. Develop a graduated approach for literacy in our schools, including a package of support for literacy co-ordinators in schools identified as Support Plus or School of Concern. Monitor and influence the direction of related learning networks, e.g. those aimed at improving writing and oracy skills (to improve pupils engagement and responsibility for learning). Lead Nancy Malkin/Julie Lane STATUS Improve standards of communication and literacy in secondary schools and beyond. E Continue to provide individual support for English leaders in secondary schools (especially those who are new or less experienced) to improve results in GCSE English in schools requiring improvement. Commission a consultant to design a secondary/tertiary Literacy across the Curriculum review and pilot it; ensure it includes continuity between KSs and follow-up for acting on recommendations. Burning Platform 3: Improve attainment by the end of primary age Lead Tina Page/Ian Hodgson STATUS Implement School of Concern procedures in all primary schools judged to be underperforming at KS2. F Conduct a forensic analysis of 2014 KS2 results, in order to identify the schools where pupils have attained well below what they are capable of and set appropriate 2015 targets for these. Ensure the local authority s School of Concern procedures (e.g. initial meeting with HT/CoG, JAP, Progress Team, T&L Reviews and Partner School) are being implemented in all identified schools. Lead David Smith STATUS G Establish a Securing Good network and programme for primary schools requiring improvement (and those at risk of) in order to address the issues that are preventing them from being judged as good. Use performance data, Ofsted outcomes and local intelligence to identify the schools most at risk of not being judged as good when next inspected, and invite them to join the network/programme. Develop and deliver the programme, to include an audit of individual schools strengths and weaknesses - and a bespoke package of training and support from appropriate team members. Lead Tracey Sawyer STATUS Ensure all primary schools have effective progress tracking systems and processes, so that they identify and put in place the right interventions for the right KS2 pupils at the right time. H Gather information about all schools 2015 targets for % L4+ R/W/Ma and monitor their progress towards these on a termly basis. Support School Improvement Partners and other colleagues to quality assure schools progress tracking systems and processes and make helpful recommendations for improvement. Provide advice for all schools (via a data practitioners group) and follow-up work in some schools to ensure targets are appropriate, pupil progress meetings are effective and interventions have impact. Lead Tracey Sawyer STATUS Improve the quality of teaching and use of assessment for learning in all primary schools. I Provide regular updates for school leaders on using latest Ofsted methodology/criteria for evaluating impact of teaching on pupils learning over time when judging quality of teaching in their schools. Develop and share the local authority s Assessment for Learning policy with schools, in order to promote pupils independence in and responsibility for their own learning in particular. Work in collaboration with the Professional Standards team and Teaching School Alliance to ensure T&L leads and teachers have access to appropriate CPD/networking/SLEs/lead teachers. Tap into the expertise of our HR service to help schools to eradicate inadequate teaching. Lead Ian Hodgson/Tracey Sawyer STATUS Increase the proportion of pupils making better than expected progress at the end of Key Stage 2. Consider how to use existing structures, such as the SIP programme, to ensure primary schools set appropriately challenging targets for proportions of pupils making 3 levels progress from KS1 to KS2. Make recommendations for improving our Teaching & Learning Review methodology, including using pupil voice, so there is an increased focus on provision and outcomes for more able pupils. Increase our strategies for raising achievement in mathematics in primary schools, such as the use of lead teachers, external consultants and secondary schools nearby. Raise schools awareness of initiatives they can tap into to encourage more able pupils eligible for Free School Meals (and their families) to aim higher, e.g. visits to Russell Group universities. Burning Platform 4: Increase the proportion of outstanding schools and settings Lead David Smith/Tina Page STATUS K Take forward a range of initiatives to increase the proportion of outstanding schools in North Lincolnshire. Increase the involvement of School Improvement Officers in the Octet project, e.g. by ensuring there is always a school improvement presence at meetings of Octet headteachers and/or governors. Continue to arrange accompanied visits for headteachers and chairs of governors of good to outstanding schools in North Lincolnshire to outstanding provision outside of North Lincolnshire. Develop identified Good to Outstanding headteachers as Peer Leaders to provide challenge as well as support to other schools, including taking part in Teaching and Learning Reviews in RI schools. Burning Platform 5: Improve the quality of leadership and governance in schools Lead David Smith/Sandra Simmons STATUS L Sharpen up the induction programme for new headteachers and acting headteachers, so that they feel well-supported and carry out their roles effectively. Review the previous induction programme (including gaining feedback from participants) and use the findings to refresh it for 2014-15; clarify key elements of the new programme with all involved. Assign a suitable mentor headteacher (from a school judged to be at least good) to each new headteacher; provide information/training for mentor headteachers on expectations of their role. Ensure the programme includes essential inputs from HR, finance, governor support and data teams, as well as being flexible enough to respond to emerging needs identified by participants. Lead David Smith/Sandra Simmons STATUS M Introduce an Aspiring School Leaders programme so that more strong applications are received for senior leadership posts in North Lincolnshire. Agree key elements of the programme, such as placements in other schools; promote the programme, invite applications for places and interview suitable applicants. Maintain a succession plan which identifies potential future leaders in all schools (using local intelligence of colleagues such as SIPs and the TSA); encourage these to apply for the programme. Lead Sandra Simmons/Tina Page STATUS N Introduce measures to ensure good appointments are made to the vital position of deputy headteacher in primary and secondary schools, and effective ongoing support for the role is in place. Encourage school leaders to involve a senior officer in the appointment of deputy headteachers. Support deputy headteachers to refresh the existing deputy headteachers forum. Lead Joanne Edgar/Tina Page STATUS Further enhance the local authority offer for improving governance so that more governing bodies are judged to be good. O Ensure all maintained school governing bodies reconstitute under 2012 regulations by September 2015, and all governing bodies regularly review their effectiveness in this way as a matter of course. Develop strong links with local industry in order to establish a talent pool of potential governors. Continue to develop and promote the refreshed Governor Development Programme, proactively targeting training and other support (such as mentor chairs and exchange visits) according to need. Implement a governance review framework (endorsed by NLAG), which results in tangible gains in governors skills and how they monitor schools progress and hold senior leaders to account. Other Lead Tina Page STATUS Refresh our relationship with and re-engage secondary schools and academies with North Lincolnshire s school improvement agenda and offer of support and challenge. P Visit all secondary schools/academies this term, carry out learning walks with headteachers/ principals and discuss the issues facing them and how the local authority might help. Separate the Primary and Secondary School Improvement Partner briefings to enable a sharper focus on how SIPs can address specific phase issues in their work with schools. Introduce an HMI-led, tailored Progress Review and offer to all secondary schools and academies. Lead Julie Lane STATUS Further support colleges and sixth forms to improve post-16 provision and outcomes for their students. Q Visit all colleges and sixth forms this term, including new school sixth forms and the Scunthorpe UTC, to meet with senior leaders and offer to carry out a SIP role for them in future. Ensure the post-16 Statement of Need continues to include targets and actions to increase Level 3 attainment of students who were previously eligible for Free School Meals. Implement current developments relating to the former Raising of the Participation Age initiative. EDUCATION DIVISION PEOPLE DIRECTORATE Page 12 of 14

Lead Tina Page/Julie Lane STATUS R Progress the Education and Economic Engagement Partnership (EEEP) and the work of its sub-groups in order to promote the aspirations and participation of young people in North Lincolnshire. Refresh the EEEP s terms of reference and membership to ensure collective responsibility for outcomes and the active involvement of partners at all stages of education and learning. Construct an EEEP Business Plan for 2014-15 which sets out the key priorities, work streams and success criteria for the year - and is linked to brief action plans for each of the sub-groups. Embed the work of the Engagement Panel in developing bespoke provision for at risk young people, and that of the LDD network in promoting and sharing good practice between providers. Lead Tracey Sawyer/Sue Plachcinski STATUS S Ensure that the local authority s statutory duties with regard to assessment and moderation continue to be well met, including facilitating a smooth transition into the new arrangements for 2016. Implement statutory assessment and moderation arrangements for FSP/Y1/Y2/Y6, and provide training/monitoring so that guidelines are followed, assessment is accurate and deadlines are met. Promote inter-school moderation, both within and beyond North Lincolnshire, and consider how greater trust can be established between infant and junior schools in particular. Support schools to prepare for the new curriculum and assessment arrangements in 2016, by raising their awareness of the range of available schemes and thus helping them to make informed choices. T Lead Linda Tyler/Mark Shillito STATUS Provide an effective data collection and data analysis service to schools and the Education division. Publish a data collection/analysis schedule to schools and the division and monitor its delivery. Train schools in the use of new FFT and Nexus systems for setting targets, tracking pupil progress and analysing data, so they become more adept at interacting with the data for themselves. Continue to refresh and promote a Data SLA for schools each year. EDUCATION DIVISION PEOPLE DIRECTORATE Page 13 of 14

Lead Tina Page/Linda Tyler STATUS Implement a Quality Assurance and Reporting strategy which enables us to demonstrate the quality and impact of our services to schools and academies AA Review current arrangements for quality assuring the work of the team, taking into account the new School Improvement Quality Standards shared with schools. Develop systems and processes that are carried out in such a way as to develop the capacity of the team, as well as providing evidence for quality and impact. Implement the published arrangements for quality assuring the work of SIPs, including Senior School Improvement Officers sitting in on Autumn Term Visits for all schools requiring improvement. Lead Tina Page STATUS Ensure that the division is well prepared for an Ofsted inspection of its arrangements for supporting school improvement BB Update the Education Division SEF; identify and collate the evidence available for each section. Write up case studies exemplifying the impact of our support and challenge for schools. Produce a draft programme of activities for inspectors as part of Protocol X. Adapt the SIP Autumn Term Visit proforma to include a section for school leaders to comment on the quality of local authority support and challenge (using the 4 questions from focused inspections).
